JUNE 20, 2011
6:00 PM - CALL TO ORDER
The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Monday, June 20, 2011, at 6:00 PM at the Jack Hammons Community Center, 810 Adams Street, Winnsboro, Louisiana, with Mayor Jackie R. Johnson presiding.
Prayer led by John Dumas
Pledge led by Jackie R. Johnson
Aldermen present: Richard Mahoney, John Dumas, Betty Johnson, Craig Gill, Rex McCarthy
Absent: None
Motion by Gill, second by Johnson to approve the minutes of the regular session held on May 16, 2011. Unanimously approved.
LEROY SCOTT:
Mr. Leroy Scott appeared before the Board asking the City to seek funding for a bike trail along Highway 15 through Winnsboro to improve health and provide recreation for all ages.
DAVID BROUSSARD – AFLAC;
Mr. David Broussard with AFLAC presented the Board with information about supplemental insurance policies for employees.
MEYER, MEYER, LACROIX & HIXSON:
Heath McGuffee gave an update on all projects in the City of Winnsboro.
RESOLUTION NO. 11-0604:
At a regular meeting of the Mayor and City Council of the City of Winnsboro, Louisiana, held on Monday, June 20, 2011, at which meeting a quorum was present, due notice of same having been made according to law, the following Resolution was made:
WHEREAS, the City desires to perform water utility relocations in preparation for upcoming street improvement projects consisting of replacement of water services, installation of new water mains and abandonment of existing mains along Warren Street, Newman Street, Blanson Street, Williams Street, White Street, Oak Street, Hickory Street, Smith Street, and Green Street; and
WHEREAS, the City of Winnsboro has available funds to cover the Engineer’s cost estimate;
NOW THEREFORE BE IT RESOLVED that the Mayor is hereby authorized, on behalf of the City, to publicly advertise for bids the 2011 Street Improvements – Utility Relocation Project.
This Resolution being submitted to a vote, the vote thereon was as follows:
YEAS: Mahoney, Dumas, Johnson, Gill, McCarthy
NAYS: None
ABSENT AND NOT VOTING: None
ADAM MCCONATHY:
Mr. Adam McConathy presented information to the Mayor and Board about signs being erected throughout the City about not texting and driving. The Board asked that this item be tabled until Mr. McConathy discusses the placement of signs and the contract with the city attorney, superintendent and chief of police.
RECOGNITION OF VISITORS:
Kim Kimbrough thanked the City of Winnsboro Mayor and Board of Aldermen, Ron Lewis and Kay LaFrance-Knight for their efforts in making the open house at the animal facility a success.
PUBLIC HEARING AND ADOPTION OF ORDINANCE NO. 942:
AN ORDINANCE ADOPTING THE ANNUAL BUDGET OF REVENUE AND EXPENDITURES FOR THE FISCAL YEAR JULY 1, 2011 TO JUNE 30, 2012, CITY OF WINNSBORO.
Motion by Johnson, second by McCarthy to adopt Ordinance No. 942. Gill opposed.
PUBLIC HEARING AND ADOPTION OF ORDINANCE NO. 943:
AN ORDINANCE CHANGING THE LOCATION OF THE REGULAR MONTHLY MEETINGS OF THE MAYOR AND BOARD OF ALDERMEN.
Motion by Gill, second by McCarthy and unanimously approved to adopt Ordinance No. 943.
PUBLIC HEARING AND ADOPTION OF ORDINANCE NO. 944:
AN ORDINANCE ADOPTING REGULATIONS DESIGNED TO MINIMIZE FLOOD LOSSES IN THE CITY OF WINNSBORO.
Motion by Gill, second by McCarthy and unanimously approved to adopt Ordinance No. 944.
PUBLIC HEARING AND ADOPTION OF ORDINANCE NO. 945:
AN ORDINANCE SETTING THE FEE CHARGED TO SEPTIC WASTE HAULERS PUMPING INTO THE CITY OF WINNSBORO WASTE WATER TREATMENT PLANT.
Motion by Mahoney, second by McCarthy and unanimously approved to adopt Ordinance No. 945.
RESOLUTION NO. 11-0601:
BE IT RESOLVED, by the Mayor and Board of Aldermen of the City of Winnsboro, Louisiana, convened in regular session this 20th day of June 2011, that the Franklin Sun be appointed as official journal of the City of Winnsboro and that Ms. Sam Hanna be appointed as official printer for the fiscal year beginning July 1, 2011 and ending June 30, 2012.
On a motion by Mahoney, second by Johnson the above resolution was passed on this 20th day of June 2011, by the following vote:

RESOLUTION NO. 11-0602:
WHEREAS, Section 7 and 8 of Act 39 of the Legislature and all amendments thereto require that all public bodies receiving and disbursing public funds be and they are hereby required under this act to appoint a fiscal agent or depository; and
WHEREAS, at this time, the City of Winnsboro is without a fiscal agent or depository for the fiscal year beginning July 1, 2011 and ending June 30, 2012.
NOW THEREFORE BE IT RESOLVED, by the Mayor and Board of Aldermen of the City of Winnsboro, Franklin Parish, Louisiana, in regular session convened this 20th day of June, 2011, that the Franklin State Bank and Trust Company, Winnsboro State Bank and Trust Company, Progressive Bank and Citizens Progressive Bank be appointed as fiscal agents of the City of Winnsboro. That all funds handled by the City of Winnsboro be divided between said banks on a percentage of each State of Louisiana Banking department each quarter and published in the Franklin Sun. The demand and Certificates of Deposit shall be divided between the banks on the published Report of Conditions of the banks. That the investments in the Certificates of Deposit with each bank bear an interest rate equal to the U.S. Treasury Bill rate on the day of investment insofar as the interest rate paid on the Certificates of Deposit will be in compliance with the federal regulation pertaining to interest rates.
On a motion by Gill, second by Dumas the above resolution was passed this 20th day of June, 2011, by the following vote:

