The Franklin Parish School Board met for its regular scheduled meeting on Monday, March 5, 2012 at 5:30 p.m. in the Franklin Parish School Board Complex board room.
Present for the meeting were Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, and Mr. Jesse Young.
Mrs. Louise Johnson, Mr. Tim Eubanks and Mr. Richard Kelly was absent from the meeting.

Mrs. Ginger Boutwell gave an update on the projects and activities of the Agriculture Extension Office. Mrs. Reported that this would be her last meeting to attend, she is retiring.
RECOGNITION OF VISITORS – LATANGA BLACKSON, STUDENT OF THE YEAR 2012
Mrs. LaTanga Blackson, Elementary Supervisor presented to the Board the Franklin Parish Students of the Year for 2012. The students are Rachel Philips, 5th grade student at Crowville School, Shelby Tibbitt, 8th grade student at Baskin School and Allena Wiggers, 12th grade student at Franklin Parish High School. The students were given a plaque and received a cash award by the area banks.
President Bryan expressed his thank you to all students and parents.

The Franklin Parish School Board met for its regular scheduled agenda meeting on Tuesday May 1, 2012 at 5:00 p.m. The maintenance committee met at 5:00 p.m. with the finance committee and agenda meeting to follow consecutively.
Present for the meeting were Mrs. Louise Johnson, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton and Mr. Jesse Young.
Mr. Tim Eubanks and Mr. Richard Kelly were absent from the meeting.
President Eddie Ray Bryan called the meeting to order, Mrs. Dorothy Brown led in prayer and President Bryan led in the Pledge of Allegiance.
Maintenance committee was called to order by Mr. Jesse Young. Mr. Doug Clark, Maintenance/Transportation Manager reported that we have had sewer problems in the parish. The Health Dept. has given us 30 days to fix the system at Baskin. The High School has had problems with water and sewer. We were not expecting all sewer problems at one time. Mr. Bryan asked for desk leg guards. Mr. Clark will check if the size he has will fit the desk at Fort Necessity School. The air conditioner is out at Head Start. Maintenance department is in the process of getting electricity and a/c window units for the Head Start building. Dr. Johnson reported that he has asked Reagan Construction to give us an estimate on dressing rooms (boys and girls) at FPHS. We have bought new computers for the high school for the EOC (end of course) testing. Dr. Johnson reported on the progress of the timber bid with Netterville Lumber Co. The Police Jury is requiring a $100,000.00 bond. Doug and Dr. J. took pictures of the road. It is in bad shape. It is only a mile and ½ road in question. Dr. Johnson is asking for suggestions. Jesse suggested asking Police Jury to waive ordinance. Mr. Young adjourned the maintenance committee.
Finance committee was called to order by Mrs. Dorothy Brown. Dr. Johnson said the budget is running close. If we could get the timber money we could be in the black. Gov. Jindall is suggesting reducing retirement. Our hospital is at $150,000.00 and retirement if about 700, 000.00 Dr. Johnson reported that other parishes are cutting positions. Maintenance is costing us a lot. Fuel cost is up. Some systems are furloughing personnel. The Justice Department has requested that we send out the majority to minority policy to all students. This policy has been in the paper. We have been working on the March 15th report for the Justice Dept. After July 1st the Board will not have any action on personnel. All personnel matters will be up to the Superintendent and Principals. January 1st a new salary schedule will need to be drawn up. Effective teachers are to be paid more, but no one’s salary can be decreased. The RIF policy will not be on seniority but on effectiveness. We met with 6 people from the SDE on the Personnel Evaluation Plan. The alternative school is in danger of being taken over by the State. This is based on test scores. All schools must have a site code. Mrs. Brown spoke on LSBA business. St. James Parish will file a class action suit against the State for House Bills 974 and 976. Dr. Johnson spoke on Charter Schools.

VILLAGE OF BASKIN
REGULAR COUNCIL MEETING
May 8, 2012

The Mayor and Council of the Village of Baskin met in regular session on Tuesday, May 8, 2012 at 5:00 p.m. at the Village of Baskin Town Hall.
Present: Mayor Jean Clark and Council members Marie Barter and Larry LaBorde.
Also present: Assistant Clerk, Chief of Police and others.
There being a quorum present, the meeting was called to order.
The Pledge of Allegiance and opening prayer was led by Mayor Clark.
The minutes of the previous regular council meeting were presented.

Fire Department Report:
It was reported that the department continues to participate in training classes. No fires reported. Open House will be on May 26, 2012 at 10 a.m. until 2 p.m.

Less and Except: The right-of-way of Route Louisiana No. 17, State Project No. 51-02-13 (Winnsboro-Crowville Highway) lying North of the centerline of said highway, which includes that certain 2.52 acre tract acquired by the State of Louisiana and the Department of Highways of the State of Louisiana from K.C. Loftin and L.T. O’Neal by Deed recorded in Conveyance Book 154, Page 649, of the records of Franklin Parish, Louisiana, containing 6 acres, more or less.
Also Less and Except: That certain tract acquired by Landis L. Magee from S.E. Lee Jr., by Deed recorded in Conveyance Book 162, Page 224, et.seq., and later acquired by John C. Holston from Robert Lee Sikes and Linda Harris Sikes by Deed recorded in Conveyance Book 330, Page 540, et.seq., containing 10 acres, more or less.
Also Less and Except: That certain tract acquired by Robert Sikes and Linda Sikes from Jean Ann Farms, Louisiana Corporation, represented by Joseph P. Notaro by Deed recorded in Conveyance Book 330, Page 540, et.seq., containing 5 acres, more or less.

