Notice
Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on May 15, 2012, Entergy Louisiana, LLC (“ELL”), an electric public utility providing retail electric service to customers in forty-six (46) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, filed its Formula Rate Plan (“FRP”) Rider (Rider Schedule FRP-6) Evaluation Report for the test year ended December 31, 2011, pursuant to LPSC Order No. U-31944-A decided at the November 9, 2011 Business and Executive Session of the Louisiana Public Service Commission. If approved by the Commission as filed, ELL’s FRP filing will result in a net FRP revenue requirement increase of approximately $18.1 million, which increase will be implemented effective for customer bills rendered for the first billing cycle of September 2012 (August 29), pursuant to Section 2.B.2 of the FRP.
ELL’s FRP has a target return on equity (“ROE”) of 10.25%, with a deadband of plus or minus 80 basis points. ELL’s FRP 2011 test year filing reflects an earned ROE (“EROE”) of 9.63%. Because the EROE is within the earnings deadband of the FRP, no cost of service rate change is required. ELL has, however, reflected an adjustment to Rider FRP revenues outside of the FRP sharing mechanism for an increase of approximately $18.1 million to reflect a change in the Additional Capacity Revenue Requirement pursuant to LPSC Special Order 42-2009.
Due to the increase in the Additional Capacity revenue requirement reflected in the filing, if the Commission approves the 2011 test year FRP as filed, it is estimated that the proposed increase will have the following effects upon ELL customers’ monthly bills based upon May 2012 Fuel Adjustment and Environmental Adjustment Charges. A monthly bill for Residential Service for 1,000 kWh would increase $0.89 from $90.49 to $91.38. A monthly bill for Small General Service for 12,500 kWh would increase $12.62 from $1,247.17 to $1,259.79. A monthly bill for Large General Service for 1,000 kW and 500,000 kWh would increase $286.62 from $34,015.36 to $34,301.98.

REGULAR MEETING
MAY 10, 2012
The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, May 10, 2012 at 6:30 p.m., at the Gilbert City Hall.
Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway, Louis Ezell and Randy Lloyd.
Also present were Joann Evans, Ty Britt, Bill McLemore, Mike Meyers and citizens.
CALL TO ORDER:
Mayor Mike Stephens called the meeting to order. Louis Ezell Led in opening prayer. Diane Parker led in the pledge of allegiance.
MINUTES:
Motion made by Louis Ezell, seconded by Randy Lloyd to accept the April minutes as presented. Motion carried.
FINANCIAL DOCUMENTS:
Motion made by Kay Dunaway, seconded by Randy Lloyd to accept the financial documents as presented. Motion carried.
PAY MONTHLY BILLS:
Motion made by Louis Ezell, seconded by Kay Dunaway to pay the monthly bills. Motion carried.

Discussion was held. Chief Britt made a recommendation to hire Jimmy Berry to be the animal control officer. Motion made by Randy Lloyd, seconded by Louis Ezell to hire Jimmy Berry for the animal control officer. Motion carried.
REMINDER OF THE ETHICS FINANCIAL DISCLOSURE:
Mayor Stephens addressed to council the reminder of the ethics financial disclosure that is due May 15, 2012.
DISCUSS THE BIDS ON THE MINI EXCAVATOR:
Mayor Stephens stated bids were open April 20, 2012. We received three bids and all were discussed. The lowest bidder withdrew their bid due to unavailability of equipment. The next lowest bid was accepted and process will continue and hope to have equipment delivered within thirty days.

DISCUSS GILBERT TRASH BASH DAYS:
Discussion was held. Mayor Stephens asked that all citizens to take advantage of the dumpster that will be placed beside the City Hall to clean-up property inside the city limits. Motion made by Randy Lloyd, seconded by Kay Dunaway to get a dumpster. Motion carried.
INTRODUCE ORD #329: AMEND BUDGET 2011-2012:
Discussion was held. A public hearing will be held June 14, 2012 at 6:30 p.m. at the Gilbert City Hall to consider adopting ordinance #329.

Discussion was held on sending letters to citizens to clean up their property, and also letters to citizens with sewer leaks that occurred during out smoke testing.

Pursuant to provisions of the laws of the State of Louisiana and particularly Title 30 of the Louisiana Revised Statutes of 1950 as amended, and provisions of Statewide Order 29‑N‑1 (LAC 43:XVII, Subpart 1), notice is hereby given that Perryville Gas Storage, LLC has submitted an application to the Louisiana Office of Conservation to drill, complete, and operate one new Class III well and solution-mined salt cavern in the Crowville salt dome in Franklin Parish.
Perryville Gas Storage operates a natural gas storage facility with an address being 210 Hill Ridge Road, Winnsboro in Section 11, Township, 15 North, Range 8 East, about 11 miles northeast of the City of Winnsboro. The proposed well is identified as PGS Cavern No. 002. Solution mining is to occur at depths of 4100 to 5440 feet below ground. The proposed well should encounter the top of the Crowville salt dome at 1120 feet below ground. The base of the lowermost underground source of drinking water at the well location occurs at an approximate depth of 880 feet below ground level.
A copy of the draft permit, fact sheet, or information concerning the application is available by writing Joseph S. The Office of Conservation must receive written comments concerning the application or requests for a public hearing on the application no later than 4:00 pm, Friday, June 22, 2012. Requests for a public hearing must be in writing and state the nature of the issues to be raised. Submit all comments or requests for a public hearing to Joseph S.
