Dr. Lanny Johnson, Sec.-Treas. Present for the meeting were Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, Mr. Richard Kelly and Mr. Jesse Young. Mrs. Louise Johnson and Mr. Tim Eubanks were absent from the meeting. President Eddie Ray Bryan called the meeting to order, Chaplin Richard Kelly led in prayer and President Bryan led in the Pledge of Allegiance. Maintenance committee was called to order by Mrs. Dorothy Brown. Superintendent Johnson reported that the maintenance department has been fighting broken water and gas pipes at the school. The high school was closed one day due to the broken water pipe. The buildings have been renovated, but the pipes underground are 40 to 50 years old. There are still a/c problems at WES in the Head Start wing. Individual units may need to be placed the 8 Head Start classrooms. Sewer plants at some schools are also causing problems. A new treatment plant for these schools can cost $100,000.00. Mrs. Brown adjourned the maintenance committee. Finance committee was called to order by Mr. Richard Kelly. Superintendent Johnson reported that as of today, there is an increase of 31 students in Franklin Parish. The State gives $3800.00 per student. Over 200 new students from out of the parish were registered this year. September 30th is the date the SDE count students for the MFP. Dr. Johnson reported that Mrs. Leonard will be leaving and that we will need to hire someone to replace her. This is a coordinator’s position and a technology background is a must. We will need to advertise for this position soon so a person can be put in place and be trained for E-Rate. Our auditors this year are also doing an audit to our technology department. Dr. Johnson reported that the State is leaning toward a Site Based student funding. Principals will be responsible for the finances of that school. Dr. Johnson and Mrs. Whitten discussed retiree’s return to work laws and the state bid law. Dr. Johnson also reported that Mr. Mark Brown, forester, is looking at School Board property to see if there is any timber to be cut. Supt. Johnson said he would call David Creed in the near future to check on School Board District lines for reapportionment. Mr. Kelly adjourned the finance committee. Jackie Johnson, Mayor City of Winnsboro Winnsboro, Louisiana 9-28, 10-5, 10-12 3tb mmm Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain This is to give notice that the City of Winnsboro has conducted an evaluation as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment for the street improvements project under the Louisiana Community Development Block Grant Program. The City of Winnsboro proposes to construct improvements involving in-place cement stabilized base course 10” thick, asphaltic concrete, pavement patching, adjusting valves and manholes, and other associated activities on the following streets within existing road rights-of-way: Gum (Harvard to Hunter), Oak (Power to Brass & Harvard to Taylor), Green (Polk to Blanson), West (90° turn to Harlem), Blanson (Hunter to Smith), Harper (Gum to Polk), Williams (Blanson to Gum), Smith (Polk to Blanson), White (Williams to Hunter), Hickory (Taylor to Harvard), Maple (Taylor to Power), and Polk (Taylor to Havard). The proposed project is located in City of Winnsboro, Franklin Parish, Louisiana. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
