Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway, Christine Ezell, and Randy Lloyd. Also present were JoAnn Evans, Bill McLemore, Wayne Jones, Jimmy Evans and citizens. Absent was Ty Britt. CALL TO ORDER: Mayor Stephens called the meeting to order. Mike Stephens led in opening prayer. Diane Parker led in the pledge of allegiance. MINUTES: Motion made by Kay Dunaway, seconded by Kay Dunaway to accept the September minutes as presented. Motion carried. FINANCIAL DOCUMENTS: Motion made by Christine Ezell, seconded by Kay Dunaway to accept the financial documents as presented. Motion carried. PAY MONTHLY BILLS: Motion made by Randy Lloyd, seconded by Christine Ezell to pay the monthly bills. Motion carried. FIRE DEPARTMENT: Bill McLemore gave monthly report. POLICE DEPARTMENT: Due to the absence of Chief Britt, Assistant Chief Jimmy Evans gave monthly report. PUBLIC WORKS: Wayne Jones gave monthly report. CITIZENS PARTICIPATION: Mr. Bill Mulkey was present and set in on the meeting. NEW BUSINESS: ADOPT RESOLUTION ON COMMUNITY CENTER: Motion made by Christine Ezell, seconded by Randy Lloyd to raise the deposit to $100, and to raise the rent to $80, and the closing time will be 10 p.m. Motion carried. DISCUSS THE TOURISM GRANT: Mayor Stephens stated that we had received grant money from the Tourism Committee and will be used to purchase new Christmas decorations. OLD BUSINESS: SAFETY MEETING: Discussion was held. Stephens stated some pre-cautions to all departments on safety issues. HALLOWEEN: Discussion was held that Halloween date will be Tuesday, October 30, 2012 from 3:30 p.m. until 6 p.m. for ages 12 and under. CHRISTMAS PARADE: Discussion was held. The purpose of the public hearing will be to inform the public on the recently completed LCDBG street improvement project. Additionally, the City will conduct a seminar during the public hearing to better inform its citizens of the City’s Fair Housing method of continually informing the public of Fair Housing in the City. The City of Winnsboro is an equal opportunity employer. 10-24 1tb mmm TOWN OF WISNER REGULAR COUNCIL MEETING OCT. 11, 2012 The Town Council met in regular session on Thursday, October 11, 2012, at 6:30 p.m., at the Wisner Town Hall. Present: Mayor pro-tem Marc McCarty, Thomas Lemle, Roger Hilliard, Thomas Moore, and Nettie B. Brown. Absent: Mayor Luckett. Also present: Town clerk and guests. There being a quorum Marc McCarty called the meeting proceedings to order. The invocation was given by Thomas Lemle. The Pledge of Allegiance was led by Roger Hilliard. Nettie B. Brown made a motion to accept the minutes as presented. Thomas Lemle seconded. Motion carried. The financial reports and expenditures were provided for the month. Motion by Thomas Lemle to accept financial reports and pay bills. Nettie B. Brown seconded. Motion carried. Marc McCarty gave council information on the delinquent taxes that is owed to the Internal Revenue Service and requested a motion to pay the full amount when the total is known. Motion by Thomas Moore to pay owed taxes in full using an available CD. Seconded by Nettie B. Brown. Motion carried. Mayor Pro-tem announced that the Christmas Parade will be held December 1, 2012 at 10 a.m. Marc McCarty announced that the Community Center project will begin soon. Mayor Luckett attended a pre-construction meeting on Oct. 9, 2012. Thomas Lemle announced that Fall clean-up will begin on October 29, 2012. Trash bins will be available by the fire department and by the old gin. DEPARTMENT REPORTS: POLICE DEPT.: Chief Cureington informed council that two patrol cars have been taken out of service, and will be available for sale and the K-9, Gohan will be donated to Union Parish Sheriff’s department. MAINTENANCE DEPT.: Doug Denmon stated that he had fallen behind in his upkeep and needed more held. Thomas Lemle made a motion to work inmates on a temporary basis until someone is hired for the maintenance position. Thomas Moore seconded. Motion carried. WATER DEPT.: Mike McDuffee reported that there had been some problems with the bleach pump and had to be replaced. It is now working and the town is getting a better water supply. FIRE DEPT.: Doug Denmon reported that everything is going good and all the volunteers are keeping up with the training courses. A resident wanted information on what is being done about the houses that are on the clean-up list that had not been cleaned. With no further business Thomas Lemle made a motion to adjourn the meeting. Seconded by Roger Hilliard. Meeting adjourned. Box 297 Crowville, La. 71230 Minutes of CFD meeting dated Friday, October 5, 2012 at 7:30 a.m., Crowville Fire Station. Board members present: Kelly Clark, Don Middleton, Colby Peppers. Guests Present: Daniel Fuller, Central fireman Business discussed and/or acted on by Board: 1. The current financial statement was reviewed, discussed and approved. A copy is on file with these minutes at the board office. 2. Don Middleton advised the Board that the District has received its portion of Franklin Parish Fire Insurance rebate from the Police Jury in the amount of $1,920.44. 3. Kelly Clark reported that this fire district would not receive any funds for updating its communication equipment through the office of Mr. Mitch Reynolds, the local FEMA representative. This expense will have to be funded by this Fire District (Dist. 1). 4. Colby Peppers asked and received clarification of the current loan from Franklin State Bank. FSB sent the District an amortization schedule defining interest and principal parameters. 5. Kelly Clark discussed out-sourcing some of the District’s paper work including required fire reports to be filed with the La. Fire Marshall’s Office. Don L. Box 297 Crowville, La. 71230 Minutes of a Called Meeting of the Crowville Fire District Board dated Thursday, October 18, 2012 at 7 p.m., Crowville Fire Station. Present: President Kelly Clark, Dewayne Hendry, Sec.-Treas. Don Middleton, Colby Peppers and guest Daniel Fuller from Central Fire Station. Business Discussed and/or acted on by Board: 1. Kelly Clark discussed two immediate concerns for the Board that needs resolution: A. The Board must update fire reports to the Fire Marshall’s Office in Baton Rouge, La. This reporting has to be done as soon as possible over the internet using software obtained from the La. Fire Marshall’s Office or other compatible software. B. The district’s six (6) fire trucks must have new communication equipment installed ASAP to meet the Jan, 2013 deadline. In addition, individual firemen’s hand held radios have to be modified to be compatible by the same date. 2. The Board discussed these concerns and voted to adopt the following actions: A. Out-source fire reports and certain paper work to a third party ASAP B. Use Chase Electronics, Baskin, La., to update the communication equipment ASAP. An estimate of the cosdt as submitted by Chase is on record with these mintues. Don L.
