This Notice shall satisfy the above-cited two separate but related procedural notification requirements for activities undertaken by the Office of Community Development.
REQUEST FOR RELEASE OF FUNDS:
On or about July 27, 2012, the Franklin Parish Police Jury will submit a request to Office of Community Development (OCD) for the release of funds under the FY 2008 Consolidated Security Disaster Assistance and Continuing Appropriation Act, 2009 (PL 110-329), in accordance with the “Notice of Funding Availability” published in the Federal Register on February 13, 2009, for the purpose of constructing the Franklin Parish Public Works Center located on Louisiana Highway 17 approximately 1.5 miles northeast of the City of Winnsboro. The total amount requested for this activity is $667,932 to meet urgent need.
FINDING OF NO SIGNIFICANT IMPACT
The Franklin Parish Police Jury has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Franklin Parish Police Jury’s Office, 6558, Winnsboro, LA 71295 and may be examined or copies weekdays 8 a.m. to 4 p.m. If you need to contact the president’s office by phone, please call (318)435-9429.
PUBLIC COMMENTS:
Any individual, group, or agency disagreeing with this determination, or wishing to comment on the program may submit written comments to this office. All comments received by July 26, 2012, will be considered by this office prior to the authorizing submission of a request for release of funds. Commentors should specify which part of this notice they are addressing.
RELEASE OF FUNDS:
The Franklin Parish Police Jury certifies to OCD that Ricky Campbell, in his capacity as Parish President, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. OCD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows Franklin Parish to use Program Funds
OBJECTIONS TO RELEASE OF FUNDS:
OCD will accept objections to its release of funds and the OCD’s certification received by August 13, 2012 or a period of fifteen days from its receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer or other officer of the Franklin Parish Police Jury approved by OCD; (b) the Franklin Parish Police Jury has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by OCD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to:

PUBLIC NOTICE
LCDBG PERFORMANCE AND FAIR HOUSING
INFORMATIONAL HEARINGS
The Village of Gilbert will conduct two public hearings on Monday, July 16, 2012 at 10:00 a.m., at the Village Hall, 7564 Gilbert Street, Gilbert, Louisiana.
The purpose of the first public hearing is to receive comments on the Village’s performance on its FY 2011 Louisiana Community Development Block Grant Program for street improvements, LCDBG Contract No. 708701. The Village of Gilbert will submit close-out documents on this LCDBG Program to the Louisiana Division of Administration. This LCDBG program’s objective is the principal benefit to low-to-moderate income persons, and the LCDBG Grant amount was $330,596.00.
The second public hearing, a Fair Housing Informational Hearing, will be conducted following the closeout hearing. The purpose of this public hearing is to discuss the Fair Housing Act and to answer all questions concerning this act.
All residents, particularly low-to-moderate income persons and residents of slum and blighted areas of the Village, are invited to attend and provide input regarding this project. Those residents unable to attend these public hearings may submit their written comments to the Village of Gilbert, P. O. Box 600, Gilbert, LA 71336-0600, prior to the public hearing date.
Accommodations will be made for individuals with disabilities and an interpreter will be provided for non-English speaking individuals, provided that the Village receives a three (3) day notice prior to the public hearing date.

City of Winnsboro, Winnsboro Municipal Treatment Plant, P.O. Box 250, Winnsboro, LA 71295-0250 is requesting coverage under Sewage Sludge and Biosolids Use or Disposal General Permit LAJ650000 to prepare sewage sludge at 165 Davis Street in the City of Winnsboro, Franklin Parish. The facility will prepare sewage sludge for subsequent disposal in the Magnolia Sanitary Landfill in Ouachita Parish in accordance with conditions and requirements set forth in General Permit LAJ650000.
Sewage Sludge and Biosolids Use or Disposal General Permit LAJ650000 was issued by the Louisiana Department of Environmental Quality (LDEQ). The general permit contains standards and conditions for the use or disposal of sewage sludge and biosolids that are required of facilities that prepare sewage sludge for disposal in permitted landfills.
Copies of the General Permit and the NOI filed by City of Winnsboro may be examined at the Office of Environmental Services, Public Records Center, Department of Environmental Quality, 602 North Fifth Street, Baton Rouge, Louisiana. Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday (except holidays). This information can also be accessed electronically on the Electronic Document Management System (EDMS) on the LDEQ public website at www.deq.louisiana.gov.
