OCTOBER 15, 2012
6 p.m.-CALL TO ORDER
The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Monday, October 15, 2012, at 6 p.m. at the Jack Hammons Community Center, 810 Adams Street, Winnsboro, Louisiana, with the Honorable Mayor Jackie R. Johnson presiding.

Motion by Johnson, second by McCarthy to approve the minutes of the regular session held on September 17, 2012. Unanimously approved.
APPOINTMENT OF CITY CLERK:
Motion by Dumas, second by Mahoney that this item be postponed and taken up in an executive session.
EXIT AUDIT:
Motion by Dumas, second by McCarthy to postpone until current audit is completed and unanimously approved.
MEYER, MEYER, LACROIX & HIXSON:
Health McGuffee gave an update on the projects in the City of Winnsboro.
MAYOR’S AWARD OF EXCELLENCE:
Mayor’s award for the month of September was awarded to Adrain Caston. Robert Ignont was awarded a certificate of hours of completion in permit technician training.
ANIMAL CONTROL REPORT:
Kim Kimbrough gave the monthly report in the absence of the Humane Officer. Motion by McCarthy, second by Mahoney to accept the report. Unanimously approved.
FIRE CHIEF MONTHLY REPORT:
Chief Willard Hutto gave a monthly activity report for the City of Winnsboro Fire Department. Motion by Johnson, second by Mahoney to accept the report. Unanimously approved.
POLICE CHIEF MONTHLY REPORT:
Chief Lester Thomas gave a monthly activity report for the City of Winnsboro Police Department. Motion by McCarthy, second by Dumas to accept the report. Unanimously approved.
COMMUNITY CENTER REPORT:
Alice Wallace gave a monthly activity report for the Jack Hammon’s Center. Motion by Johnson, second by Dumas to accept the report. Unanimously approved.
ECONOMICAL DEVELOPMENT REPORT:
Billy Cobb gave the monthly activity report for Economical Development. Elton Williams of Winnsboro Tire and Rubber gave an update that included their plans for the use of the grant they are in pursue of. Motion by Dumas, seconded by Mahoney to include this itme in the executive session.
MONTHLY FINANCIAL REPORTS:
Christy Roberts presented the monthly financial reports for the City of Winnsboro. Johnson requested that the financial reports be given in advance in order to allow time for review. Motion by Johnson, second by Mahoney to accept the monthly financial reports. Unanimously approved.
Motion was made by Dumas, second by Mahoney to go into executive session to discuss personnel matters.
Motion by McCarthy, second by Dumas to return to regular session.
APPOINTMENT OF CITY CLERK:
Motion by McCarthy, second by Johnson to approve Julia J. Thomas as City Clerk. Appointment of Treasurer was tabled pending background check and establishment of a department for such.
WINNSBORO RUBBER:
Action concerning requests were delayed until a special call of meeting.
ADJOURNMENT:
There being no more business to come before the board at this time, a motion was made by McCarthy, second by Mahoney and unanimously approved that the meeting be adjourned.

RESOLUTION NO. 12-1001: WINNSBORO AIRPORT – FY 2013
Bobby Odom, representing Volkert Engineering, explained the need for the timely approval of the pre-application for the grant funding for FY 2013
Motion by Johnson, second by McCarthy and unanimously approved.
Motion was made by Gill, second by McCarthy to enter into executive session.
EXECUTIVE SESSION:
Discussion of possible litigation concerning Winnsboro Rubber and Recycling.
Motion by Gill, second by McCarthy to return to regular session.
WINNSBORO RUBBER AND RECYCLING:
Issue was postponed.
ADJOURNMENT:
Motion by Gill, second by Johnson and unanimously approved to adjourn.

Minutes – Library Board Meeting
October 31, 2012
The Franklin Parish Library Board met in a regular noon meeting on Oct. 31st. Mr. John Guice, Board Vice-President, opened the meeting with board members Addie Bolton, Jeannette Thompson and Bill Marionneaux present. Ms Snyder was absent. Dr. Marionneaux moved that the minutes of the last meeting be approved as published. Mr. Guice seconded the motion and all were in favor.
Library Director, Carolyn Flint, gave the statistical reports for the third quarter of 2012. The financial report was given and the financial status of the library is good. Mr. Guice moved that money from capital outlay be moved to other areas of the budget if necessary to balance the budget at the end of the year. Mrs. Bolton seconded the motion and all were in favor. Ms Flint reported that income and spending for this time of year are on track. It was reported that circulation of library materials remains good. Circulation was up for the quarter. The number of e-patrons checking out e-books has gone up each month since February.
Under new business the Library Board adopted two new policies that must be in place by Jan. 1, 2013. Mr. Guice moved that the Unattended Children in the Library policy be adopted. Ms Thompson seconded the motion and all were in favor. Dr. Marionneaux moved that the Sex Offender Policy be adopted. Mrs. Bolton seconded the motion and all were in favor. The Board Members and Ms Flint worked on a proposed budget for 2013. The date of the budget hearing was set for noon on December 5, 2012.
There being no other business, the meeting was adjourned.

FRANKLIN PARISH POLICE JURY (herein referred to as the “Owner)
Sealed bids marked “Sealed Bid — FRANKLIN PARISH POLICE JURY Community Block Grant Project for fiscal Year 2009 to be financed by the State of Louisiana Office of Community Development/Disaster Recovery Unit Community Development Block Grant Program” will be received by the Owner for the construction of the project described as follows:
PUBLIC WORKS BUILDING
Construction of an Office Building (40’x60’ metal building) and a Shop Building (40’x80’ metal building).
Work includes complete interiors with carpentry, plumbing, electrical, HVAC, related work, and site utilities.
Proposals shall be addressed to the FRANKLIN PARISH POLICE JURY, and delivered to the POLICE JURY OFFICE located at 6558 MAIN STREET, WINNSBORO, LA 71295 no later than 10 a..m. on the 27 day of November, 2012. The information for Bidders, Form of Bid Proposal, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the Office of McMANUS CONSULTING ENGINEERS, INC. located at 116 SMELSER RD., MONROE, LA 71202. Copies may be obtained at this office upon request in accordance with R.S. 38:2212. Deposit $100.00 per set.
The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.
Each Bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570.
No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the opening thereof.
The contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed.
The Attention of Bidders is called particularly to the requirements for conditions of employment to the observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal Government and State of Louisiana and bonding and insurance requirements.
Any person with disabilities requiring special accommodations must contact the FRANKLIN PARISH POLICE JURY no later than seven (7) days prior to bid opening.
