Public Notices Published Tuesday, June 21st, 2011FRANKLIN PARISH POLICE JURY GUSTAV/IKE DISASTER RECOVERY PROGRAM BOGGY BAYOU DRAINAGE PROJECT FLOODPLAIN & WETLANDS EXPLANATION The Franklin Parish Police Jury (FPPJ) intends to carry out actions which may affect or be affected by the 100-year floodplain and seeks to involve the public in the decision making process. The FPPJ is proposing to undertake drainage improvements on Boggy Bayou utilizing funding under the Louisiana Community Development Block Grant (CDBG) Program. This project will consist of rechanneling, reshaping, and restoring approximately 40,000 LF (7.6 miles) of affected channel. In accordance with Executive Order 11988, the FPPJ has determined approximately 70 acres of the improvements are within the 100-year floodplain. In accordance with Executive Order 11990, the FPPJ has determined that the chosen project footprint includes approximately 70 wetland acreage subject to USACE jurisdiction per a Department of the Army response dated May 27, 2011. Practical alternatives to locating the proposed action in a floodplain and wetlands were identified and evaluated. For each of the following alternatives, various factors were considered including feasibility, technology, hazard reduction and related mitigation costs, and environmental impacts. Alternative 1 – The proposed site is that of an existing drainage Bayou. The existing Bayou is a critical part of control of storm water for Franklin Parish. As such, the use of this particular location is critical to the drainage of Franklin Parish. As such, the alternative of relocating the project outside of the floodplain would fail to meet the needs of Franklin Parish and thus was rejected. Alternative 2 – The FPPJ considered alternative methods to achieve the project objectives. Alternatives to the proposed project included the redesign of the existing channel in order to utilize only those portions of the Bayou which are outside of the 100-year floodplain. However, such an alternative would be significantly more cost intensive, creating a financial burden on the residents of the Parish. The proposed improvements of the existing bayou have been deemed the most cost-effective alternative to meeting the Parish’s drainage needs. As such, alternative project designs have been rejected. Alternative 3 – The FPPJ considered a “No Action” alternative. The rationale for performing the proposed actions in Step 1 is to alleviate the issue of flood water in the Boggy Bayou and surrounding area. Taking no action would fail to meet the project objective of preventing further flooding in the target area. Failure to take the proposed actions would allow for continued flooding issues creating hazardous conditions, posing a public health hazard to the surrounding area, and further devaluing the affected residential/commercial properties. For these reasons, the “No Action” alternative was rejected. In accordance with 24 CFR 55.20.g.1, the FPPJ has documented that there are no practicable alternatives to locating the proposed project in the floodplain and wetlands. Mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values to the floodplain and wetlands include the rehabilitation of existing infrastructure with only minimal disturbance of the floodplain and wetlands in the immediate area. Construction activities will occur on the existing Boggy Bayou. A full description of the proposed action may be reviewed at the FPPJ Office located at the Franklin Parish Courthouse, 6558 Main Street, Winnsboro, Louisiana 71295 on weekdays between 8:00 am and 4:00 pm. In accordance with Executive Order 11990, the FPPJ has determined that the chosen project footprint includes approximately 261 wetland acreage subject to USACE jurisdiction per a Department of the Army response dated February 8, 2011. Mike Stephens, Mayor Diane Parker, LCMC 6-22 1tb mmm TOWN OF WISNER REGULAR COUNCIL MEETING MAY 12, 2011 The Town Council of Wisner met in regular session on Thursday, May 12, 2011 at 6:30 p.m. at the Wisner Town Hall. Present: Mayor Luckett, Thomas Moore, Thomas Lemle, Marc McCarty and Roger Hilliard. Absent: Nettie B. Brown. Also present: Town Clerk, Police chief ant guests. There being a quorum Mayor Luckett called the meeting proceeding to order. The invocation was given by Brother Peoples. The Pledge of Allegiance was led by Dewayne Wouters. Mayor Luckett asked the council for permission to change the agenda to allow for out of town guests to address their business. Permission granted. Ken Terry from the Louisiana Rural Water Association addressed the residents concerning the water conditions and the solution to the water problems. Allison Laborde from Fryer*Magee Associates informed council that there will be a new grant available for FY 2012/2013. Ken McManus reported that the Community Center and painting of the elevated water tank project would begin soon. Thomas Lemle made a motion to approve minutes from previous meeting. Thomas Moore seconded. Minutes approved. The financial reports and expenditures were provided for the month. Roger Hilliard made a motion to accept the financial reports and pay all bills. Marc McCarty seconded. Motion carried. NEW BUSINESS: Thomas Moore made a motion to approve the renewal of a beer license for Ezell’s One Stop. Thomas Lemle seconded. License renewal approved. DEPARTMENT REPORTS: FIRE DEPT.: Fire Chief Doug Denmon gave report that everything was going good and that he needed brakes on the fire truck. Mayor Luckett gave permission to fix brakes. POLICE DEPT.: Chief Billy Cureington reported that dogs are running loose around town. The clerk was instructed to run the ordinance for dogs in weekly newspaper. Thomas Lemle reported that the annual clean up went well and there was an increase in citizens participation. Roger Hilliard voiced concerns about prohibited parking in front of businesses. Marc McCarty asked to address the ordinance concerning horses being kept within town limits. Officer Dewayne Wouter thanks council for allowing him the opportunity to work for the town as the K-9 officer. With no further business Thomas Lemle made a motion to adjourn. Thomas Moore seconded. Present: Mayor Jean Clark and council members Marie Barber, Joseph Chase and Larry LaBorde. Also present: Town Clerk, Chief of Police and guests. There being a quorum present, the meeting was called to order. The Pledge of Allegiance and opening prayer was led by Mayor Clerk. The minutes of the previous council meeting were presented.
