The Franklin Parish School Board met for its regular scheduled meeting on Monday, November 5, 2012 at 5:30 p.m. in the Franklin Parish School Board Complex board room.
Present for the meeting were Mrs. Louise Johnson, Mr. Tim Eubanks, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, Mr. Jesse Young and Mr. Richard Kelly.
No Board Member was absent from the meeting.
President Eddie Ray Bryan called the meeting to order, Chaplain Richard Kelly led in prayer and President Bryan led in the Pledge of Allegiance.

DELAYNE DONNELL, LEAP STUDENTS RECOGNITION
Mrs. Delayne Donnell recognized 40 students for a combined 54 advance scores. HEAD START REPORT – PAM MCBROOM
Mrs. McBroom gave the Board an update on the activities of the Head Start Program. She has not received word when monitors will be in parish. She will apply for a 5-year non-completive grant. Head Start has 91% average attendance. Board Members received financial reports.

REQUEST FROM BAND PARENT TO ADDRESS THE BOARD
Ms. Daphne Marsh-Moran has been asked by other band parents to address the Board. Ms. Moran has pulled her child from the band program due to the hiring of the band director. President Bryan said that the Board will not discuss personnel matters. He stated that we can discuss hiring practices. There are other procedures in place in order to discuss the item Ms. Moran would like to discuss. President Bryan told Ms. Moran she can submit another request to discuss what she wants to discuss.
MOTION TO CONSIDER AND/OR TAKE ACTION ON APPROVAL OF CAPITAL OUTLAY PROJECTS FOR SCHOOLS
ORDINANCE # 2012-11-0005
BE IT ORDAINED, ETC., that the Franklin Parish School Board approved to give each $10,000.00 to do individual projects at each school. This money will not be given directly to the schools. The schools will submit the projects for approval by Superintendent and Maintenance Manager. The schools will then submit invoice to Central Office for payment.

SUPERINTENDENT’S REPORT
Superintendent Johnson reported that the Thanksgiving Holidays will be November 19-23rd. Christmas holidays will be 2 complete weeks. Schools will be dismissed on Friday, December 21st at noon. Schools will be closed on November 6, 2012 for Election Day.
PRESIDENT’S REPORT
President Bryan said that it is always nice to have the awards program at the Board Meeting. President Bryan offered congratulations to the football team for 2nd place in the district. Each board member will need to do a 6 hour training. We can schedule to do this in one day.
Also, Board Members will need to do a 1 hour ethics training. Mr. Jesse Young asked to see the MFP figures. This showed $160,000 less money with more students than last year’s money.

The Franklin Parish School Board met for its regular scheduled agenda meeting on Tuesday, November 27, 2012 at 5:00 p.m. in the Franklin Parish School Board Complex conference room.
Present for the meeting were Mrs. Dorothy Brown, Mrs. Louise Johnson, Mr. Eddie Ray Bryan and Mr. Richard Kelly.
Mr. Tim Eubanks, Mr. Ronnie Hatton and Mr. Jesse Young were absent from the meeting.
President Eddie Ray Bryan called the meeting to order, Chaplain Richard Kelly led in prayer and President Bryan led in the Pledge of Allegiance.
Mrs. Louise Johnson called the maintenance committee to order. Dr. Johnson said it was not much to report. Maintenance crews are keeping the heating going. A new sewer pump for Fort Necessity School had to be replaced. A few schools are submitting invoices for payment. Mrs. Louise Johnson adjourned the maintenance committee meeting.
Mrs. Dorothy Brown called the finance committee to order at 5:03 p.m. Dr. Johnson reported that the SDE has extended the deadline to submit salary schedules to April, 2013. Support personnel may need to have a satisfactory evaluation to get the step increase. A federal judge ruled in favor of Tangipahoa Parish School Board and against the vouchers system. Tangipahoa does not have to accept vouchers. Supt. White said this ruling will be reversed in appeals. President Bryan reported that he had received a request for funds for Marvin Scott to travel overseas.
During superintendent’s comments Dr. Johnson reported that the Board will have an inservice on Tuesday, December 11, 2012. Jon Guice will be the presenter. During lunch the Board will listen to the one hour Ethics Training. President Bryan allowed Russell Grant to speak. Mr. Grant is requesting to use the Gilbert Football Field for non school related football games. Principal Vanessa Adams has agreed to him using the field. Mr. Grant will get insurance and keep the grounds cleaned and mowed.

The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Monday, November 19, 2012, at 6:00 PM at the Jack Hammons Community Center, 810 Adams Street, Winnsboro, Louisiana, with Mayor Jackie R. Johnson presiding.