A certain parcel of land located in the Northeast Quarter of Section 20, Township 14 North, Range 8 East, Franklin Parish, Louisiana, being described as follows:
Begin at the Point of Intersection of the West boundary of Section 20, T14N, R8E, with the centerline of Louisiana Highway No. 17 (Winnsboro-Crowville Highway) and thence run in a Northeasterly direction along the center of said highway 3,900.00 feet; thence turn a left deflection angle of 90°00’ and run in a Northwesterly direction 65.0 feet to a Point of Intersection with the Northwestern boundary of that certain 2.52 acre tract of land acquired by the State of Louisiana and the Department of Highways of the State of Louisiana by Deed from K.C. Loftin and L.T. O’Neal as recorded in Notarial Book 154, Page 649, of the records of Franklin Parish, Louisiana, said Point of Intersection being on the Northwestern right-of-way boundary of said Louisiana Highway No. 17 and being the Southwest corner of that certain ten (10) acre tract of land acquired by Bob Sikes by Deed from Progressive State Bank and also being the Point of Beginning of the tract of land herein described; thence from said Point of Beginning continue Northwesterly along the Northwestern boundary of said ten (10) acre tract, 660 feet to the Northwestern corner of said ten (10) acre tract; thence turn a deflection angle of 90°00’ and run Southwesterly 330.0 feet; thence turn a deflection angle of 90°00’ and run Southeasterly parallel to the Northwestern boundary of said ten (10) acre tract, 660 feet, more or less, to a point of the Northwestern right-of-way boundary of said Louisiana Highway No. 17; thence run in a Northeasterly direction along the Northwestern right-of-way boundary of said highway, 330 feet, back to the Point of Beginning, containing 5.0 acres, more or less, and being subject to any rights-of-way, easements or servitudes of records.

A certain tract of land located in the Southwest Quarter of the Northeast Quarter (SW/4 of NE/4) of Section 20 T14N, R8E, Franklin Parish, Louisiana, described as follows:
Begin at the Point of Intersection of the West boundary of Section 20, T14N, R8E, with the centerline of the Winnsboro-Crowville Highway or the Louisiana State Highway No. 17 and run thence in a Northeasterly direction along the centerline of said highway 3,900 feet; thence turn a left deflection angle of 90° and run in a Northwesterly direction 65 feet for a Point of Beginning at a point of intersection with the Northwestern boundary of that certain 2.52 acre tract of land acquired by the State of Louisiana and the Department of Highways of the State of Louisiana by Deed from K.C. Loftin and L.T. O’Neal as recorded in Notarial Book 154, Page 649, of the records of Franklin Parish, Louisiana; thence turn a right deflection angle of 90°00’ and from said Point of Beginning run in a Northeasterly direction along the Northwestern boundary of said 2.52 acre tract of land, 660 feet; thence turn a left deflection angle of 90°00’ and run in a Northwesterly direction 660 feet; thence turn a left deflection angle of 90°00’ and run in a Southeasterly direction 660 feet back to the Point of Beginning, containing ten (10) acre, more or less.

TOWN OF WISNER
REGULAR COUNCIL MEETING
April 12, 2012

The Town Council met in regular session on Thursday, April 12, 2012 at 6:30 p.m. at the Wisner Town Hall.
Present: Mayor Luckett, Thomas Lemle, Roger Hilliard, Thomas Moore, Marc McCarty, and Nettie B. Brown.
Also present: Town Clerk and guests.
There being a quorum Mayor Luckett called the meeting proceedings to order.
The invocation was given by Roger Hilliard.
The Pledge of Allegiance was led by Thomas Moore.
Nettie B. Brown made a motion to accept minutes as presented. Marc McCarty seconded. Motion carried.
The financial reports and expenditures were provided for the month. Motion by Thomas Lemle to accept the financial reports and pay bills. Thomas Moore seconded. Motion carried.
NEW BUSINESS:
Thomas Moore made a motion to open bids for the Community Center project. Seconded by Nettie B. Brown.
Bids were opened with the lowest bidder being Don M. Barron Contractors from Farmerville, Louisiana.
OLD BUSINESS:
Mayor Luckett announced that a letter was received from PIAL which stated that the fire rating for the town was lowered from a 10 down to a 6 becoming effective May 20, 2012.
DEPARTMENT REPORTS:
Fire Chief Doug Denmon reported that training classed are being held regularly.
WATER DEPARTMENT:
Sylvester Norman reported that the fire hydrants are being flushed as scheduled and everything is going good.
Assist. Chief James Freeman reported on the monthly activities for the police department.
FURTHER BUSINESS:
A concerned business owner questioned officer about nightly store closings.
Thomas Lemle announced that the Spring clean-up will begin on April 23 and end on May 18, 2012.
Guests attending the meeting were concerned about the dog problem and not have a dog catcher available.
Other guest requested that property owners of overgrown lots be enforced to clean up their lots.
On property owner opposed to closing a street near his property to allow for a new business to open.
With no further business Nettie B. Brown made a motion to adjourn. Seconded by Marc McCarty.
