NOTICE OF SPECIAL ELECTION
Pursuant to the provisions of a resolution adopted by the Police Jury of the Parish of Franklin, State of Louisiana (the "Governing Authority"), acting as the governing authority of the Parish of Franklin, State of Louisiana (the "Parish"), on July 14, 2011, NOTICE IS HEREBY GIVEN that a special election will be held within the Parish on SATURDAY, OCTOBER 22, 2011, and that at the said election there will be submitted to all registered voters in the Parish qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following propositions, to-wit:
PROPOSITION NO. 1
(MILLAGE RENEWAL)
Summary: 5 year, 4.07 mills property tax renewal for operation and maintenance of the Parish Courthouse.
Shall the Parish of Franklin, State of Louisiana (the “Parish”), levy a four and seven hundredths (4.07) mills tax on all property subject to taxation in the Parish (an estimated $241,400 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of five (5) years, beginning with the year 2013 and ending with the year 2017, for the purpose of operation and maintenance of the Parish Courthouse?
PROPOSITION NO. 2
(MILLAGE RENEWAL)
Summary: 5 year, 11.17 mills property tax renewal for construction, maintenance and operation of, and the purchase of equipment for, the drainage system in the Paris.
Shall the Parish of Franklin, State of Louisiana (the “Parish”), levy an eleven and seventeen hundredths (11.17) mills tax on all property subject to taxation in the Parish (an estimated $662,500 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of five (5) years, beginning with the year 2013 and ending with the year 2017, for the purpose of construction, maintenance and operation of, and the purchase of equipment for, the drainage system in the Parish?
PROPOSITION NO. 3
(MILLAGE RENEWAL)
Summary: 5 year, 8.12 mills property tax renewal for maintaining, operating and purchasing Parish equipment.
Shall the Parish of Franklin, State of Louisiana (the “Parish”), levy an eight and twelve hundredths (8.12) mills tax on all property subject to taxation in the Parish (an estimated $481,600 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of five (5) years, beginning with the year 2013 and ending with the year 2017, for the purpose of maintaining, operating and purchasing Parish equipment?
PROPOSITION NO. 4
(MILLAGE RENEWAL)
Summary: 5 year, 4.26 mills property tax renewal for the purchasing, operating and maintaining of road equipment and for salary adjustments for employees of the Parish.
Shall the Parish of Franklin, State of Louisiana (the “Parish”), levy a four and twenty-six hundredths (4.26) mills tax on all property subject to taxation in the Parish (an estimated $252,700 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of five (5) years, beginning with the year 2014 and ending with the year 2018, for the purpose of the purchasing, operating and maintaining of road equipment and for the purpose of salary adjustments for employees of the Parish?

The polling places set forth above are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, shall be those persons designated according to law.
The said special election will be held in accordance with the applicable provisions of Chapter 5 and Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, will make due returns thereof to said Governing Authority, and NOTICE IS HEREBY FURTHER GIVEN that the Governing Authority will meet at its regular meeting place, the Police Jury Room of the Franklin Parish Courthouse, Winnsboro, Louisiana, on THURSDAY, NOVEMBER 10, 2011, at SIX O'CLOCK (6:00) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the results of the said special election. All registered voters of the Parish are entitled to vote at said special election and voting machines will be used.

TOWN OF WISNER
REGULAR COUNCIL MEETING
AUG. 11, 2011
The Town Council met in regular session on Thursday, August 11, 2011 at 6:30 p.m. at the Wisner Town Hall.
Present: Mayor Luckett, Thomas Lemle, Roger Hilliard, Thomas Moore, and Nettie B. Brown.
Absent: Marc McCarty.
Also present: Town Clerk, Police Chief and guests.’There being a quorum Mayor Luckett called the meeting proceedings to order.
The invocation was given by Roger Hilliard.
The Pledge of Allegiance was led by Thomas Lemle.
Mayor Luckett requested a change in the agenda to allow for out of town speaker. Allison Laborde reporting for Frye Magee & Associates informed council that bids for the Community Center project will begin in September and construction will begin on October 15, 2011.
There were no financial reports available for council because of computer problems.
Roger Hilliard made a motion to approve minutes from previous meeting. Nettie B. Brown seconded. Minutes approved.
DEPARTMENT REPORTS:
FIRE DEPARTMENT:
Doug Denmon reported that Randy Lowe, fire inspector, inspected the fire department and a written report will be mailed to Town Hall giving a fire rating.
Mayor Luckett informed council that a crew for the water tower construction will begin preparing the water towner on August 16, 2011.
MAINTENANCE DEPARTMENT:
Sylvester Norman reported that lots are being mowed.
POLICE DEPARTMENT:
Chief Cureington recommended council to appoint James Freeman as Assistant Chief. Thomas Lemle made a motion to appoint James Freeman as Assistant Chief. Thomas Moore seconded. Motion carried.
Chief Cureington informed council that the sheriff’s department donated a 2007 Chevrolet pickup for the K-9 unit to the town.
Chief Cureington recommended that Wayne Jones be hired as a part time officer, with hours totaling 24 hours per pay period.
Nettie B. Brown made a motion to hire Wayne Jones as a part time officer. Roger Hilliard seconded. Motion carried.
OLD BUSINESS:
Thomas Moore recommended that the town request an excavator with the FY 2011/2012 grant that the town will be applying for. Motion died for lack of second.
Billy Cureington announced that he is the Vice President of the Louisiana Chief of Police Association.
Citizens addressed council with several concerns about the appearance of their neighborhood.
Ken McManus reported that the residents will experience low water pressure during the painting of the elevated water tower.
Nettie B. Brown made a motion to select Frye Magee as consulting engineers. Thomas Lemle seconded. Motion carried.
Thomas Lemle made a motion to adjourn meeting. Thomas Moore seconded.
