The Franklin Parish School Board met for its regular scheduled meeting on Tuesday, January 8, 2013 at 5:30 p.m. in the Franklin Parish School Board Complex board room.
Present for the meeting were Mrs. Louise Johnson, Mr. Tim Eubanks, Mr. Eddie Ray Bryan and Mr. Jesse Young.
Absent from the meeting were Mrs. Dorothy Brown, Mr. Ronnie Hatton and Mr. Richard Kelly.
President Eddie Ray Bryan called the meeting to order, Mr. Jesse Young led in prayer and President Bryan led in the Pledge of Allegiance.

RECOGNITION OF VISITORS - AGRICULTURE EXTENSION OFFICE SPEAKER
Mrs. Carol P. Allison gave an update on the projects and activities of the Agriculture Extension Office. A lot of changes have occurred in the Ag. Extension Office. Board Members were given a quarterly report. Ms. Allison introduced Kelly Lafferty as the new 4-H agent.
RECOGNITION OF VISITORS – FREDDY SMITH, POSTLETHWAITE & NETTERVILLE, AUDIT REPORT
Mr. Freddy Smith of Postlethwaite and Netterville presented to Board Members Annual Financial Report for year ending June 30, 2012. The Franklin Parish School Board was given an unqualified opinion for the audit. An unqualified opinion is the best a school board can have.
HEAD START REPORT – PAM MCBROOM
Mrs. McBroom gave the Board an update on the activities of the Head Start Program. Monitors are on site this week. Class visits are scheduled for next week. She had 72% average attendance. Board Members received November and December financial reports.
MOTION TO CONSIDER AND/OR TAKE ACTION ON SCHOOL BOARD MEMBER TRAINING RESOLUTION

BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the School Board Member Training Resolution as listed.
School Board Member Training Resolution
WHEREAS, each member of a city and/or parish school board shall receive a minimum of six hours of training and instruction as required by ACT 380, and
WHEREAS, this training and instruction shall consist of school laws of this state, laws governing the powers, duties, and responsibilities of city and parish school boards, educational trends, research and policy, and
WHEREAS, such instruction may be received from an institution of higher education in this state, from instruction sponsored by the State Department of Education, or by an in-service training program conducted by a city or parish school board central office or the Louisiana School Boards Association,
THEREFORE, BE IT RESOLVED, that it become public record that Eddie Ray Bryan, Jr., Ronnie Hatton, Jesse Young, Richard Kelly, Louise Johnson, Tim Eubanks, and Dorothy Brown, members of the Franklin Parish School Board, have successfully completed in excess of six hours of required training on December 11, 2012, as mandated by the Legislature of Louisiana.

MOTION TO CONSIDER AND/OR TAKE ACTION ON AWARDING 2013 SPRING CLASSROOM SUPPLIES BID

BE IT ORDAINED, ETC., that the Franklin Parish School Board reject all bids received for the 2013 Spring Classroom Supplies Bid. School Board members discussed buying from Louisiana State Contract vendors only. State Contract vendors have already bid out products that is needed for all these supplies. Item not on state contract must have 3 quotes.

SUPERINTENDENT’S REPORT
Superintendent Lanny Johnson reported that we may need to dismiss students from school one day for employees to receive a four (4) hour in-service on bullying. We will need to hire someone to present this training to all employees. This training will also include suicide prevention. Someone from the law firm of Hammonds & Sills can do this training. This is a new law that all employees must have four (4) hours of in service on bullying. We are looking at having this in-service at the Winnsboro Elementary Auditorium. Only students will be dismissed for one day, all employees must be present for the in-service.
PRESIDENT’S REPORT
President Eddie Ray Bryan reported that he has had some interest in selling some of the old buses. He has talked to Mr. Clark concerning this. Some of the parish buses are being driven a long way from the morning route to the afternoon route. This has also been discussed with Mr. Clark. President Bryan and Mr. Eubanks has discussed the issue about school security. President Bryan also would like to discuss a new contract for Superintendent.

