Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on May 2, 2011, Entergy Louisiana, LLC (“ELL”) an electric public utility providing retail electric service to customers in forty-three (43) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, a special rate implementation of the Formula Rate Plan (“FRP”) for the 2009 Test Year. This implementation is intended to implement, pursuant to LPSC Order No. U-31196-C dated February 9, 2011 and effective the first billing cycle of May 2011 (May 2), an approximate $43.1 million increase in FRP revenues related to the acquisition of the Acadia Power facility by Entergy Louisiana, LLC. This increase reflects two items: (1) removal of the tolling agreement with Acadia and (2) the revenue requirement associated with the ownership of the Acadia facility. This is being done in conjunction with the acquisition of Acadia Power Block 2 by ELL.
It is estimated that the proposed net increase of $43.1 million will have the following effects upon ELL customers’ bills based upon May 2011 Fuel Adjustment and Environmental Adjustment Charges. A bill for Residential Service for 1,000 kWh would increase $2.26 from $94.93 to $97.19. A bill for Small General Service for 12,500 kWh would increase $32.30 from $1,295.84 to $1,328.14. A bill for Large General Service for 1000 kW and 500,000 kWh would increase $733.96 from $36,802.60 to $37,536.56.

The Franklin Parish School Board met for its regular scheduled meeting on Monday, April 4, 2011 at 5:30 p.m. in the Franklin Parish School Board Complex board room.
Present for the meeting were Mrs. Louise Johnson, Mr. Tim Eubanks, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, Mr. Jesse Young and Mr. Richard Kelly.
No Board Member was absent from the meeting. Superintendent Lanny Johnson was absent due to storm damage.
President Eddie Ray Bryan called the meeting to order, Chaplain Richard Kelly led in prayer and President Bryan led in the Pledge of Allegiance.

The students were given a plaque and received a cash award by the area banks.

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include:
Microbial Contaminants-such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.
Inorganic Contaminants-such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial, or domestic wastewater discharges, oil and gas production, mining, or farming.
Pesticides and Herbicides - which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses.
Organic Chemical Contaminants-including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.
Radioactive Contaminants-which can be naturally-occurring or be the result of oil and gas production and mining activities.
A Source Water Assessment Plan (SWAP) is now available from our office. This plan is an assessment of a delineated area around our listed sources through which contaminants, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply's susceptibility to contamination by the identified potential sources. According to the Source Water Assessment Plan, our water system had a susceptibility rating of "MEDIUM". If you would like to review the Source Water Assessment Plan, please feel free to contact our office at the number providing in the following paragraph.
If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. West Winnsboro Water System is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.
In order to ensue that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health. We are pleased to report that our drinking water is safe and meets Federal and State requirements. We want our valued customers to be informed about their water utility. The Louisiana Department of Health and Hospitals-Office of Public Health routinely monitors for constituents in your drinking water according to Federal and State laws. The tables that follow show the results of our monitoring during the period of January 1st to December 31st, 2010. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk.
In the tables below, you will find many terms and abbreviations you might not be familiar with. To help you better understand these terms, we've provided the following definitions:
Parts per million (ppm) or Milligrams per liter (mg/L)-one part per million corresponds to one minute tin two years or a single penny in $10,000.
Parts per billion (ppb) or Micrograms per liter (ug/L)-one part per billion corresponds to one minute in 2,000 years, or a single penny in $10,000,000.
Picocuries per liter (pCi/L)-picocuries per liter is a measure of the radioactivity in water.
Nephelometric Turbidity Unit ( NTU)-nephelometric turbidity unit is a measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person.
Variances & Exemptions (V&E)-State or EPA permission not to meet CML or a treatment technique under certain conditions.
Action level (AL)-the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow.
Treatment Technique (TT)-a treatment technique is a required process intended to reduce the level of a contaminant in drinking water.
Maximum contaminant level (MCL)- the "Maximum Allowed" MCL is the highest level of a contaminant that is allowed in drinking water. MCL's are set as close to the MCLG's as feasible using the best available treatment technology.
Maximum contaminant level goal (MCLG)-the "Goal" is the level of a contaminant in drinking water below which there is no known or expected risk to human health. MCLG's allow for a margin of safety. Maximum residual disinfectant level (MRDL)-The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.
Maximum residual disinfectant level goal (MRDLG)-The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.

Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDs or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline (800-426-4791).

If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. Wisner Water System is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water system. Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health. The Louisiana Department of Health and Hospitals - Office of Public Health routinely monitors for constituents in your drinking water according to Federal and State laws. The tables that follow show the results of our monitoring during the period of January 1st to December 31st, 2010. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk.

Parts per million (ppm) or Milligrams per liter (mg/L) - one part per million corresponds to one minute in two

Action level (AL) - the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow.
Treatment technique (TT) - a treatment technique is a required process intended to reduce the level of a contaminant in drinking water.
Maximum contaminant level (MCL) - the "Maximum Allowed" MCL is the highest level of a contaminant that is allowed in drinking water. MCL's are set as close to the MCLG's as feasible using the best available treatment technology.
Maximum contaminant level goal (MCLG) - the "Goal" is the level of a contaminant in drinking water below which there is no known or expected risk to human health. MCLG's allow for a margin of safety.
Maximum residual disinfectant level (MRDL) - The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.
Maximum residual disinfectant level goal (MRDLG) - The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.

