We are pleased to present to you the Annual Water Quality Report for the year 2011. This report is designed to inform you about the quality of your water and services we deliver to you every day (Este informe contiene informacion muy importante sobre su agua potable. The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include:
Microbial Contaminants-such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.
Inorganic Contaminants-such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial, or domestic wastewater discharges, oil and gas production, mining, or farming.
Pesticides and Herbicides - which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses.
Organic Chemical Contaminants-including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.
Radioactive Contaminants-which can be naturally-occurring or be the result of oil and gas production and mining activities.
In order to ensue that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health. We are pleased to report that our drinking water is safe and meets Federal and State requirements. We want our valued customers to be informed about their water utility. If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. Turkey Creek Water System is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.
The Louisiana Department of Health and Hospitals-Office of Public Health routinely monitors for constituents in your drinking water according to Federal and State laws. The tables that follow show the results of our monitoring during the period of January 1st to December 31st, 2011. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk.
In the tables below, you will find many terms and abbreviations you might not be familiar with. To help you better understand these terms, we’ve provided the following definitions:
Parts per million (ppm) or Milligrams per liter (mg/L)-one part per million corresponds to one minute tin two years or a single penny in $10,000.
Parts per billion (ppb) or Micrograms per liter (ug/L)-one part per billion corresponds to one minute in 2,000 years, or a single penny in $10,000,000.
Picocuries per liter (pCi/L)-picocuries per liter is a measure of the radioactivity in water.
Nephelometric Turbidity Unit ( NTU)-nephelometric turbidity unit is a measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person.
Variances & Exemptions (V&E)-State or EPA permission not to meet CML or a treatment technique under certain conditions.
Action level (AL)-the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow.
Treatment Technique (TT)-a treatment technique is a required process intended to reduce the level of a contaminant in drinking water.
Maximum contaminant level (MCL)- the “Maximum Allowed” MCL is the highest level of a contaminant that is allowed in drinking water. MCL’s are set as close to the MCLG’s as feasible using the best available treatment technology.
Maximum contaminant level goal (MCLG)-the “Goal” is the level of a contaminant in drinking water below which there is no known or expected risk to human health. MCLG’s allow for a margin of safety.Maximum residual disinfectant level (MRDL)-The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.
Maximum residual disinfectant level goal (MRDLG)-The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.

As such, the consumer tap levels could be less. Chemical Sampling of our drinking water may not be required on an annual basis; therefore, information provided in this table refers back to the latest year of chemical sampling results.

The Franklin Parish School Board met for its regular scheduled meeting on Monday, May 7, 2012 at 5:30 p.m. in the Franklin Parish School Board Complex board room.
Present for the meeting were Mr. Tim Eubanks, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, Mr. Jesse Young and Mr. Richard Kelly.

RECOGNITION OF VISITORS – WINNSBORO CHAPTER OF A+PEL
Mr. Kenneth Jenkins and Ms. Michelle Wilson of the Winnsboro Chapter of A+PEL recognized outstanding parent volunteers. A+PEL’s primary mission is to empower teachers, new and retired, graduate students, school employees as well as anyone who is interested or involved with education. Since 1999 A+PEL has had the distinct pleasure to promote and award school volunteerism. This year’s recipients are Della Price – Gilbert School, Jacklyn Johnson - Winnsboro Elementary; Shelia Moroni – Franklin Academy; Brandi Ward – Baskin School; Carmen Holloway – Crowville School; Donnis Banks – FCCS and Glenda Harris – Fort Necessity School.

HEAD START REPORT – Mrs. Pam McBroom
Mrs. Pam McBroom gave an update of the projects and activities of the Head Start program. She has 147 applications on file for 136 spots for next year. Average attendance for last month is at 88%. She gave Board Members financial reports and summary.
SUPERINTENDENT’S REPORT
Dr. Lanny Johnson announced that the Franklin Parish Spelling Bee will be held Tuesday, May 8th at 6:30 p.m. Last day for students is May 23rd and last day for teachers is May 24th. The main emphasis these days is the Personnel Evaluation Plan. This new plan will start this year and we have been meeting with SDE personnel. Franklin Parish’s PEP has been written. We will train the appropriate personnel this summer. My law the Franklin Parish School Board has to develop a new RIF Policy. Reduction in Force will no longer be by seniority but by effective teaching. This will need to be put in our Policy Manual. In January 2013 we will need to come up a new salary schedule. By law we cannot cut a person’s salary. So if anything is added to that the money will have to come from our local funds. When money is added to salary, you are added money to retirements and benefits. So when they pass these laws, they do not send any extra monies to cover this cost. Mr. Young asked if this new salary schedule rewards good performance. Dr. Johnson said you could do something close to merit pay. We will need to do away with the minimum salary schedule but we cannot cut anyone’s pay. The problem with this is the funds to do this with. The new salary schedule is merit pay.
PRESIDENT’S REPORT
Mr. Eddie Bryan expressed his appreciation to the parent volunteers for all the time they put in. He congratulated Mr. Kelly for the work he does with the girls softball team. This is the 2nd year the team has gone to the playoffs. They have had a real good year. Mrs. Brown was going to report on the LSBA and the class action suit being filed, but the meeting has been changed. Mrs. Brown will report back at a later date with information concerning this meeting.

