The opening will be held in the Conference Room of the, City of Winnsboro City Hall 3814 Front Street Winnsboro, Louisiana 71295. Major items of work include crack cleaning and sealing, pavement rejuvenation, and markings. Approximate quantities include: Crack Cleaning and Sealing - 20,000 LF Pavement Rejuvenation - 30,000 SY Markings - 15,000 SF A Disadvantaged Business Enterprise (DBE) goal of 0% has been established for this project. In order to assist Contractors in securing DBE participation, a pre-bid meeting will be held on August 10, 2011, at 2:00 p.m. local time in the Conference Room of the, City of Winnsboro City Hall 3814 Front Street Winnsboro, Louisiana 71295, for the purpose of briefing prospective bidders and DBE’s about this project. Contract bond will be required as follows: 100% of the contract price. Labor and Materials Bond will be required as follows: 100% of the contract price. The awarding of the contract will require the Contractor to pay all workers on this project the prevailing scale of wages as noted in Division III, Section 160 and Division VI of the Contract Documents. Certification of Nonsegregated Facilities and Equal Opportunity Report Statement must be signed as included in the bid proposal. Failure to complete these forms may be grounds for rejecting bid. Disadvantaged Business involvement data and certificate of compliance must be included with each bid. No bids will be considered unless the bidder, whether resident or non-resident of Louisiana, is properly qualified to submit a proposal for this construction in accordance with all applicable laws of the State of Louisiana. No contract will be awarded unless the contractor holds a current license from the Louisiana State Licensing Board for General Contractors. In addition, non-residents of the State, if a corporation, shall show evidence of having qualified with the Secretary of State to do business in Louisiana. Pylant, Sheriff Sheriff’s Office, Winnsboro, LA 8-3 1tp mmm MINUTES-LIBRARY BOARD July 27, 2011 The Franklin Parish Library Board met in a regular noon meeting on July 27, 2011. Ms. Luela Snyder, Board President, opened the meeting with board members, Addie Bolton, Jeannette Thompson, and Bill Marionneaux present. Mr. Guice was absent. Mrs. Bolton led in prayer. Dr. Marionneaux moved that the minutes of the last board meeting be approved and Ms. Thompson seconded the motion and all were in favor. Library Director, Carolyn Flint, gave the statistical reports for the second quarter of 2011. The financial report was given and the financial status of the library is good. Circulation was down for the quarter compared to the same quarter for 2010. Program attendance was good and the use of public access computers remains high. Ms. Flint gave copies of the Auditor’s Report for 2010 to the board members. The audit was good with no findings for 2010 or 2009. Ms. Flint reported on the status of future plans for library service such as e-books and computers to be checked out by the public. The computers will be provided by the State Library of Louisiana as part of a stimulus grant. The members were informed that the Trail Blazer Trustee meeting will be In East Carroll Parish on September 23rd. The members were invited to a retirement party for Susan Williams on August 15th. Susan has been a valued employee for 30 years and will be missed. There being no other business, the meeting was adjourned. McIntyre 8-3, 8-10, 8-17 3tb mmm FRANKLIN PARISH HEAD START ANNUAL REPORT FISCAL YEAR 2010-2011 For the fiscal year 2010-11, the operating budget of the Franklin Parish Head Start was a total of $1,210,303 which included $968,242 in federal funds and non-federal share of $242,061. Salaries and benefits of the 25 full-time employees comprised the majority of the budget. Student transportation, staff development, and supplies were other major line items. The majority of the required non-federal share was obtained through the use of classroom space, cafeteria, and playground areas supplied by Franklin Parish School Board, grantee for this program. One major change occurred during the 2010-2011 program year. Circumstances required drastic measures to be taken to operate within the budget. Following approval by the Regional Office, the Franklin Parish School Board (grantee), and the Policy Council, this program went to a 4-day week with extended hours for students and staff in January, 2011. The major reason for this action was the increase of employee benefits over which this program has no control. Retirement benefits had been steadily increasing as had insurance premiums and fuel and supply costs. Money was saved and we were able to operate and continue to provide quality service to children and families. The funded and actual enrollment for the program remained a constant 136 with a waiting list of about 15 children. Average monthly attendance was around 90%. A return visit from federal monitors in October, 2010, revealed achieved compliance in the three areas found during the triennial review in 2009 to be areas of weakness in need of correction. The state auditors’ report showed no areas of noncompliance. Health standards were met during the year as all 136 children received medial and dental screenings along with any needed follow-up. Those children identified as needing special services, including speech and occupational/physical therapy, received those services. School readiness was a major focus in Franklin Parish Head Start classrooms. The same curriculum used by the parish preschool programs was utilized in the classrooms. This will translate into more success in kindergarten as our children will be familiar with the routines and will have experienced the same learning experiences as their parish preschool classmates. Professional development of our staff is an ongoing activity. New federal regulations require that teaching staff have a 4 year degree in early childhood education/related field by 2013. Of eight teachers, on has meet that requirement. However, all seven of the others have an Associate’s degree and are working hard toward their Bachelor’s degree to meet that requirement. All teacher assistants have a CDA (Child Development Associate credential). Parents are a vital part of Franklin Parish Head Start. They are recognized as the children’s first and most important teachers. Training is offered in areas to assist parents in that role, such as parenting, school readiness, nutrition, child abuse/neglect, and mental health. Parents presence in the classrooms and at the Center is welcome and encouraged. Parent conferences are scheduled at least twice a year, more often if necessary, and teachers are required to make at least two home visits a year, also more if warranted. Open communication with parents is a priority with newsletters, phone/personal contacts, and written memos being the main avenues of communication. Activities are offered throughout the program year to involve parents including Grandparents Day, Fathers’ Day Out and Family Playday. The base annual grant award has remained the same as the original grant awarded nine years ago when Franklin Parish Head Start was first funded with the exception of minimal COLA (cost of living adjustment) funds that have been awarded from time to time.