RESOLUTION NO. 11-0603:
A RESOLUTION ADOPTING THE SYSTEMS SURVEY AND COMPLIANCE QUESTIONNAIRE FOR FISCAL YEAR ENDING JUNE 30, 2012.
WHEREAS, the State Legislative Auditor required the local governing body to adopt the Systems Survey and Compliance Questionnaire.
NOW BE IT THEREFORE RESOLVED, by the Board of Aldermen of the City of Winnsboro, Louisiana, in regular session convened this 20th day of June 2011, that they do hereby adopt the Systems Survey and Compliance Questionnaire required by the State Legislative Auditor.
On a motion by Mahoney, second by McCarthy the above resolution was passed on this the 20th day of June 2011, by the following vote:

MAYOR’S AWARD:
Justin Martinez was the recipient of the Mayor’s Award. Justin works in the Water Department for the City of Winnsboro.
HUMANE OFFICER REPORT:
Russell Grant gave an activity report for the City of Winnsboro Animal Facility. Motion by Johnson, second by McCarthy and unanimously approved to accept the report.
ECONOMIC DEVELOPMENT REPORT:
Earl Davis gave an economic development report for the City of Winnsboro.
POLICE CHIEF MONTHLY REPORT:
Chief Lester Thomas gave a monthly activity report for the City of Winnsboro Police Department. Motion by Gill, second by Johnson to accept the report. Unanimously approved.
HIRING OF POLICE OFFICER:
Motion by Gill, second by Johnson to approve the hiring of Derrick Mingo, a post-certified police officer. Mahoney abstained from voting.
FIRE CHIEF MONTHLY REPORT:
Chief Truman Welch gave a monthly activity report for the City of Winnsboro Fire Department. Motion by McCarthy, second by Mahoney to accept the report. Unanimously approved.
MONTHLY FINANCIAL REPORTS:
Roxy Fletcher gave a monthly financial report. Motion by McCarthy, second by Gill to accept the reports. Unanimously approved.
ADJOURNMENT:
There being no more business to come before the board at this time, a motion was made by McCarthy, second by Gill and unanimously approved that the meeting be adjourned.

CITY OF WINNSBORO
ORDINANCE NO. 942
AN ORDINANCE ADOPTING THE ANNUAL BUDGET OF REVENUE AND EXPENDITURES FOR THE FISCAL YEAR JULY 1, 2011 TO JUNE 30, 2012, CITY OF WINNSBORO.
BE IT ORDAINED, by the Board of Aldermen of the City of Winnsboro, Louisiana, in general session convened that:
SECTION 1: The attached estimate of revenues as reflected in the consolidated statement, and such other fiscal exhibits and information as required by Section 1308 [D], Louisiana Local Government Budget Act, be and the same is hereby adopted to serve as the budget of expenditures for the City for fiscal year July 1, 2011 to June 30, 2012.
SECTION 2: The attached estimate of revenues as reflected in the consolidated statement, and such other fiscal exhibits and information as required by Section 1308 [D], Louisiana Local Government Budget Act, be and the same is hereby adopted to serve as the budget of expenditures.
SECTION 3: The adoption of the budget of expenditures as reflected in the attached budget containing object of expenditure classifications shall be declared to be the appropriation of the amounts set therein as established in each budget classification by object of expenditure. All salaries are hereby adopted by this section. The Mayor’s salary is $30,200.00 per year and Police Chief’s salary is $43,800 per year.
SECTION 4: The amounts appropriated for all accounts shall not exceed the amount fixed therefore in the budget of expenditures. Nothing contained in this authority from amending or making an appropriation to and from contingent to be used in cases of emergency.
Any ordinances or parts of ordinances in conflict with this ordinance, to the extent of that conflict, are hereby repealed.
After a public hearing was held on the above ordinance, the title having been read and the ordinance considered, on a motion by Johnson second by McCarthy to adopt the ordinance, a recorded vote was taken and the following result was had:
Yeas: Mahoney, Dumas, Johnson, McCarthy

Absent: None
Whereupon the presiding officer declared the above ordinance duly adopted on the 20th day of June 2011.

BE IT RESOLVED, by the Board of Aldermen of the City of Winnsboro, Louisiana, convened in regular session on June 20, 2011, that:
The regular monthly meeting of the Mayor and Board of Aldermen will be held at the Jack Hammons Community Center located at 810 Adams Street, Winnsboro, Louisiana. The meetings will continue to be held at 6:00 PM on the third Monday of each month with the exception of the months of January and February. The regular monthly meetings for January and February will be held on the third Tuesday due to Martin Luther King Jr. Day and President’s Day holiday.

The Village of Gilbert met in special called meeting on Monday, June 27, 2011 at 7:30 a.m. at the Gilbert City Hall.

Motion carried. Motion made by Louis Ezell, seconded by Randy Lloyd to adopt Ordinance #324 titled amend budget for 2010-2011. Motion carried.

Motion made by Louis Ezell, seconded by Kay Dunaway to open public hearing. Motion carried. Discussion was held. Motion made by Kay Dunaway, seconded by Randy Lloyd to close public hearing. Motion carried. Motion made by Louis Ezell, seconded by Randy Lloyd to adopt Ordinance #325 titled adopt budget for 2010-2011. Motion carried.
DISCUSS ANY OTHER BUSINESS:
Discussion was held on raises for employees. Motion made by Kay Dunaway, seconded by Louis Ezell to grant employees pay raises effective July 8, 2011. Motion carried.
