NOTICE OF SPECIAL ELECTION
Pursuant to the provisions of a resolution adopted by the Board of Commissioners of Crowville Fire District, State of Louisiana (the “Governing Authority”), acting as the governing authority of Crowville Fire District, State of Louisiana (the “District”), on February 1, 2013, NOTICE IS HEREBY GIVEN that a special election will be held within the District on SATURDAY, MAY 4, 2013, and that at the said election there will be submitted to all registered voters in the District qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:
MILLAGE PROPOSITION
Shall Crowville Fire District, State of Louisiana (the “District”), levy a four (4) mills tax on all the property subject to taxation in the District (an estimated $63,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2013 and ending with the year 2022, for the purpose of acquiring, constructing, improving, maintaining and/or operating facilities and equipment to provide fire protection in and for the District, including the purchase of fire trucks and other fire fighting equipment?
The said special election will be held at the following polling places situated within the District, which polls will open at seven o’clock (7:00) a.m., and close at eight o’clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541, to-wit:

The Franklin Parish Police Jury Office of Homeland Security is accepting proposals for the elevation of 5 homes located in Franklin Parish to be funded through DR 1603 Hurricane Katrina under the Hazard Mitigation Grant Program. The proposals should include all cost to elevate each property 2 feet above base flood elevation. Proposals will be opened on Monday, March 13th, 2013 at 1 pm. Locations of properties can be obtained through the Franklin Parish Police Jury Office (318)435-9429 or the Franklin Parish Homeland Security (318)435-6247.
The procedures for selection of the firm will be in accordance with procurement requirements of the 44CFR and Parish procurement guidelines. All responses received will be evaluated in accordance with the selection criteria and corresponding point system explained in the Request for Proposal Package. The package also identifies the scope of services to be performed by the chosen firm.
Interested parties are invited to secure a Request for Proposal Package from the Franklin Parish Police Jury. 6558 Main Street, Winnsboro, LA 71295. The package are available beginning February 11th, 2013 Monday – Friday 8:00 am till 4:00 pm. VILLAGE OF BASKIN
Regular Council Meeting
Feb. 12, 2013
The Mayor and Council of the Village of Baskin met in regular session on Tuesday, Feb. 12, 2013 at 5 p.m., at the Village of Baskin Town Hall.
Present: Mayor Jean Clark and Council Members Marie Barber and Larry LaBorde.
Also Present: Town Clerk, Chief of Police, Fire Chief and guests.
There being a quorum present, the meeting was called to order.
The Pledge of Allegiance and the opening prayer was led by Mayor Clark.
The minutes of the previous regular council meeting were presented.
Marie Barber made a motion; Larry LaBorde seconded the motion to approve the minutes. Yeas 2, Nays 0, Absent 1.

Motion and second was made that all bills and financial obligations be paid.
Larry LaBorde made a motion; Marie Barber seconded the motion approving this action. Yeas 2, Nays 0, Absent 1.
Permission was requested to purchase another door for the fire station to replace the broken unit. Marie Barber moved that a door be purchased and installed. Larry LaBorde seconded the motion. Yeas 2, Nays 0, Absent 1.
Permission was also requested to treat the fire station for termites.
Marie Barber made a motion that this action occur. Larry LaBorde seconded the motion. Yeas 2, Nays 0, Absent 1.
Following complaints about unsightly items and trash around businesses and places of residence, plans of action were discussed.
Police Report:
Chief Barber reported that the department is running smoothly. The video camera systems have been installed and are being used effectively.
Fire Department Report:
Fire Chief Bobby Fife reported that the department is involved in many training classes. The goal is to work on lowering the fire rating. Parish-wide fire grants that are in process were discussed and agreement was made for this municipality to participate.
Marie Barber made a motion that we participate in the Parish-Wide Fire Grant efforts. Larry LaBorde seconded the motion. Yeas 2, Nays 0. Absent 1.
Further Business:
Mayor Clark reported the need for a Maintenance Department Assistant. A person was hired in this capacity on a probationary condition. Larry LaBorde made a motion; Marie Barber seconded. Yeas 2, Nays 0, Absent 1.
Memorial Flag Donation:
Bonnie Brady, Troy Evans and family donated money to provide an America Flag in memory of SSgt. James Benjamin Jackson. He served our country during World War II.
With no further business to attend, Mayor Clark called for a motion to adjourn the meeting.
Larry LaBorde moved that the meeting adjourn. Marie Barber seconded the motion. Yeas 2, Nays 0, Absent 1.
The meeting closed at 5:35 p.m.

NOTICE TO RELOCATE AN EXISTING OFFICE
In the matter of the relocation of the Main Office of Progressive Bank.
In accordance with the laws of the State of Louisiana and with particular reference to the provisions of Title 6 of the Louisiana Revised Statutes of 1950, and the Rules of the Office of Financial Institutions, Notice is hereby given that Progressive Bank, whose Main Office and domicile is currently located in Winnsboro, Franklin Parish, Louisiana, is applying for a Certificate of Authority from the Louisiana Commissioner of Financial Institutions to re-designate its Main Office from the branch located at 301 Fair Avenue, Winnsboro, Franklin Parish, Louisiana to the branch located at 1411 N. 19th Street, Monroe, Ouachita Parish, Louisiana, a distance of approximately 40 miles from its present location. Both the Winnsboro branch and the Monroe branch will remain open; this notice is merely a notice of re-designation of the main domicile of the bank.

The Office of Financial Institutions is not required to consider any comments received more than 30 days after the date of publication of this Notice.

BID ADVERTISEMENT FOR SALE OF SCRAP IRON
VILLAGE OF GILBERT (herein referred to as the “Owner”)
Sealed bids marked “Sealed Bid - Village of Gilbert” will be received by the Owner for:
SALE OF SCRAP IRON
Proposals shall be addressed to the Village of Gilbert, and delivered to the the Office of the Mayor located at 7564 Gilbert Street, or mailed to P.O. Box 600, Gilbert Louisiana, no later than 4:0 p.m. on the 14th day of March, 2013. Sealed bids to be marked, “Sealed Bid - Village of Gilbert, Sale of SCRAP IRON.” Any bid received after the specified time and date will not be considered. The sealed bids will be publicly opened at the town meeting and read aloud on the 14th day of March, 2013, at the Town Hall, 7564 Gilbert Street, Gilbert, Louisiana.
The Owner reserves the right to reject any and all bids for just cause;
The successful bidder shall begin removing scrap iron within ten (10) days of receipt of acceptance. All material bided must be removed from town property within 10 days.
Any persons with disabilities requiring special accommodations must contact the Village of Gilbert no later than seven (7) days prior to bid opening.
