Public Notices Published Tuesday, January 15th, 2013CITY OF WINNSBORO COUNCIL MEETING DECEMBER 17, 2012 6:00 PM - CALL TO ORDER The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Monday, December 17, 2012, at 6:00 PM at the Jack Hammons Community Center, 810 Adams Street, Winnsboro, Louisiana, with Mayor Jackie R. Johnson presiding. Prayer led by John Dumas Pledge led by Mayor Jackie R. Johnson Aldermen present: Craig Gill, John Dumas, Betty Johnson, Rex McCarthy, Richard Mahoney Absent: None Motion by McCarthy, second by Johnson to approve the minutes of the regular session held on November 19, 2012. Unanimously approved. ALCOHOL LICENSE RENEWAL FOR 2013: A recommendation was given by Chief Thomas to approve Alcohol License for local businesses. Motion by Gill, second by Johnson and unanimously approved to accept this recommendation. AUDITOR’S REPORT: Myles Hopkins gave a report of financial finding. He found the City of Winnsboro ended the year of 2012 with a clean audit. Mr. Hopkins also reported the City of Winnsboro to be one of the strongest government bodies in Northeast Louisiana having slightly over $5,000,000.00 (five million dollars) in cash at the fiscal year end of June 30, 2012. Motion by Dumas and second by Gill that this item be further discussed in an executive session. Another motion was made by Dumas, second by McCarthy to accept report as it is now. Report was accepted by Dumas, Johnson, McCarthy, Mahoney and opposed by Gill. RESOLUTION NO. 12-1201: RESOLUTION AUTHORIZING THE MAYOR TO APPLY FOR A LGAP GRANT FOR $50,000.00 THAT WILL BE USED TOWARDS THE PURCHASE OF A STREET SWEEPER. CITY OF WINNSBORO RESOLUTION NO. 12-1201 A RESOLUTION AUTHORIZING MAYOR JACKIE R. JOHNSON TO SUBMIT A GRANT APPLICATION TO THE LOUISIANA COMMUNITY DEVELOPMENT LOCAL GOVERNMENT ASSISTANCE PROGRAM. WHEREAS, the City of Winnsboro is eligible to receive a grant in the amount of $50,000.00 through the State of Louisiana Office of Community Development Local Government Assistance Program (LGAP); and WHEREAS, the City of Winnsboro is submitting a LGAP grant application; and WHEREAS, an application will be submitted for the purchase of a street sweeper to help maintain the cleanliness of the city. NOW THEREFORE BE IT RESOLVED, by the Board of Aldermen of the City of Winnsboro, Louisiana, that Mayor Johnson is hereby authorized to submit a grant application to the Louisiana Community Development Local Government Assistance Program. CITY OF WINNSBORO RESOLUTION NO. 12-1202 BE IT RESOLVED by the Board of Aldermen of the City of Winnsboro, Louisiana, convened in regular session this 17th day of December 2012, that the City does hereby give Mayor Jackie R. Johnson the authority to act on behalf of the City of Winnsboro to purchase/accept (by donation) from McLemore Brothers Rental Partnership for the consideration of $85,000.00 (cash) and $10,000.00 (value of donation) the following described property: A lot beginning at the Northeast Corner of the Hatfield Lot, run West 168 feet, South 148 feet to Adams Street, East 170.5 feet, North 131 feet to POINT OF BEGINNING; Lots 1 and 2 and the West 30 feet of Lot 3 of block 1 of the Kinloch Addition (known as the First Christian Church Lot and the Ice House Lot), Lot being 305.5 x 323 x 131 x 125, Section 26, Township 14 North, Range 7 East, Franklin Parish, Louisiana (Description to be furnished by Sellers). Johnson City Clerk Mayor PUBLIC HEARING AND ADOPTION OF ORDINANCE NO. 955: REAPPORTIONMENT ORDINANCE NO. 955 An ordinance redistricting the Winnsboro Board of Aldermen Districts to adjust said districts’ boundaries as needed for population changes documented by the 2010 United States Decennial Census, and providing for other related Matters; and appealing any and all ordinances in conflict herewith. BE IT ORDAINED BY THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF WINNSBORO, LOUISIANA: Section 1. That, in accordance with the Louisiana State Revised Statute 33:1371, the boundaries of the Winnsboro Board of Aldermen districts are hereby redistricted so as to provide for population equality among the districts as near as reasonably practicable by the adoption and ratification of the document attached hereto and made a part hereof, all in accordance with the findings of the 2010 United States Decennial Census. Section 2. That the Board of Aldermen district boundaries as redistricted in Section 1 above shall become effective for the qualification and election of candidates for the Winnsboro board of Aldermen in the year 2014, and for all purposes upon the assumption of office by the members of the Winnsboro Board of Aldermen in the year 2014. At the meeting of the Mayor and Board of Aldermen of the City of Winnsboro on the 17th day of December 2012, it was moved for adoption by Alderwoman Johnson, seconded by Alderman McCarthy, and the vote thereon was as follows: YEAS: 4 NAYS: 1 ABSENT: NONE ADOPTED this 17th day of December, 2012. Unanimously approved. FIRE CHIEF MONTHLY REPORT: Chief Willard Hutto gave a monthly activity report for the City of Winnsboro Fire Department. Motion by Johnson, second by McCarthy to accept the report. Unanimously approved. POLICE CHIEF MONTHLY REPORT: Tammy Free gave a monthly activity report for the City of Winnsboro Police Department. Motion by Mahoney, second by McCarthy to accept the report. Unanimously approved. ECONOMIC DEVELOPMENT REPORT: Billy Cobb gave an activity report on economic development in the City. Motion by McCarthy, second by Mahoney to accept the report. Unanimously approved. COMMUNITY CENTER REPORT: Alice Wallace gave a monthly activity report for the Jack Hammon’s Center. Shirley Hammons explains the Hold Harmless Agreement. Motion by Johnson, second by McCarthy to amend agenda to allow McCarthy to make a motion to amend ordinance on alcohol. Approved by Johnson, Gill, and McCarthy; opposed by Mahoney and Dumas. Item not added. MONTHLY FINANCIAL REPORTS: Item was postponed and scheduled to be taken up in a special called meeting.
