PUBLIC NOTICE
Per the Asbestos Hazard Emergency Response Act of 1986 and of Department of Environmental Quality (DEQ) regulations, the Franklin Parish School Board is notifying the public by this means that each school has Asbestos Management Plans in the Principal’s Office at each school. These plans can be reviewed during normal working hours.

VILLAGE OF GILBERT
REGULAR COUNCIL MEETING
JUNE 14, 2012
The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, June 14, 2012 at 6:30 p.m., at the Gilbert City Hall.
Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway, and Randy Lloyd.
Also present were JoAnn Evans, Bill McLemore, Mike Meyers, and citizens.
Absent were Louis Ezell and Ty Britt.
CALL TO ORDER:
Mayor Stephens called the meeting to order. Mayor Stephens led in opening prayer. Diane parker led in the pledge of allegiance.
MINUTES:
Motion made by Kay Dunaway, seconded by Randy Lloyd to accept the May minutes a presented. Motion carried.
FINANCIAL DOCUMENTS:
Motion made by Randy Lloyd, seconded by Kay Dunaway to accept the financial documents as presented. Motion carried.
PAY MONTHLY BILLS:
Motion made by Kay Dunaway, seconded by Randy Lloyd to pay the monthly bills. Motion carried.
FIRE DEPARTMENT:
Bill McLemore gave the monthly report.
POLICE DEPARTMENT:
No report given.
PUBLIC WORKS:
Mike Meyers gave monthly report.
CITIZENS PARTICIPATION:
None available.
PUBLIC HEARING:
Motion made by Randy Lloyd, seconded by Kay Dunaway to close regular meeting and open public hearing. Motion carried. Discussion was held. Motion made by Randy Lloyd, seconded by Kay Dunaway to close public hearing and reopen regular meeting. Motion carried. Motion made by Kay Dunaway, seconded by Randy Lloyd to adopt ordinance #329: amend budget 2011-2012, also #330: adopt budget 2012-2013. Motion carried.
OLD BUSINESS:

Mayor Stephens stated the excavator has been delivered.

Motion made by Kay Dunaway, seconded by Randy Lloyd to purchase three (3) more Tables for the community Center. Motion carried.
Discussion was held on sending letters to citizens who have sewer leaks from our smoke test.

NOTICE OF FILING OF PETITION BY
ATMOS ENERGY CORPORATION
FOR EXCEPTION TO LPSC ORDER NO. U-20181 AND
APPROVAL OF METHOD FOR RECOVERY OF ACCRUED EXPENSE AND CHANGE IN RATES
Atmos Energy Corporation has filed a petition with the Louisiana Public Service Commission for an exception to LPSC Order No. U-20181 requiring a utility to book post-retirement benefits other than pensions on a pay-as-you-go basis and has requested approval of a method to recover the accrued expense resulting from the gap between accounting for post-retirement benefits other than pensions on a pay-as-you-go basis as compared to an accrual basis as required by FAS 106. Atmos Energy Corporation has proposed three options for recovery of the accrued expense and the approval of any of the three options will result in an increase in the rates by customers of both, Trans Louisiana Gas and Louisiana Gas Service, regulatory divisions of Atmos Energy Corporation in 49 parishes in Louisiana, including the parish in which this notice is published. The increase in rates will take effect upon approval by the Louisiana Public Service Commission.
