STATE TAX SALES OF IMMOVABLE PROPERTY
THE STATE OF LOUISIANA VS. DELINQUENT TAX DEBTOR, PARISH OF FRANKLIN, CITY OF WINNSBORO
By virtue of the authority vested in me by the Constitution and the Laws of the State of Louisiana, I will sell, at the principal front door of the Winnsboro City Hall 3814 Front St. within the legal hours for judicial sales beginning at 10:00 A. M. on Tuesday the 24th day of May A.D., 2011, and continuing on each succeeding day, until said sales are completed, all immovable property on taxes are now due to the State of Louisiana and the City of Winnsboro, to enforce collection of taxes assessed in the year 2010, together with interest thereon from the 31st day of December, 2010, at the rate of 12 percent (12%) per annum until paid and all costs, the names of said delinquent taxpayers, the amount of taxes due by each on the assessment of said year, and the immovable property assessed to each are to be offered for sale.
On the day of the sale, I will sell such portions of the property as each debtor will point out and, in case the debtor will not point our sufficient property, will at once and without further delay sell the least quantity of said property of any debtor which any bidder will buy for the amount of taxes, interest, and costs due by said debtors: the sale will be without appraisement, for cash in legal tender money of the United States. The property sold will be redeemable at any time for the space of three (3) years by paying the price given, including cost and five percent (5%) penalty thereon, with interest at the rate of one percent (1%) per month.
NOTICE TO MORTGAGE CREDITORS
In conformity with the law, notice is hereby given to all parties holding mortgages on real estate located in the City of Winnsboro on which taxes for 2010 have not been paid, that I will begin the sales at the principal front door of the Winnsboro City Hall 3814 Front St. on the 24th day of May A. D., 2011 and that a number of pieces of property were advertised in this newspaper on April 27, 2011; and May 11, 2011, in conformity with the law preparatory to such sales. The attention of mortgage creditors as respectfully called to the advertisements of tax sales and they are warned to take such steps prior to the sales as may be necessary to protect their rights.

The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Monday, April 18, 2011, at 6:00 PM at the Winnsboro City Court, 1308 Cornell Street, Winnsboro, Louisiana, with Mayor Jackie R. Johnson presiding.

Aldermen present: Richard Mahoney, John Dumas, Betty Johnson, Craig Gill, Rex McCarthy
Absent: None
Motion by Gill, second by Johnson to approve the minutes of the regular session held on March 21, 2011. Unanimously approved.
ALCOHOL LICENSE:
Motion by Mahoney, second by McCarthy to approve the alcohol license application for La Herradura Mexican Restaurant. Unanimously approved.
RESOLUTION NO. 11-0401:
WHEREAS, the City of Winnsboro has been afforded the opportunity to apply and participate in the State of Louisiana 2012/2013 Community Development Block Grant Program administered by the Division of Administration; and,
WHEREAS, the STATE requires Grantees to establish procedures to ensure adequate citizen participation with the program;
NOW THEREFORE BE IT RESOLVED, by the City of Winnsboro, that the attached policy entitled “Citizen Participation Plan”, dated April 18, 2011 is hereby adopted.
Passed, approved and adopted by the City of Winnsboro, Parish of Franklin, State of Louisiana, on the 18th day of APRIL, 2011.

RESOLUTION NO. 11-0402:
WHEREAS, the City of Winnsboro has been afforded the opportunity to apply and participate in the State of Louisiana 2012/2013 Community Development Block Grant Program administered by the Division of Administration; and,
WHEREAS, the STATE requires the establishment of uniform procedures in compliance with OMB Circular A-102;
NOW THEREFORE BE IT RESOLVED, by the City of Winnsboro, that the attached policy entitled “Procurement Procedures of the City of Winnsboro , Relative to the LCDBG Program” dated April 18, 2011 is hereby adopted.

Angela Malone informed the Mayor and Board of Aldermen that they would not be pursuing the recall on John Dumas.
AWARDS FOR SEWER DEPARTMENT, WATER DEPARTMENT AND OLD POST OFFICE MUSEUM:
The following awards were presented from the Louisiana Conference on Water Supply, Sewerage & Industrial Wastes:
City of Winnsboro won regional and state 2011 Waste Water Beauty Award. This qualifies the city to enter the national competition.
City of Winnsboro won regional 2011 Water Taste Contest Award
Phillip Hutto won the Charles LaPrade Porter Award for the 2010 Outstanding Waste Water Operator of the Year
Skipper Stinson won the Charles LaPrade Porter Award for the 2010 Outstanding Water Operator of the Year
Kay LaFrance-Knight received the 2011 Louisiana Trust for Historical Preservation Special Award of the Year
MAYOR’S AWARD:
The Mayor’s Award of Excellence was presented to Willard Hutto for his outstanding work ethics and dedication to the City of Winnsboro Fire Department.
RECOGNITION OF VISITORS:
Kim Kimbrough asked the Mayor and Board of Aldermen if the City of Winnsboro could participate in a live remote with KMAR radio station at the City of Winnsboro Animal Facility to raise public awareness of the facility and encouraging the adoption of animals from the shelter.
HUMANE OFFICER REPORT:
Russell Grant presented a monthly activity report for the City of Winnsboro Animal Facility. Motion by Mahoney, second by Johnson and unanimously approved.
ECONOMIC DEVELOPMENT REPORT:
Earl Davis presented a monthly activity report on economic development in the City of Winnsboro. Motion by Gill, second by Dumas and unanimously approved.
FIRE CHIEF MONTHLY REPORT:
Chief Truman Welch presented a monthly activity report for the City of Winnsboro Fire Department. Motion by Johnson, second by Dumas and unanimously approved.
POLICE CHIEF MONTHLY REPORT:
Police Chief Lester Thomas presented the monthly activity report for the City of Winnsboro Police Department. Motion by McCarthy, second by Mahoney and unanimously approved.
FINANCIAL STATEMENTS:
Roxy Fletcher presented the monthly financial reports for the City of Winnsboro. Motion by McCarthy, second by Johnson and unanimously approved.
Richard Mahoney asked the Board to consider replacement of a 1976 service rescue truck used by the Fire Department. Mayor Johnson recommended the Fire Department Committee meet and discuss this purchase.
ADJOURNMENT:
There being no more business to come before the board at this time Mayor Johnson adjourned the meeting.
