A certain lot or parcel of land located in the Town of Wisner, Franklin Parish, Louisiana, described as follows: Begin at the point of intersection of a northwesterly projection of the northern boundaries of Additions to Blocks 19 and 34 of Wisner or the southern boundaries of the original Blocks of 19, 34, 18 and 11, with the centerline of the Missouri Pacific Railroad, all as shown by Plat of Survey entitled ADDITION TO BLOCKS 19 AND 34 OF TOWN OF WISNER, Wisner, Louisiana, filed as Plat Number 168 in Plat Book A of the Records of Franklin Parish, Louisiana, and which point is also on a southeasterly projection of the southern boundary of Block 9 of Addition to Wisner as shown by plat recorded in Notarial Book 2, page 416 of the Records of Franklin Parish, Louisiana, and which point is also on a southeasterly projection of the southern boundary of Block 42 of Wisner, Louisiana, as shown by a map of Wisner, Louisiana, made by E.E. Thomas, from Alanson Wood Moore and Laura Martin Moore, September 2, 1975, recorded in Conveyance Book 176, page 25, records of Franklin Parish, Louisiana.

Notice is hereby given that the Board of Aldermen of the City of Winnsboro, Louisiana will consider the adoption of an ordinance bearing the title:
AN ORDINANCE TO AMEND THE FOLLOWING ZONING CHANGES:
To extend the existing R3 on Eighth Street east to Robinson Road, then south to Riser Road, then west to the concrete drainage ditch, then north to the existing R3 (a map is available for review at Winnsboro City Hall, 3814 Front Street, Winnsboro, Louisiana)
and that a public hearing will be held on December 19, 2011, at 6:00 PM in the Jack Hammons Community Center, 810 Adams Street, Winnsboro, Louisiana, to consider the adoption of said ordinance.

CITY OF WINNSBORO
ORDINANCE NO. 948
AN ORDINANCE REGULATING THE USE OF SIGNS, TEMPORARY OR PERMANENT, ON MUNICIPAL PROPERTY (IMMOVABLE OR MOVABLE).
BE IT RESOLVED, by the Board of Aldermen of the City of Winnsboro, Louisiana, convened in regular session on November 21, 2011, that all signs, temporary (with the exception as set forth below) or permanent, to be located on municipal property (immovable or movable) shall be approved by the Mayor and Board of Aldermen of the City of Winnsboro. The Mayor and Board of Aldermen shall have the sole discretion as to regulating the sign/s and placement of the sign/s.
BE IT FURTHER RESOLVED, that temporary signs (such as, but not limited to, rummage/garage/yard sales signs and informative religious signs) located on municipal right-of-ways for less than a duration of forty-eight (48) hours shall be approved by the Mayor. The Mayor shall have the sole discretion as to regulating the sign/s and placements of the sign/s.
A violation of this ordinance shall be punished by fine and/or imprisonment as set forth in the Code of Ordinances of the City of Winnsboro, Louisiana.
On a motion by Gill and seconded by McCarthy the foregoing ordinance was adopted this 21st day of November 2011 and effective immediately upon publication.
