Any bid received after the specified time and date will not be considered. The sealed bids will be publicly opened and read aloud at this location immediately after receipt. The Information for Bidders, Bid Form, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the Office of Meyer, Meyer, LaCroix & Hixson located at 100 Engineer Place, Alexandria, LA 71303. The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.

The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed.
The Contractor must comply with the minimum rates for wages for laborers and mechanics as determined by the Secretary of Labor in accordance with the provisions of the Davis-Bacon and Related Acts.
The attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.
The City is an Equal Opportunity Employer. They encourage all small and minority owned firms, women’s business enterprises and Section 3 businesses to submit its bid. A Section 3 business is defined as a business within the project boundary, and/or a business that commits to hiring Section 3 residents from the project area.

NOTICE
Notice is hereby given that, in accordance with L.R.S. 3:1609 and LAC 7:XV.314(A), the Louisiana Department of Agriculture & Forestry, Louisiana Boll Weevil Eradication Commission, has established a boll weevil eradication zone, the Louisiana Eradication Zone, consisting of all the territory within the state of Louisiana.
Notice is further given that all producers of commercial cotton in Louisiana are required to participate in the boll weevil eradication program, including cost sharing, in accordance with the Boll Weevil Eradication Law and regulations. This includes, but is not limited to, reporting of cotton acreage and paying of assessments each crop year, and destruction of cotton plants and stalks by December 31 of each crop year. A copy of the law and rules and regulations may be obtained from the Boll Weevil Eradication Commission, P.O. Box 3596, Baton Rouge, LA 70821-3596, telephone number (225) 952-8105.
Notice is also given that the planting of noncommercial cotton is PROHIBITED in Louisiana unless a written waiver is obtained from the Commissioner of Agriculture & Forestry in accordance with LAC 7:XV.319(C). To request a waiver, submit a written application to the Department of Agriculture and Forestry, at the address provided in this notice, stating the conditions under which such written waiver is requested.

NOTICE TO BIDDERS
The Franklin Parish School Board will be taking sealed bids for sale of all marked timber located in two areas. These will be separate sales. Sale number one (1) called the Fox Pen Sale, is located in portions of Section 16, Township 14 North, Range 8 East, approximately 385 acres. The trees offered for sale are marked with blue paint, one mark on the bole and one or more marks on the stump. Bids must be sealed and clearly marked “Fox Pen Timber Sale.”
The second sale, which will be bid separately, is located in portions of Section 16, Township 16 North, Range 10 East, and will be called the Bayou Macon Sale. It contains approximately 130 acres. The sale cannot be logged during regular deer rifle season. The timber offered for sale is marked with blue paint, on mark on the bole and one or more marks on the stump. Bid must be sealed and clearly marked “Bayou Macon Sale.”
Maps, aerial photos, volumes and prospectus offered for each sale is available at the Franklin Parish School Board, 7293 Prairie Road, Winnsboro, LA, 318-435-9046 contact Mr. Doug Clark or Yvonne Blount. NOTICE OF FINAL PUBLIC HEARING
The Franklin Parish Police Jury is hereby notifying its citizens that a public hearing will be held at 2:30 p.m. on April 18, 2012 at the Franklin Parish Courthouse, 6558 Main Street, Winnsboro, Louisiana. The purpose of the public hearing will be to inform the public on the recently completed LCDBG project for the water improvement project.
Additionally, the Parish will conduct a seminar during the public hearing to better inform its citizens of the Parish’s Fair Housing method of continually informing the public of Fair Housing in the Parish.

The Franklin Parish Police Jury announces that an application for FY 2012/2013 Louisiana Community Development Block Grant (LCDBG) funds will be submitted for the following:
Activity: LCDBG funds will be used to potable water improvements.
Objective: To provide adequate potable water service for low-moderate income residents of the target area.
Location: The target area consists of Ellis Lane, a portion of Lishman Road, a portion of Ernest Road, and Mark Frank Road.
Amount: $340,338 of LCDBG funds for potable water improvements.
All citizens, particularly persons of low to moderate income residents and residents of blighted areas, are encouraged to review the proposed application and submit written comments on the application to the following address:
