PROPOSITION NO. 2 (MILLAGE RENEWAL) Summary: 5 year, 11.17 mills property tax renewal for construction, maintenance and operation of, and the purchase of equipment for, the drainage system in the Parish. Shall the Parish of Franklin, State of Louisiana (the “Parish”), levy an eleven and seventeen hundredths (11.17) mills tax on all property subject to taxation in the Parish (an estimated $662,500 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of five (5) years, beginning with the year 2013 and ending with the year 2017, for the purpose of construction, maintenance and operation of, and the purchase of equipment for, the drainage system in the Parish? PROPOSITION NO. 3 (MILLAGE RENEWAL) Summary: 5 year, 8.12 mills property tax renewal for maintaining, operating and purchasing Parish equipment. Shall the Parish of Franklin, State of Louisiana (the “Parish”), levy an eight and twelve hundredths (8.12) mills tax on all property subject to taxation in the Parish (an estimated $481,600 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of five (5) years, beginning with the year 2013 and ending with the year 2017, for the purpose of maintaining, operating and purchasing Parish equipment? PROPOSITION NO. 4 (MILLAGE RENEWAL) Summary: 5 year, 4.26 mills property tax renewal for the purchasing, operating and maintaining of road equipment and for salary adjustments for employees of the Parish. Shall the Parish of Franklin, State of Louisiana (the “Parish”), levy a four and twenty-six hundredths (4.26) mills tax on all property subject to taxation in the Parish (an estimated $252,700 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of five (5) years, beginning with the year 2014 and ending with the year 2018, for the purpose of the purchasing, operating and maintaining of road equipment and for the purpose of salary adjustments for employees of the Parish? The FPPJ is proposing to undertake drainage improvements on Bayou Macon Cutoff #2 utilizing funding under the Louisiana Community Development Block Grant (CDBG) Program. This project will consist of replacing a deficient/damaged major drainage structure and gate, to a restored sound and functional facility. In accordance with Executive Order 11988, the FPPJ has determined approximately 0.5 acres of the improvements are within the 100-year floodplain. In accordance with Executive Order 11990, the FPPJ has determined that the chosen project footprint includes 0.5 acres wetland acreage subject to USACE jurisdiction per a Department of the Army response dated March 2, 2011. Practical alternatives to locating the proposed action in a floodplain and wetlands were identified and evaluated. For each of the following alternatives, various factors were considered including feasibility, technology, hazard reduction and related mitigation costs, and environmental impacts. Alternative 1 – The proposed site is that of an existing drainage control structure. The existing structure is a critical part of control of water elevation for Bayou Macon Cutoff #2. As such, the use of this particular location is critical to the function of Bayou Macon Cutoff #2 thus moving the facility elsewhere to avoid the 100-year floodplain would fail to meet the demand unique to the existing location. As such, the alternative of relocating the project outside of the floodplain would fail to meet the needs of Franklin Parish and thus was rejected. Alternative 2 – The FPPJ considered a “No Action” alternative. The rationale for performing the proposed actions in Step 1 is to alleviate the issue of flood water in the Bayou Macon Cutoff #2 and surrounding area. Taking no action would fail to meet the project objective of preventing further flooding in the target area. Failure to take the proposed actions would allow for continued flooding issues creating hazardous conditions, posing a public health hazard to the surrounding area, and further devaluing the affected residential/commercial properties. For these reasons, the “No Action” alternative was rejected. In accordance with 24 CFR 55.20.g.1, the FPPJ has documented that there are no practicable alternatives to locating the proposed project in the floodplain and wetlands. Mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values to the floodplain and wetlands include the rehabilitation of existing infrastructure with only minimal disturbance of the floodplain and wetlands in the immediate area. Rehabilitation activities will occur on the existing control structure.
