A complaint for condemnation has been filed in the United States District Court for the Western District of Louisiana, Monroe Division, to take property for use in the construction and operation of Perryville Gas Storage. PUBLIC HEARING AND ADOPTION OF ORDINANCE NO. 947:
Motion by Dumas, second by Mahoney and unanimously approved to adopt Ordinance No. 947.
INTRODUCTION OF ORDINANCE:
Motion by Dumas, second by Mahoney and unanimously approved to introduce an ordinance regulating signs on municipal property.
MEYER, MEYER, LACROIX & HIXSON:
Health McGuffee gave an update on the projects in the City of Winnsboro.
RESOLUTION NO. 11-10 01:
Motion by Mahoney, second by Johnson and unanimously approved to award the bid on the Street Improvements for the City of Winnsboro – 2011 Utility Relocation project to Womack & Sons Construction Group, Inc. with a total base bid in the amount of $254,870.00.
PARKING AT THE COMMUNITY CENTER:
After a discussion on the issue of parking at the community center, it was recommended by the committee to place signs indicating 1 hour parking Monday-Sunday from 8:00 AM-5:00 PM. Motion by Johnson, second by Mahoney and unanimously approved to accept this recommendation.
RESOLUTION NO. 11-10 02:
WHEREAS, Glenn Adams owns property located adjacent to the City of Winnsboro Municipal Airport; and
WHEREAS, Glenn Adams would like to donate this property to the City of Winnsboro; and
WHEREAS, the City of Winnsboro will give usufruct of the hanger located on this property to Mr. Adams as long as he owns a plane or for fifteen years, whichever is less, as stated in the attached DONATION.
NOW THEREFORE BE IT RESOLVED, by the Mayor and Board of Aldermen of the City of Winnsboro, Louisiana, convened in regular session on October 17, 2011, that they do hereby accept this donation under the terms stated in the attached DONATION and the “Exhibit A” legal description.
ICE COLD ADVERTISING:
Motion by Dumas, second by Johnson and unanimously approved to not proceed with the Ice Cold Advertising agreement. The Board did not feel it would be beneficial to the City and advertising could be done through other means.
FRED SWIFT MEMORIAL:
This discussion was tabled at this time.
RECOGNITION OF VISITORS:
Kelly Martin, Chairman of the City of Winnsboro Zoning and Planning Commission addressed the Mayor and Board stating that his dismissal of duties as chairman and member of the zoning commission had not been handled properly. Mr. Martin indicated that the law states how and the reasons why a member is removed from the commission. He asked the Mayor, Board of Aldermen and City Attorney to review this information and take it under advisement. A meeting would be held to discuss this matter.
ECONOMIC DEVELOPMENT REPORT:
Earl Davis gave an activity report on economic development in the City. Motion by Dumas, second by Johnson and unanimously approved.
ANIMAL CONTROL REPORT:
Russell Grant presented his report of activity during the month at the Animal Control Facility. Motion by McCarthy, second by Dumas and unanimously approved.
FIRE CHIEF MONTHLY REPORT:
Chief Truman Welch gave a monthly activity report for the City of Winnsboro Fire Department. Motion by McCarthy, second by Mahoney to accept the report. Unanimously approved.
POLICE CHIEF MONTHLY REPORT:
Chief Lester Thomas gave a monthly activity report for the City of Winnsboro Police Department. Motion by McCarthy, second by Dumas to accept the report. Unanimously approved.

MONTHLY FINANCIAL REPORTS:
Roxy Fletcher presented the monthly financial reports for the City of Winnsboro. Motion by McCarthy, second by Johnson to accept the monthly financial reports. Unanimously approved.
ADJOURNMENT:

BE IT RESOLVED, by the Board of Aldermen of the City of Winnsboro, Louisiana, convened in regular session on October 17, 2011, that Mayor Jackie R. The Village of Gilbert Mayor and Board of Alderman met in Regular session on Thursday, October 13, 2011 at 6:30 p.m. at the Gilbert City Hall.