The Franklin Parish School Board met for its regular scheduled agenda meeting on Tuesday, January 29, 2013 at 5:00 p.m. in the Franklin Parish School Board Complex conference room.
Present for the meeting were Mr. Tim Eubanks, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, Mr. Jesse Young and Mr. Richard Kelly.
Mrs. Louise Johnson was absent from the meeting.
President Eddie Ray Bryan called the meeting to order, Mr. Jesse Young led in prayer and President Bryan led in the Pledge of Allegiance.
Mr. Tim Eubanks called the maintenance committee meeting to order at 5:00 p.m. Superintendent Johnson reported on the fire at the old Wisner Elementary School. The school board will get bids/quotes on the removable of asbestos and debris from this fire. He reported that new heaters are being put in some of the schools. The maintenance department will soon be working on a/c units. Franklin Parish High School still has a few a/c problems. Dr. Johnson reported that some school have done trial lock downs. A camera security system is being put in at the high school. Mrs. Sartin will have a monitoring system in her office and Mr. Clark will have one in his. Mrs. Sartin spoke to the Board on how she wants to use her money given to the school for capital improvements. She is using it for putting in a security door and security glass in the front office. All were in agreement that the schools and personnel must be prepared. With no further business to discuss Mr. Eubanks adjourned the maintenance committee meeting.
Mr. Jesse Young called the finance committee meeting to order at 5:20 p.m. Dr. Johnson spoke on running a deficit this school year. This is mostly from voucher students and the loss of MFP money. This deficit will reduce the amount of fund balance the School Board has. Mrs. Whitten reported on the salary schedule. The state is reviewing the salary schedule. She had to do some minor changes on the schedule. Mrs. Whitten reported that the Robinette Firm will be at the next agenda meeting to report on the school’s audit. Each Board Member received a review on this audit. Mrs. Whitten wanted a verbal approval to contract with FBCA. This is an actuarial consulting firm based in Louisiana and can save the school board up to $3,000 per year on their services. Mrs. Whitten reported that we have not closed on the FEMA project. Head Start did not have any findings from their monitoring visit. She gave each Board Member a handout of the MFP. The State is looking at cutting funding to some SPED students. Mrs. Whitten also reported that a new server for the central office will be needed in the near future. She would like to upgrade the software system at the same time. With no further business to discuss Mr. Young adjourned the finance committee meeting.
During president’s comments Mr. Bryan reported on the sale of old buses and a complaint that parish drivers are driving buses home. Mr. Bryan said he would like to receive notice/call of any problems or incidents that happens concerning the school system. (ex.: Wisner fire) Mr. Kelly spoke concerning putting a softball field on the high school campus. Presently they use the town field and need to share it with other schools (private).

WHEREAS the City of Winnsboro is in need of plugging and abandoning its six (6) existing water wells at the Old Water Plant and;
WHEREAS grants for this project may be available through the Community Water Enrichment Fund (CWEF) operated by the Office of Community Development:
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Winnsboro that:
Section 1. The Mayor is hereby authorized to submit an application for funding to the Office of Community Development on behalf of the City of Winnsboro through the CWEF in the amount of $50,000.00; and,
Section 2. The Mayor is further authorized to furnish such additional information as may reasonably be requested in connection with the application; and,
Section 3. The Mayor if hereby designated as the Official Project Representative for the City of Winnsboro for any project that may result from the submission of the application; and

