REQUEST FOR RELEASE OF FUNDS
On or about December 13, 2011 the City of Winnsboro will submit a request to the Louisiana Division of Administration for the release of Louisiana Community Development Block Grant Funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to undertake a project known as FY 2010 LCDBG Public Facililties Program, for the purpose of the following:
The City of Winnsboro proposes to construct improvements involving in-place cement stabilized base course 10” thick, asphaltic concrete, pavement patching, adjusting valves and manholes, and other associated activities on the following streets within existing road rights-of-way: Gum (Harvard to Hunter), Oak (Power to Brass & Harvard to Taylor), Green (Polk to Blanson), West (90° turn to Harlem), Blanson (Hunter to Smith), Harper (Gum to Polk), Williams (Blanson to Gum), Smith (Polk to Blanson), White (Williams to Hunter), Hickory (Taylor to Harvard), Maple (Taylor to Power), and Polk (Taylor to Havard).The proposed project is located in City of Winnsboro, Franklin Parish, Louisiana.
FINDING OF NO SIGNIFICANT IMPACT
The City of Winnsboro has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Main Street, City Hall, Winnsboro, Louisiana and may be examined or copied weekdays 8:30 A.M. to 4:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the Mayor of the City of Winnsboro. All comments received by December 12, 2011 will be considered by the City of Winnsboro prior to authorizing submission of a request for release of funds. Commentors should specify which part of this Notice they are addressing.
RELEASE OF FUNDS
The City of Winnsboro certifies to Division of Administration that Jackie Johnson in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Division of Administration approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the City of Winnsboro to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The Division of Administration will consider objections to its release of funds and the City of Winnsboro’s certification received by December 28, 2011 or a period of fifteen days from its receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer or other officer of the City of Winnsboro approved by the Division of Administration; (b) the City of Winnsboro has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the Division of Administration; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the Division of Administration at P.O. Box 94095, Baton Rouge, La. 70804-9094. Potential objectors should contact the Division of Administration to verify the actual last day of the objection period.

The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, November 10, 2011 at 6;30 p.m., at the Gilbert City Hall.
Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway, Randy Lloyd and Louis Ezell.
Also present were JoAnn Evans, Bill McLemore, Mike Meyers, and citizens.

CALL TO ORDER:
Mayor Stephens called the meeting to order. Louis Ezell led in opening prayer. Diane Parker led in the pledge of allegiance.

Motion made by Louis Ezell, seconded by Kay Dunaway to accept the October minutes as presented. Motion carried.
FINANCIAL DOCUMENTS:
Motion made by Kay Dunaway, seconded by Randy Lloyd to accept the financial documents as presented. Motion carried.
PAY MONTHLY BILLS:

Motion made by Randy Lloyd, seconded by Louis Ezell to award the contract for the FY 2010-2011 Community Water Enrichment Fund water-main extension project #11-04-569E to the lowest bidder, ABS Utility Construction LLC in the amount of $86,986.75. Motion carried.