Northeast Louisiana Economic Alliance NELEA has acquired the properties (below) using federal funds under the Neighborhood Stabilization Program (NSP) received through Louisiana Housing Finance Agency (LHFA). Minutes – Library Board
October 26, 2011
The Franklin Parish Library Board met in a regular noon meeting on October , 26, 2011. Mr. John Guice, Board Vice-President, opened the meeting with board members, Addie Bolton, Jeannette Thompson, and Bill Marionneaux present. Ms Snyder was absent. Mrs. Bolton led in prayer. Ms Thompson moved that the minutes of the last board meeting be approved, Dr. Marionneaux seconded the motion and all were in favor.
Library Director, Carolyn Flint, gave the statistical reports for the third quarter of 2011. The financial report was given and the financial status of the library is good. Dr. Marionneaux made a motion that if necessary extra money in one category of the budget can be moved to another category to balance the budget at the end of the year. The bottom line will remain the same. The motion was seconded by Ms Bolton and all were in favor. Circulation was down for the quarter compared to the same quarter for 2010. Program attendance was good and the use of public access computers remains high.
Ms Flint presented the proposed budget for 2012. The good news was that the Ad Valorem tax revenue will increase in 2012. The total projected revenue is $582, 800. After discussion among the members, Dr. Marionneaux moved that the proposed budget be adopted, Ms Thompson seconded the motion and all were in favor. The budget hearing is set for December 5, 2011. In other business the Library Board Members discussed opening the Wisner Branch Library on Saturday mornings. It was decided to have a trial basis of three months starting in January. Ms Bolton made the proposal that this be done, Ms Thompson seconded the motion and all were in favor. Ms Thompson moved and Ms Bolton seconded the motion that since the New Year’s holidays fall on the weekend this year that the library be closed on Dec. 30th and January 2nd. All were in favor of this motion.
There being no other business, the meeting was adjourned.

The Franklin Parish Police Jury announces that an application for FY 2012/2013 Louisiana Community Development Block Grant (LCDBG) funds will be submitted for the following:
Activity: LCDBG funds will be used to renovate and improve four (4) sewer lift
stations in the Abe Lincoln Subdivision and Horace White Subdivision.
Objective: To rehabilitate the sanitary sewer system lift stations by having all wastewater contained and pumped to the wastewater treatment plant within the project target area.
Location: The target area consists of the Abe Lincoln Subdivision and Horace White Subdivision in Franklin Parish.
Amount: $ 403,040 of LCDBG funds for construction, engineering, and grant administration.

THE FRANKLIN PARISH POLICE JURY WILL ACCEPT BIDS UP TO AND INCLUDING 10:00 A.M., WEDNESDAY, NOVEMBER, 30, 2011 IN THE POLICE JURY CONFERENCE ROOM, COURTHOUSE BUILDING, WINNSBORO, LOUISIANA ON THE FOLLOWING:
GRAVEL, DIRT, OIL, ASPHALT, AND SOIL CEMENT BIDS SHALL BE FOR A MINIMUM TIME OF SIX (6) MONTHS, January 1, 2012 through June 30, 2012.
GRAVEL: {MAINTENANCE ROCK (GOOD GRADE 50% SIZE 1” TO 1 ½”), PIT RUN – RED CLAY, DIRT, SAND , C-1, C-3, RIP RAP}

OIL, GREASES: BRAND NAMES SHALL BE PROVIDED – PLEASE CONTACT THE POLICE JURY OFFICE FOR BID SPECIFICATIONS
DIRT CONTRACTOR BIDS: SHALL INCLUDE PRICE PER CUBIC YARD OF DIRT AND DISTANCE TRANSPORTED. PRICE PER HOUR FOR EQUIPMENT SHALL BE INCLUDED.
ASPHALT PRODUCTS: (HOTMIX, COLD MIX, CRS-2, SS-1, AEP, CRS-2P, MC-70, MC-30) BID PRICE TO INCLUDE MATERIAL PICKED UP AT SOURCE, PRICE DELIVERED TO ANY PARISH ROAD OR PARISH PUBLIC WORKS FACILITY. INCLUDE SEPARATE DOCUMENT FOR HOTMIX AND COLD MIX BID.
SOIL CEMENT: SHALL INCLUDE PRICE PER TON OR CUBIC YARD, FREIGHT, SPREADING, ENVIRONMENTAL, ETC. BID FORM NOT PROVIDED.
BIDDER SHALL INDICATE METHOD OF CALCULATING AND JUSTIFY INCREASE OR DECREASE IN MATERIAL COST.
BID SPECIFICATIONS AND BID FORMS MAY BE EMAILED, FAXED, MAILED, OR PICKED UP AT THE POLICE JURY OFFICE, 6558 MAIN STREET, COURTHOUSE BUILDING, WINNSBORO, LA. BETWEEN THE HOURS OF 7:30 A.M. AND 4:30 P.M. MONDAY THROUGH FRIDAY, EXCLUDING ANY HOLIDAYS.
ALL BIDS AWARDED SHALL REQUIRE A SIGNED CONTRACT.