The Franklin Parish School Board met for its regular scheduled agenda meeting on Tuesday May 29, 2012 at 5:00 p.m. The maintenance committee met at 5:00 p.m. with the finance committee and agenda meeting to follow consecutively.
Present for the meeting were Mrs. Louise Johnson, Mr. Tim Eubanks, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton and Mr. Jesse Young.
Mrs. Dorothy Brown and Mr. Richard Kelly were absent from the meeting.
President Eddie Ray Bryan called the meeting to order, Mrs. Louise Johnson led in prayer and President Bryan led in the Pledge of Allegiance.
Maintenance committee was called to order by Mrs. Louise Johnson. Mr. Doug Clark, Maintenance/Transportation Manager reported a lot was going on in the parish. The Health Dept. has condemned the sewer system at Baskin. Students are attending summer school at Crowville this year. The sewer system will be repaired and re-inspected before school begins. Janitors are busy getting trustees and working on floors. We have adequate supplies for all of the schools. We ordered new floor equip. Each school got some new equip. to do floors with. At the high school renovation of dressing rooms will be done by our maintenance personnel. Floors and showers will be re-done and update the dressing rooms. Head Start has been re-wired and WES cafeteria. New a/c units have been put in the Head Start classroom and WES cafeteria. Mr. Eubanks asked about Baskin sewer treatment plant and Mr. Clark said it should take a couple weeks to complete the work. Six new a/c units were put in the WES cafeteria. The cafeteria has been wired for 9 units. Mrs. Louise Johnson adjourned the maintenance committee.
Finance committee was called to order by Mr. Tim Eubanks. Dr. Johnson gave board members handout that was given to principals. These handouts were on the sales tax distribution. Dr. Johnson reminded Board Members that $1300 was put in the teachers checks so the 13th check will be less this year than last year. Dr. Johnson said he had a principal’s meeting and discussed with them. We will try to pay the 13th check out June 25th. Dr. Johnson reported to Board Members that he had a state Superintendent’s conference call this afternoon. This conference call was about a waiver was granted to Louisiana. Title 1 will be effected by this waiver. Some site-based management may be in the picture. Principals may be able to make more decisions with their money. They put in the law that principals should have more say so in the faculty. Principals already do that. The Federal govt. did grant a waiver to Louisiana. Mrs. Sharp spoke to the Board on tentative budgets for the 2012-2013 NCLB/IDEA budget. This is just a draft and with some of the changes given in the conference call this budget will be changed. Mrs. Sharp said that principals already have some site-based management. Mrs. Whitten gave several handouts to the Board Members. One was on the 457 FICA Alternative Plan for substitutes. A new contract for FLEX 3121 will be needed. Our workers compensation will be $35,000 this next year. Students insurance will remain the same as last year. Mrs. Whitten has given Board Members a new budget revision for 2011-2012 year showing the timber sales as a surplus. A copy of next year’s salary schedule and last year’s schedule is in your packet. The new salary schedule for incentive pay will be based on evaluation and performance award will be done in January, 2013. The proposed MFP shows no change in student’s part and no change in Level II funding. Dr. Johnson said he has been asked to join in on the class action suit against the state. The State is calculating local monies and send it to Charter Schools/private schools. The question was asked if this school has been graded? Dr. Johnson said he was asked to join a class action suit against the state. Dr. Johnson reported on the superintendent’s conference call that no questions are being asked of the State Superintendent. The state money follows students that are under the juvenile justice system. The M/M transfer deadline is June 30th. Students that transfer must stay a new school for one year. Mrs. Whitten spoke on the new policies and an update of an old policy to be considered. Mr. Eubanks adjourned the finance meeting.
