The Franklin Parish School Board met for its regular scheduled meeting on Monday, February 6, 2012 at 5:30 p.m. in the Franklin Parish School Board Complex board room.
Present for the meeting were, Mrs. Louise Johnson, Mr. Tim Eubanks, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, Mr. Jesse Young and Mr. Richard Kelly.
No board member was absent from the meeting.
President Eddie Ray Bryan called the meeting to order, Mr. Richard Kelly led in prayer and President Bryan led in the Pledge of Allegiance.

RECOGNITION OF VISITORS – WILEY MCCLARY, GUICE AWARD
Mr. Wiley McClary introduced Mr. Johnny Guice to present the 2011 Guice Award. Mr. Guice said that his family camp up with this award in memory of two of his family members. This award is in memory of Dr. W. M. Guice who was the first superintendent of the Franklin Parish School Board and Miss Rebecca Guice, retired school teacher. The Guice Award was established in 1991. This year’s award went to Mrs. Morgan Dunn, teacher at Franklin Parish High School. Mrs. Dunn graciously accepted this award.
AGRICULTURE EXTENSION OFFICE SPEAKER
Mrs. Laura Bradley and Mr. James Hendrix gave an update on the projects and activities of the Agriculture Extension Office.
HEAD START REPORT – PAM MCBROOM
Mrs. McBroom gave the Board an update on the activities of the Head Start Program. She has received notice from the License Board and there were no deficiencies. Average attendance for students is 89%. Mrs. McBroom will have several items for the Board to consider at the next meeting. Mrs. McBroom gave Board Members a financial report for December.
MOTION TO CONSIDER AND/OR TAKE ACTION ON AWARDING BID FOR CLASSROOM RESPONSE SYSTEMS
ORDINANCE # 2012-02-0003
BE IT ORDAINED, ETC., that the Franklin Parish School Board award bid for Classroom Response System bid to Renaissance Learning. The cost is $1,583.00 for a 32 pack and $1,383.00 for a 24 pack. Renaissance Learning was the low bid and we will purchase as many as possible as funding is available for our classroom.

SUPERINTENDENT’S REPORT
Dr. Lanny Johnson reported on the one hour Ethics Board training workshop. Every employee in Franklin Parish will need to do this one hour training. Dr. Johnson said he would like to get a video for every school to present this to their faculty. The Board Members will need to also do this one hour training. At the next agenda meeting I plan to have David Creed started on reapportionment.
PRESIDENT’S REPORT
President Eddie Ray Bryan he appreciates Mr. Guice and his family for the service they have done for education. Also, he received a thank you from Mrs. Whitten’s family for the flowers. Mr. Bryan wants to have Ms. McGuffee come and speak with the Board on her program.

President Bryan said he always tries to ask for discussion from the board and then from the floor. A couple of items like the agenda and personnel matters he does not ask this is because it is board matters. Mr. Young asked about extended sick leave days that was listed on personnel matters.