Minutes of CFD board meeting dated Friday, February 1, 2013 at 7:30 a.m., Crowville Fire Station located at 125 Hwy. 578, Crowville, La.
Board members present: Kelly Clark, Don Middleton & Colby Peppers.
Guests present: Daniel Fuller, Central Fireman.
Business discussed and/or acted on by the Board:
1. The current financial statement was reviewed, discussed and approved. A copy is on file with these minutes at the Board office.
2. Don Middleton stated that he had phoned Mr. Allen Offner at Foley & Judell in New Orleans, Louisiana to initiate the property tax election process. This tax proposal was discussed and passed by the Board at a special call meeting dated January 24, 2013.
3. Kelly Clark is coordinating efforts to prepare the Fire District for a PIAL (Property Insurance Association of Louisiana) inspection and water shuttle schedule sometime this Spring. He is ably assisted in this effort by Daniel Fuller, Central fireman and David Arnold, District Training officer. In addition, various members of the board and selected volunteer firemen will be assigned duties as the need arises. PIAL is the agency through which the district gets its fire rating.
4. Don Middleton stated that he would be preparing the necessary paperwork for the annual CPA audit due in the next 30 days.
5. Dan Fuller requested some air tank brackets for the Central fire truck. His request was approved and the brackets were ordered.

RESOLUTION
A resolution ordering and calling a special election to be held in Crowville Fire District, State of Louisiana, to authorize the levy of a special tax therein; making application to the State Bond Commission in connection therewith; and providing for other matters in connection therewith.
BE IT RESOLVED by the Board of Commissioners of Crowville Fire District, State of Louisiana (the “Governing Authority”), acting as the governing authority of Crowville Fire District, State of Louisiana (the “District”), that:
SECTION 1. Election Call. Subject to the approval of the State Bond Commission and the Franklin Parish Police Jury, and under the authority conferred by Article VI, Sections 30 and 32 of the Constitution of the State of Louisiana of 1974, the applicable provisions of Chapter 5 and Chapter 6-A of the Louisiana Election Code, and other constitutional and statutory authority, a special election is hereby called and ordered to be held in the District on SATURDAY, MAY 4, 2013, between the hours of seven o’clock (7:00) a.m., and eight o’clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541, and at the said election there shall be submitted to all registered voters qualified and entitled to vote at the said election under the Constitution and laws of this State and the Constitution of the United States, the following proposition, to-wit:
MILLAGE PROPOSITION
Shall Crowville Fire District, State of Louisiana (the “District”), levy a four (4) mills tax on all the property subject to taxation in the District (an estimated $63,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2013 and ending with the year 2022, for the purpose of acquiring, constructing, improving, maintaining and/or operating facilities and equipment to provide fire protection in and for the District, including the purchase of fire trucks and other fire fighting equipment?
SECTION 2. Publication of Notice of Election. A Notice of Special Election shall be published in the Franklin Sun, a newspaper of general circulation within the District, published in Winnsboro, Louisiana, and being the official journal of the District, once a week for four consecutive weeks, with the first publication to be made not less than forty-five (45) days nor more than ninety (90) days prior to the date of the election, which Notice shall be substantially in the form attached hereto as “Exhibit A” and incorporated herein by reference the same as if it were set forth herein in full.
SECTION 3. Canvass. This Governing Authority shall meet at its regular meeting place, the Fire Station, Crowville, Louisiana, on FRIDAY, JUNE 7, 2013, at SEVEN-THIRTY O’CLOCK (7:30) A.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special election.
SECTION 4. Polling Places. The polling places set forth in the aforesaid Notice of Special Election are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, will be the same persons as those designated in accordance with law.
SECTION 5. Election Commissioners; Voting Machines. The officers designated to serve as Commissioners-in-Charge and Commissioners pursuant to Section 4 hereof, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, shall hold the said special election as herein provided, and shall make due returns of said election for the meeting of the Governing Authority to be held on Friday, June 7, 2013, as provided in Section 3 hereof. All registered voters in the District will be entitled to vote at the special election, and voting machines shall be used.
SECTION 6. Authorization of Officers. The Secretary-Treasurer of the Governing Authority is hereby empowered, authorized and directed to arrange for and to furnish to said election officers in ample time for the holding of said election, the necessary equipment, forms and other paraphernalia essential to the proper holding of said election and the Chairman and/or Secretary-Treasurer of the Governing Authority are further authorized, empowered and directed to take any and all further action required by State and/or Federal law to arrange for the election, including but not limited to, appropriate submission to the Federal Department of Justice under Section 5 of the Federal Voting Rights Act of 1965, as amended.
SECTION 7. Furnishing Election Call to Election Officials. Certified copies of this resolution shall be forwarded to the Secretary of State, the Clerk of Court and Ex-Officio Parish Custodian of Voting Machines of Franklin Parish and the Registrar of Voters of Franklin Parish, as notification of the special election, in order that each may prepare for said election and perform their respective functions as required by law.
SECTION 8. Application to State Bond Commission. Application is made to the State Bond Commission for consent and authority to hold the special election as herein provided, and in the event said election carries for further consent and authority to levy and collect the special tax provided for therein. A certified copy of this resolution shall be forwarded to the State Bond Commission on behalf of this Governing Authority, together with a letter requesting the prompt consideration and approval of this application.
SECTION 9. Approval of Governing Authority of the Parish. NOTICE OF SPECIAL ELECTION
Pursuant to the provisions of a resolution adopted by the Board of Commissioners of Crowville Fire District, State of Louisiana (the “Governing Authority”), acting as the governing authority of Crowville Fire District, State of Louisiana (the “District”), on February 1, 2013, NOTICE IS HEREBY GIVEN that a special election will be held within the District on SATURDAY, MAY 4, 2013, and that at the said election there will be submitted to all registered voters in the District qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:
MILLAGE PROPOSITION
Shall Crowville Fire District, State of Louisiana (the “District”), levy a four (4) mills tax on all the property subject to taxation in the District (an estimated $63,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2013 and ending with the year 2022, for the purpose of acquiring, constructing, improving, maintaining and/or operating facilities and equipment to provide fire protection in and for the District, including the purchase of fire trucks and other fire fighting equipment?

The Franklin Parish Police Jury Office of Homeland Security is accepting proposals for the elevation of 5 homes located in Franklin Parish to be funded through DR 1603 Hurricane Katrina under the Hazard Mitigation Grant Program. The proposals should include all cost to elevate each property 2 feet above base flood elevation. Proposals will be opened on Monday, March 13th, 2013 at 1 pm. The procedures for selection of the firm will be in accordance with procurement requirements of the 44CFR and Parish procurement guidelines. Pursuant to provisions of the laws of the State of Louisiana and particularly Title 30 of the Louisiana Revised Statutes of 1950 as amended, and provisions of Statewide Order 29-M (LAC 43:XVII, Subpart 3), notice is hereby given that the Commissioner of Conservation will conduct a public hearing at 1:00 P.M., Thursday, February 28, 2013. The hearing will be held in the Franklin Parish Police Jury Meeting Room, located in the Courthouse Building at 6558 Main Street, Winnsboro, Louisiana.
At such hearing, the Commissioner or his designated representative will give any interested person the opportunity to present testimony, facts, or oral or written comments relative to a draft permit (Order) concerning the application from Perryville Gas Storage, LLC (Perryville) of Three Riverway, Suite 1350 Houston, TX, 77056 to convert one existing Class 111 Brine Extraction (solution mining) Well to a Class II Hydrocarbon (natural gas) Storage Well into the same existing salt cavern at the Crowville Salt Dome at its Hydrocarbon Storage Facility in Section 11, Township 15 North, Range 08 East, approximately four miles northwest of the town of Crowville, LA, Franklin Parish.
The proposed conversion well is identified as PGS Cavern Well No. 001 (SN 238833). Hydrocarbon (natural gas) storage is proposed to occur at a depth of 4,400 to 5,442 feet below ground level (bgl). The base of the lowermost underground source of drinking water at the near by well location occurs at a depth of 879 feet bgl.
