Crown Castle is proposing to install a 330 foot self-support lattice telecommunications tower or at the following site: off Cooter’s Point Road, Wisner, Franklin Parish, LA – 31-57-10.1N; 91-32-41.8W. The proposed lighting on the tower is a White only system (medium intensity lights), no side markers. Crown Castle invites comments from any interested party on the impact of the proposed action on any districts, sites, buildings, structures or objects significant in American history, archaeology, engineering or culture that are listed or determined eligible for listing in the National Register of Historic Places and/or specific reason the proposed action may have a significant impact on the quality of the human environment. Sealed bids marked “Sealed Bid-Town of Wisner Community Block Grant Project for Fiscal Year 2010 to be financed by the State of Louisiana CDBG Program” will be received by the Owner for the construction of the project described as follows:
MIP GENERATOR PROJECT
Install two (2) 130kW diesel generators, one (1) 100kW diesel generator, and related work.
Proposals shall be addressed to the Town of Wisner, and delivered to the Town Hall located at 9530 NATCHEZ ST., WISNER, LA 71378, not later than 1:00 p.m., on the 28th day of AUGUST, 2012, in the Town Hall at the TOWN OF WISNER located at 9530 NATCHEZ ST., WISNER, LA 71378. The information for Bidders, Form of Bid Proposal, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the Office of McMANUS CONSULTING ENGINEERS, INC., located at 116 SMELSER RD., MONROE, LA 71202. Copies may be obtained at this office upon request in accordance with R.S. 38:2212. Deposit $100.00 per set.
The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.

Minutes – Library Board Meeting
July, 25, 2012
The Franklin Parish Library Board met in a regular noon meeting on July 25, 2012. Ms Luella Snyder, Board President, opened the meeting with board members Addie Bolton, Jeannette Thompson and Bill Marionneaux present. Mr. Guice was absent. Dr. Marionneaux moved that the minutes of the last meeting be approved as published. Ms Thompson seconded the motion and all were in favor.
Library Director, Carolyn Flint, gave the statistical reports for the second quarter of 2012. The financial report was given and the financial status of the library is good. Ms Flint reported that income and spending for this time of year are on track. She also reported that no state aid money will be received for 2013. It was reported that circulation of library materials remains good. The number of e-patrons and e-books has gone up each month since February.
Ms Flint gave a copy of the auditor’s report to each board member. The library received a clean audit with no findings. A copy of Act 693 passed by the Louisiana Legislature during the 2012 Legislative Session was give to each board member. The act adds public libraries to the places at which the physical presence of sex offenders is prohibited. Each public library must work with the State Library to develop a local sex offender policy by January 1, 2013.
There being no other business, the meeting was adjourned.