The Franklin Parish School Board met for its regular scheduled agenda meeting on Thursday, February 23, 2012 at 12:00 noon. The maintenance committee met at12:00 noon with the finance and agenda meeting to follow consecutively.
Present for the meeting were Mr. Tim Eubanks, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton and Mr. Jesse Young.
Mrs. Louise Johnson and Mr. Richard Kelly were absent from the meeting.
President Eddie Ray Bryan called the meeting to order, Mrs. Dorothy Brown led in prayer and President Bryan led in the Pledge of Allegiance.
President Bryan asked that visitors speak before committee meetings.
Mrs. Pat Sartin, Principal of FPHS presented to the Board a list of reasons for denial to the semi-pro team requesting to use the football field. Mrs. Sartin reported to the Board that SACS will be visiting the high school for review for accreditation.
Mrs. Amanda Neathery addressed the Board requesting to be placed on the agenda to allow her son to enroll in Franklin Parish schools.
Mrs. Pam McBroom reported to the Board this is the time to get everything approved by the Board for the upcoming school year. Jerry Richardson from Head Start reported on the savings the 4 day week has had on Head Start’s budget. The base operating budget has been in place for 10 years. Head Start operates under state and federal guidelines. A three year budget comparison report was given to the board members for review. Head Start has seen a $36,213 saving on salaries but benefits and fuel has increased.
Superintendent Johnson introduced David Creed of North Delta Planning and Development District and Keith Guice, former BESE member. David Creed reported to Board Members the procedures of re-districting and why this must be done every ten years. It was suggested to follow the re-districting lines of the Franklin Parish Police Jury for this process. The Board can save $12,000 if they follow the district lines of the Police Jury. The Franklin Parish Police Jury just had this procedure done by North Delta. North Delta will furnish maps to show these districts.
Mrs. Barbara McGuffee, Special Education Supervisor spoke to the board on the regulations for discipline of a special needs student. These regulations are federal regulations. She gave each member present a hand out on these regulations. Both incidents that were in question has been addressed and taken care of. There must be a documentation trail on each student involved in a disciplinary problem.
Maintenance committee was called to order by Mrs. Dorothy Brown. Dr. Johnson reported that the school board is holding onto some our lease buses. Mrs. Brown questioned the job description to be approved. Mr. Doug Clark came up with the job description for bus driver. Mrs. Brown adjourned the maintenance committee.
Finance committee was called to order by Mr. Jesse Young. Mrs. Thoy Leonard went over the E-rate cost for 2012-2013 school year to be approved. Mrs. Leonard also went over the Acceptable use Policy to be approved. Mrs. Whitten gave each member a rough draft of a budget summary. Janitorial bids have been advertised and to be opened Friday, March 2nd. These bids are to be awarded at the next regular meeting. Dr. Johnson reported that the Forester said he was close to bidding out the timber to be cut. He charges a flat 10% for this service. Finance committee was adjourned.
President Bryan asked the Board Members for any input from them. There was none. Mr. Henderson brought to the Board’s attention that the Sheriff’s department conducted a drug search with drug dogs in the parish today. Three schools were searched. When they went to Franklin Parish High School, the principal put them on a lock down while the search was being conducted. Immediately the students started texting, facebooking, etc. the parents. Cell phones were confiscated.

NOTICE TO BIDDERS
The Franklin Parish School Board will be taking sealed bids for sale of all marked timber located in two areas. These will be separate sales. Sale number one (1) called the Fox Pen Sale, is located in portions of Section 16, Township 14 North, Range 8 East, approximately 385 acres. The trees offered for sale are marked with blue paint, one mark on the bole and one or more marks on the stump. Bids must be sealed and clearly marked “Fox Pen Timber Sale.”
The second sale, which will be bid separately, is located in portions of Section 16, Township 16 North, Range 10 East, and will be called the Bayou Macon Sale. It contains approximately 130 acres. The sale cannot be logged during regular deer rifle season. The timber offered for sale is marked with blue paint, on mark on the bole and one or more marks on the stump. Bid must be sealed and clearly marked “Bayou Macon Sale.”
Maps, aerial photos, volumes and prospectus offered for each sale is available at the Franklin Parish School Board, 7293 Prairie Road, Winnsboro, LA, 318-435-9046 contact Mr. Doug Clark or Yvonne Blount. Bids are due no later than 10:00 a.m. on Tuesday, April 10, 2012, at the Franklin Parish School Board Office, 7293 Prairie Road, Winnsboro, La. TOWN OF WISNER
REGULAR COUNCIL MEETING
Feb. 9, 2012
The Town Council met in regular session on Thursday, Feb. 9, 2012 at 6:30 p.m. at the Wisner Town Hall.
Present: Mayor Luckett, Thomas Lemle, Roger Hilliard, Thomas Moore, Marc McCArty and Nettie B. Brown.
Also present: Town Clerk and guests.
There being a quorum Mayor Luckett called the meeting proceedings to order.
The invocation was given by Marc McCarty.
The Pledge of Allegiance was led by Thomas Lemle.
Thomas Lemle made a motion to accept minutes as presented. Nettie Brown seconded. Motion carried.
The financial reports and expenditures were provided for the month.
Motion by Thomas Lemle to accept the financial reports and pay bills. Nettie B. Brown seconded. Motion carried.
NEW BUSINESS: None
OLD BUSINESS:
Mayor Luckett informed council that the auditor will be here in early March.
Ken McManus announced that he had no report on the Community Center Project at this time.
An update was given on the tree cutting project.
DEPARTMENT REPORTS:
POLICE DEPARTMENT:
Chief Cureington reported that he had been checking on what procedure to follow to remove junk cars.
FIRE DEPARTMENT:
Doug Denmon reported that he now has 17 volunteers and after the fire questionnaire is complete he will be able to request another inspection.
With no further business Thomas Lemle made a motion to adjourn. Nettie B. Brown seconded.
