The Franklin Parish School Board met for its regular scheduled meeting on Monday, November 7, 2011 at 5:30 p.m. in the Franklin Parish School Board Complex board room.
Present for the meeting were Mrs. Louise Johnson, Mr. Tim Eubanks, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, Mr. Jesse Young and Mr. Richard Kelly.
No board member was absent from the meeting.
President Eddie Ray Bryan called the meeting to order, Chaplain Richard Kelly led in prayer and the President Bryan led the Pledge of Allegiance.

TEACHER OF THE YEAR RECOGNITION, WILEY MCCLARY
Mr. Wiley McClary recognized and introduced the school’s Teacher of the Year and the Franklin Parish Teachers of the Year. The schools Teacher of the Year are, Brian Rogers, Baskin School, Kitty Thomas, Crowville School, Rose Robbins, Fort Necessity School, Sandra Parker, Fort Necessity School, John Chisum, Gilbert School and Rhonda Lloyd, Gilbert School. A plaque and monetary award was presented to the Parish Teachers of the Year. The parish winners are Sonya Arender from Baskin School, elementary Teacher of the Year, Tara Banks from Crowville School, middle school Teacher of the Year and Tyler Dean from Franklin Parish High School, high school Teacher of the Year. Ms. Arender also won Regional Teacher of the Year. The monetary award was donated by Kelly Martin of Martin Brothers. President Eddie Ray Bryan offered congratulations from Franklin Parish School Board.
HEAD START REPORT – PAM MCBROOM
Mrs. McBroom gave the Board an update on the activities of the Head Start Program. Head Start has a full house. She has asked the Dallas office for money to install window unites in each classroom. Head Start’s average attendance for the month is 98%. Mrs. McBroom gave Board Members a financial report for October.

SUPERINTENDENT’S REPORT
Dr. Lanny Johnson reported on the required six (6) hours of inservice that all Board Members must have. The dates of the inservice will be November 29, 2011 after the agenda meeting. Agenda meeting will be from 4:00 p.m. to 5:00 p.m. with Jon Guice conducting the inservice. This inservice will be from 5:00 p.m. to 8:00 p.m. The next inservice will be on December 6, 2011 from 5:00 p.m. to 8:00 p.m. The Central Office staff will be conducting this inservice. These six (6) hours of inservice is mandated by the State. This Friday, November 11, 2011 there is a problem with the buses. The High School will be playing a playoff game at St. Michael’s in Baton Rouge. I will be dismissing school at 1:00 p.m. on Friday to help with the bus situation and substitute bus. This will be for all Franklin Parish Schools to be dismissed at 1:00 p.m. Friday, November 11, 2011.

The Franklin Parish School Board met for its regular scheduled agenda meeting on Tuesday, November 29, 2011 at 4:15 p.m. The maintenance committee met at 4:00 p.m. with the finance and agenda meeting to follow consecutively.
Present for the meeting were Mrs. Louise Johnson, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, Mr. Tim Eubanks, Mr. Jesse Young and Mr. Richard Kelly.
No Board Member was absent from the meeting.
President Eddie Ray Bryan called the meeting to order, Mr. Richard Kelly led in prayer and President Bryan led in the Pledge of Allegiance.
Maintenance committee was called to order by Mr. Tim Eubanks. Superintendent Johnson reported that at the present time all the heating at the schools are okay. The sewer system at Fort Necessity School is working. Superintendent Johnson asked Mark Brown, Forestry Agent to cruse the timber on Franklin Parish School Board land. Mr. Brown will get back with School Board to report his findings. Dr. Johnson spoke with Mr. David Creed on re-apportionment for School Board district lines. Re-apportionment must be done every 10 years. Dr. Johnson ask Mr. Creed to come back after the first of the year to speak with Board Members. Mr. Eubanks adjourned the maintenance committee meeting.
Finance committee was called to order by Mr. Richard Kelly. Mrs. Whitten reported that the auditors from Postlethwaite & Netterville will be at the December meeting. The auditors have no findings from their audit. Dr. Johnson reported that next Tuesday, December 6, 2011 the Board members will have another three (3) hour in-service from 5:00 p.m. to 8:00 p.m. This in-service will include the supervisors reporting on their program. Mr. Young adjourned the finance committee.
During the agenda portion of the meeting, Board Members discussed the Board Policy on Fighting. Board Members agreed to leave it in place as approved in the August, 2007 meeting.

