Notice
Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on December 21, 2012, Entergy Louisiana, LLC (“ELL”), an electric public utility providing retail electric service to customers in forty-six (46) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, filed its Revised Formula Rate Plan (“FRP”) Rider (Rider Schedule FRP-6) Evaluation Report for the test year ended December 31, 2011.
The revised TY 2011 FRP reflects two adjustments: First, at its December 2012 Business and Executive Session, the LPSC approved in LPSC Docket No. U-31196, an MSS-4 PPA between ELL and Entergy Gulf States Louisiana, L.L.C. (“EGSL”) in which EGSL will purchase from ELL one-third of the capacity and energy associated with Acadia PB2 under Service Schedule MSS-4 of the Entergy System Agreement. The resulting LPSC retail jurisdictional rate decrease related to the Acadia transaction is approximately $17 million.
The second adjustment to the TY 2011 FRP reflects the implementation of the estimated first year LPSC retail jurisdictional revenue requirement for the Waterford 3 Steam Generator and Reactor Vessel Closure Head Project (the “Project”), approved in LPSC Docket No. U-30670. The estimated first year revenue requirement results in a rate increase of approximately $88 million. At this time, it is anticipated that all components of the Project will be installed and in-service on or before December 31, 2012, although the Waterford 3 Unit may still be in the start-up process.
The total rate change resulting from the previously described transactions is approximately $71 million. It is estimated that the proposed increase will have the following effects upon ELL customers’ monthly bills based upon December 2012 Fuel Adjustment and Environmental Adjustment Charges. A monthly bill for Residential Service for 1,000 kWh would increase $3.36 from $90.99 to $94.35. A monthly bill for Small General Service for 12,500 kWh would increase $50.27 from $1,289.63 to $1,339.90. A monthly bill for Large General Service for 1,000 kW and 500,000 kWh would increase $1,142.29 from $35,652.63 to $36,794.92.

TOWN OF WISNER
REGULAR COUNCIL MEETING
DEC. 13, 2012
The Town Council met in regular session on Thursday, December 13, 2012, at 6:30 p.m. at the Wisner Town Hall.
Present: Mayor Allyn Jean Luckett, Marc McCarty, Thomas Lemle, Roger Hilliard, Thomas Moore and Nettie B. Brown.
Absent: Town Clerk.
Also present: Assistant Clerk and guests.
There being a quorum Mayor Luckett called the meeting proceedings to order.
The invocation was given by Thomas Lemle.
The Pledge of Allegiance was led by Thomas Moore.
Nettie B. Brown made a motion to accept the minutes as presented. Thomas Lemle seconded. Motion carried.
The financial reports and expenditures were provided for the month.
Motion by Marc McCarty to accept financial reports and pay bills. Nettie B. Brown seconded. Motion carried.
NEW BUSINESS:
Ken Terry a representative from Louisiana Rural Water Association addressed council about the possible increase in water rates. He informed council that he would get with the clerk and do a rate dialysis in the near future.
Ken McManus of McManus Engineers gave a report on the construction of the new Community Center.
DEPARTMENT REPORT:

Chief Cureington reported that everything was going good.
FIRE:
Fire Chief Doug Denmon reported that the fire department was doing good.
MAINTENANCE : No Report.
WATER: No report.
With no further business Thomas Lemle made a motion to adjourn. Nettie B. Brown seconded. Motion carried.