The Franklin Parish Police Jury met in Regular Session following at Public Hearing on Thursday, March 10, 2011 at 6:00 P.M. in the Police Jury Meeting Room, Courthouse Building, with the following Jurors present. Superintendent’s report- Motion by Juror Hendry and seconded by Juror Parks to approve the superintendent report Greg Humphries talked to the jurors about the complaint on Strickland Road. Juror Hendry and Greg Humphries were asked to go and have a talk with the complaint person.
Public Works committee report- FEMA DISASTER # 1863 deadline is July 9th. The Parish Superintendent informed the jury that the crews would be working steadily to complete these projects and ask for the juror’s patients and understanding.
Mosquito Committee- Mr. Gladden has received his chemical license for mosquito control. Mr. Gladden will be responsible for the coordination of the parish mosquito program. It is the recommendation of the committee to begin spaying parish wide on May 1st.
Purchasing committee- Equipment #3 it is the recommendation of the committee to authorize the Superintendent to sell or trade in equipment #3 and replace with more fuel efficient truck. Motion was made by Juror Parks and seconded by Juror Hendry.
Motion by Juror Hendry and seconded by Juror Robinson to approve for the $4,000.00 from the LGAP Grant to be used if necessary, in the replacement of equipment # 3. Unanimously approved

The Mayor and the Council of the Village of Baskin met in regular session on Wednesday, May 11, 2011, at 5:00 p.m., at the Village of Baskin Town Hall. The regular meeting was rescheduled from Tuesday 5/10/11 to Wednesday, May 11, 2011. This action occurred due to the lack of a quorum being present.

Absent: None.
Also present: Town Clerk, Police Chief, and guests.
There being a quorum Mayor Luckett called the meeting proceedings to order.
The invocation was given by Roger Hilliard.
The Pledge of Allegiance was led by Thomas Moore.
Thomas Lemle made a motion to approve minutes from the previous meeting. Thomas Moore seconded. Minutes approved.
The financial reports and expenditures were provided for the month.
Nettie B. Brown made a motion to accept the financial reports and pay all bills. Thomas Moore seconded. Motion carried.
NEW BUSINESS:
Marc McCarty made a motion to proclaim April 2011 as "Financial Literacy Month." Roger Hillard seconded.
A resolution to increase the fine for destroying street lights to $500.00 was introduced and adopted by majority vote.
A Procurement Policy Resolution to participate in the State of Louisiana FY 2012/2013 Community Development Block Grant Program was presented. Marc McCarty made a motion to adopt the Procurement Policy Resolution. Nettie B. Brown seconded. Procurement Policy Resolution adopted.
A Citizen Participation Plan resolution was introduced and adopted by majority vote.

POLICE DEPT.:
Chief Cureington reported that everything was going good in his department.
FIRE DEPT.:
Fire Chief Denmon reported that everything was going good and the fire rating reports have been submitted.
MAINTENANCE DEPT.:
Bobby Rushing reported that everything was going slow due to the rainy weather and he is waiting for it to dry up so he could start mowing.
FURTHER BUSINESS:
Alderman Thomas Lemle opened one sealed bid for a 2000 Ford Crown Victoria. Marc McCarty made a motion to accept bid. Thomas Moore seconded. Winning bid went to Stanley Bryant.
Brother Peoples of the First Baptist Church of Wisner presented council with a survey that was taken in the community.
Ken McManus from McManus Engineers answered questions from concerned residents about the water discoloration.
Mayor Luckett announced that a grant from the Community Water Enrichment Fund had been granted.
Council was updated on the Community Center project and the Municipalities Infrastructure Program.
Business owner, Betty Barlow invited council to a ribbon cutting ceremony on April 22, 2011 at 9 a.m.
A representative with ALFAC Insurance Company gave a presentation.
With no further business Thomas Lemle made a motion to adjourn. Thomas Moore seconded.

MINUTES-LIBRARY BOARD
May 11, 2011
The Franklin Parish Library Board met in a regular noon meeting on May 11, 2011. Luella Snyder, Board President, opened the meeting with board members, Addie Bolton, Jeannette Thompson, Bill Marionneaux and John Guice present. Mr. Guice led in prayer. Mr. Guice moved that the minutes of the last board meeting be approved and Ms. Bolton seconded the motion and all were in favor.
Library Director, Carolyn Flint, gave the statistical reports for the first quarter of 2011. The financial report was given and the financial status of the library is good. Circulation was down for the quarter compared to the same quarter for 2010. Program attendance was good and the use of public access computers remains high.
Ms. Flint made the members award of needed repairs to the Learning Center. It was decided that Mr. Guice will follow up on this. Ms. Flint made the Board aware of interest in e-books among library readers. She will keep them informed of meetings among area librarians to learn more about this new trend and how libraries can respond. A brief report on news from the State Library of Louisiana was given.
