Windmill proper home for tulip

A familiar sight to Franklin Parish residents, the windmill at G.R. Baldwin Park on the corner of Highway 15 and Loop Road, will be a sight to behold this spring.

A total of 3,600 tulip bulbs from Holland were planted by Curtis Hilbun and workers from the Winnsboro city crew last week in the old fountain by the windmill.