REGULAR COUNCIL MEETING
NOV. 10, 2011
The Town Council met in regular session on Thursday, November 10, 2011 at 6:30 p.m. at the Wisner Town Hall.
Present: Mayor Luckett, Thomas Lemle, Roger Hilliard, Thomas Moore, and Nettie B. Brown and Marc McCarty.
Also present: Town Clerk and guests.
There being a quorum Mayor Luckett called the meeting proceedings to order.
The invocation was given by Roger Hilliard.
The pledge of Allegiance was led by Thomas Lemle.
Thomas Moore made a motion to accept minutes as presented.
Nettie B. Brown seconded. Motion carried.
The financial reports and expenditures were provided for the month. Motion by Thomas Lemle to accept the financial reports and pay bills. Marc McCarty seconded. Motion carried.
Marc McCarty read a resolution to hire Frye-Magee, L.L.C. as Administrative Consultants for the LCDBG FY 2012/2013.
Motion by Marc McCarty to hire Fry-Magee, L.L.C. as Administrative Consultants. Seconded by Nettie B. Brown. Motion carried.

POLICE DEPARTMENT:
Chief Cureington reported that everything was going good.
WATER DEPARTMENT:
Sylvester Norman reported that they have been flushing lines around town and is still waiting on the communication line to be installed to go online.
FIRE DEPARTMENT:
Mayor Luckett gave an update on the fire rating that the town was given. Several guests had questions concerning the increase in their home insurance. Thomas Moore gave an explanation as to why the fire rating had declined.
Ken McManus provided council with a list of streets that were high priority for the street improvement grant.
With no further business Thomas Lemle made a motion to adjourn. Thomas Moore seconded.

This Notice shall satisfy the above-cited two separate but related procedural notification requirements for activities undertaken by the Office of Community Development.
REQUEST FOR RELEASE OF FUNDS:
On or about January 3, 2012, the Franklin Parish Police Jury will submit a request to Office of Community Development (OCD) for the release of funds under the FY 2008 Consolidated Security Disaster Assistance and Continuing Appropriation Act, 2009 (PL 110-329), in accordance with the “Notice of Funding Availability” published in the Federal Register on February 13, 2009, for the purpose of constructing the Wisner Community Center in Franklin Parish, Louisiana. The total amount requested for this activity is $337,355.
FINDING OF NO SIGNIFICANT IMPACT
The Franklin Parish Police Jury has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Franklin Parish Police Jury’s Office, 6558, Winnsboro, LA 71295 and may be examined or copies weekdays 8 a.m. to 4 p.m. If you need to contact the president’s office by phone, please call (318)435-9429.
PUBLIC COMMENTS:
Any individual, group, or agency disagreeing with this determination, or wishing to comment on the program may submit written comments to this office. All comments received by December 29, 2011, will be considered by this office prior to the authorizing submission of a request for release of funds. Commentors should specify which part of this notice they are addressing.
RELEASE OF FUNDS:
The Franklin Parish Police Jury certifies to OCD that Ricky Campbell, in his capacity as Parish President, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. OCD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows Franklin Parish to use Program Funds
OBJECTIONS TO RELEASE OF FUNDS:
OCD will accept objections to its release of funds and the OCD’s certification received by
January 18, 2012 or a period of fifteen days from its receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer or other officer of the Franklin Parish Police Jury approved by OCD; (b) the Franklin Parish Police Jury has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by OCD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to:
