A complaint for condemnation has been filed in the United States District Court for the Western District of Louisiana, Monroe Division, to take property for use in the construction and operation of Perryville Gas Storage. The interest to be taken is a permanent right-of-way and servitude and a temporary construction servitude and right-of-way. The court is located in the United States courthouse at this address: Federal Building, 201 Jackson Street, Monroe, Louisiana, 71201.
The property to be taken is described below. You have or claim an interest to it:
Southwest Quarter of Northwest Quarter (SW/4 of NW/4) of Section 14, Township 16 North, Range 9 East, and Southeast Quarter of Northeast Quarter (SE/4 of NE/4) of Section 15, Township 16 North, Range 9 East, Franklin Parish, Louisiana, and more particularly described in the Judgment of Partition of Property between Alma Jones and Vernon Hall, et al. and filed of record in the official records of Franklin Parish, Louisiana, consisting of more or less 26.87 acres.
3. The authority for taking this property is the Natural Gas Act, 15 U.S.C. § 717 et seq. and specifically, 15 U.S.C. § 717f(h).
4. If you want to object or present any defense to the taking you must serve an answer on the Plaintiff’s attorney within 21 days after being served with this notice or from the date of the last publication of this notice. 5. Your answer must identify the property in which you claim an interest, state the nature and extent of that interest, and state all your objections and defenses to the taking. Objections and defenses not presented are waived.

7. Instead of answering, you may serve on the Plaintiff’s attorney a notice of appearance that designates the property in which you claim an interest. After you do that, you will receive a notice of any proceedings that affect you. Whether or not you have previously appeared or answered, you may present evidence at a trial to determine compensation for the property and share in the overall award.

Final Notice and Public Explanation of a Proposed Activity in a 100-Year Floodplain
This is to give notice that the City of Winnsboro has conducted an evaluation as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment for the street improvements project under Louisiana Community Development Block Grant Program. The City of Winnsboro proposes to construct improvements involving in-place cement stabilized base course 10” thick, asphaltic concrete, pavement patching, adjusting valves and manholes, and other associated activities on the following streets within existing road rights-of-way: Gum (Harvard to Hunter), Oak (Power to Brass & Harvard to Taylor), Green (Polk to Blanson), West (90° turn to Harlem), Blanson (Hunter to Smith), Harper (Gum to Polk), Williams (Blanson to Gum), Smith (Polk to Blanson), White (Williams to Hunter), Hickory (Taylor to Harvard), Maple (Taylor to Power), and Polk (Taylor to Havard).The proposed project is located in City of Winnsboro, Franklin Parish, Louisiana.
The City of Winnsboro has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: (i) proposed action, (ii) locating the project outside the 100-year floodplain, (iii) no action alternative. The (ii) alternative is not considered due to the nature of the project. The existing streets are in the 100 year flood plain. The (iii) alternative will lead the town to have inferior streets that will not meet any current sufficiency standard. The proposed action is the most practical alternative.
The City of Winnsboro has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
There are three primary purposes for this notice.  First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas.  Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.

PROCLAMATION NO. 110 BJ 2011
SPECIAL ELECTION - CONSTABLE - PARISH OF FRANKLIN
WHEREAS, a vacancy exists in the office of Constable, Justice of the Peace, District 5, Parish of Franklin, due to the death of Don Beaube, on September 21, 2011; and
WHEREAS, R.S. 18:602 mandates that the governor shall call a special election to fill the vacancy in an office where the unexpired term exceeds one (1) year, in accordance with the provisions of R.S. 18:602(E)(2)(a) and/or the dates for elections set forth in R.S. 18:402;
NOW THEREFORE, I, BOBBY JINDAL, Governor of the State of Louisiana, by virtue of the authority vested by the Constitution and the laws of the State of Louisiana, do hereby order and direct as follows:
SECTION 1: A special primary and a special general election shall be held throughout the jurisdiction of the Justice of the Peace, District 5, Parish of Franklin, for the purpose of electing a constable to fill the vacancy in the office.
SECTION 2: Any qualified person desiring to become a candidate shall file a notice of candidacy, accompanied either by a qualifying fee or a nominating petition, as required or authorized by law, with the appropriate election official in the manner and form and under the procedures and conditions provided by R.S. 18:461, et seq., and all other applicable provisions of the Louisiana Election Code, R.S. 18:1, et seq., during the period commencing on Wednesday, December 7, 2011, and ending at 5:00 p.m. on Friday, December 9, 2011.
SECTION 3: The special election shall be held and conducted under the applicable provisions of the Louisiana Election Code, R.S. 18:1, et seq.
SECTION 4: The primary election shall be held on Saturday, March 24, 2012, and the general election shall be held on Saturday, April 21, 2012, at the times and places and in the manner prescribed by law.
SECTION 5: The Secretary of State, Commissioner of Elections, Parish Board of Supervisors, Clerk of Court, Registrar of Voters, and all other persons charged with any power, function, right, duty or responsibility in conducting elections in the jurisdiction of the Justice of the Peace, District 5, Parish of Franklin, are hereby authorized, requested, directed and empowered to exercise every lawful function and to do every act necessary to conduct the special elections, to cause the returns to be made, to canvass and promulgate the results, and to perform all related and incidental functions.