Motion by Dumas, second by Johnson to approve the minutes of the regular session held on October 15, 2012. Unanimously approved.
APPROVAL OF A SIGNED AGREEMENT BETWEEN MAYOR JOHNSON AND RDS FOR COLLLECTION OF OCCUPATIONAL LICENSES:
Motion by McCarthy, second by Johnson and unanimously approved.
RESOLUTION NO. 12-1101: INDUSTRIAL PARK SEWER PLANT MUNICIPAL WATER POLLUTION PREVENTION ENVIRONMENTAL AUDIT REPORT

RESOLUTION NO. 12-1101
Resolved that the City of Winnsboro informs Louisiana Department of Environmental Quality that the following actions were taken by the Board of Aldermen of the City of Winnsboro, Louisiana.
1. Reviewed the Municipal Water Pollution Prevention Environmental Audit Report which is attached to this resolution
2. Set forth the following actions necessary to maintain permit requirements contained in the Louisiana Water Discharge Permit System (LWDPS) Number LA0038253.
a. None required
Motion by McCarthy, second by Gill, and unanimously approved.
Passed by a majority/unanimous vote of the Board of Aldermen of the City of Winnsboro on November 19, 2012.

INTRODUCTION OF AN ORDINANCE FOR REAPPORTIONMENT:
Motion by Gill, second by Johnson and unanimously approved to introduce an ordinance redistricting the Winnsboro Board of Aldermen Districts to adjust said districts’ boundaries as needed for population changes.
APPROVAL OF ALCOHOL LICENSE FOR BROOKSHIRE’S:
A recommendation was given by Chief Thomas to approve Alcohol License for Brookshire’s. Motion by McCarthy, second by Gill and unanimously approved to accept this recommendation.
DISCUSS LEASE PURCHASING FOR LARGE EQUIPMENT (EX: SWEEPER):
Skipper Stinson discussed the importance of setting up a lease purchasing budget for the purchase of large equipment. Gill suggested that the finance committee discuss this item at a meeting held on December 6, 2012 at 5:00 P.M.
MAIN STREET REPORT:
Kay LaFrance gave a quarterly Main Street Report.
MEYER, MEYER, LACROIX & HIXSON:
Health McGuffee gave an update on the projects in the City of Winnsboro.
HUMANE OFFICER MONTHLY REPORT:
Russell Grant presented his report of activity during the month at the Animal Control Facility. Motion by Johnson, second by McCarthy to accept the report. Unanimously approved.
FIRE CHIEF MONTHLY REPORT:
Chief Willard Hutto gave a monthly activity report for the City of Winnsboro Fire Department. Motion by McCarthy, second by Johnson to accept the report. Unanimously approved.
POLICE CHIEF MONTHLY REPORT:
Chief Lester Thomas gave a monthly activity report for the City of Winnsboro Police Department. Motion by Gill, second by Johnson to accept the report. Unanimously approved.
ECONOMIC DEVELOPMENT REPORT:
Billy Cobb gave an activity report on economic development in the City. Motion by McCarthy, second by Gill to accept the report. Unanimously approved.
COMMUNITY CENTER REPORT:
Alice Wallace gave a monthly activity report for the Jack Hammon’s Center. Discussion of revising the contract will be held at a later meeting with the Community Center Committee. Motion by McCarthy, second by Johnson to accept the report. Unanimously approved.
MONTHLY FINANCIAL REPORTS:
Christy Roberts presented the monthly financial reports for the City of Winnsboro. Motion by McCarthy, second by Gill to accept the monthly financial reports. Unanimously approved.
ADJOURNMENT:
There being no more business to come before the board at this time, a motion was made by McCarthy, second by Johnson and unanimously approved that the meeting be adjourned.

Minutes – Library Board Meeting
December 5, 2012
The Franklin Parish Library Board met in a called meeting on Dec. 5, 2012. Mr. John Guice, Board Vice-President, opened the meeting with board members Jeannette Thompson and Bill Marionneaux present. Also present was Mr. Steve Dean. Assistant District Attorney. It was explained to Mr. Dean that the library has been offered two conditional gifts of money from an anonymous donor. His advice was sought on how to proceed. The Library Board Members were aware that the Franklin Parish Police Jury would have to agree to the acceptance of the conditional gifts. Mr. Dean said that the board needed to pass a separate resolution for each gift. Mr. Guice moved that the gift of $75,000 to be used for the future expansion of the library be accepted, Dr. Marionneaux seconded the motion and all were in favor. Ms. Thompson moved that the gift for $25,000 to be used for education of the library staff in the areas of genealogy and preservation of historical documents be accepted. Dr. Marionneaux seconded the motion and all were in favor. Mr. Dean agreed to represent the library at the next meeting of the Police Jury to seek its approval.
As advertised, the budget hearing was held at Noon. The board members reviewed the proposed budget. Expected revenues for 2013 are $604,000. Expected expenditures are $604,000. Mr. Guice moved that the proposed budget be adopted. Ms. Thompson seconded the motion and all were in favor. Library Director, Carolyn gave each member a copy of the library balance sheet and a copy of the expenditures through November 30, 2012.
There being no other business, the meeting was adjourned.
