RESOLUTION NO. 11-10 01: Motion by Mahoney, second by Johnson and unanimously approved to award the bid on the Street Improvements for the City of Winnsboro – 2011 Utility Relocation project to Womack & Sons Construction Group, Inc. with a total base bid in the amount of $254,870.00. PARKING AT THE COMMUNITY CENTER: After a discussion on the issue of parking at the community center, it was recommended by the committee to place signs indicating 1 hour parking Monday-Sunday from 8:00 AM-5:00 PM. Motion by Johnson, second by Mahoney and unanimously approved to accept this recommendation. RESOLUTION NO. 11-10 02: WHEREAS, Glenn Adams owns property located adjacent to the City of Winnsboro Municipal Airport; and WHEREAS, Glenn Adams would like to donate this property to the City of Winnsboro; and WHEREAS, the City of Winnsboro will give usufruct of the hanger located on this property to Mr. Adams as long as he owns a plane or for fifteen years, whichever is less, as stated in the attached DONATION. RECOGNITION OF VISITORS: Kelly Martin, Chairman of the City of Winnsboro Zoning and Planning Commission addressed the Mayor and Board stating that his dismissal of duties as chairman and member of the zoning commission had not been handled properly. Mr. Martin indicated that the law states how and the reasons why a member is removed from the commission. He asked the Mayor, Board of Aldermen and City Attorney to review this information and take it under advisement. A meeting would be held to discuss this matter. ECONOMIC DEVELOPMENT REPORT: Earl Davis gave an activity report on economic development in the City. Motion by Dumas, second by Johnson and unanimously approved. Mr. John Guice, Board Vice-President, opened the meeting with board members, Addie Bolton, Jeannette Thompson, and Bill Marionneaux present. Ms Snyder was absent. Mrs. Bolton led in prayer. Ms Thompson moved that the minutes of the last board meeting be approved, Dr. Marionneaux seconded the motion and all were in favor. Library Director, Carolyn Flint, gave the statistical reports for the third quarter of 2011. The financial report was given and the financial status of the library is good. Dr. Marionneaux made a motion that if necessary extra money in one category of the budget can be moved to another category to balance the budget at the end of the year. The bottom line will remain the same. The motion was seconded by Ms Bolton and all were in favor. Circulation was down for the quarter compared to the same quarter for 2010. Program attendance was good and the use of public access computers remains high. Ms Flint presented the proposed budget for 2012. The good news was that the Ad Valorem tax revenue will increase in 2012. The total projected revenue is $582, 800. After discussion among the members, Dr. Marionneaux moved that the proposed budget be adopted, Ms Thompson seconded the motion and all were in favor. The budget hearing is set for December 5, 2011. In other business the Library Board Members discussed opening the Wisner Branch Library on Saturday mornings. It was decided to have a trial basis of three months starting in January. Ms Bolton made the proposal that this be done, Ms Thompson seconded the motion and all were in favor.
