STATE TAX SALES OF IMMOVABLE PROPERTY
THE STATE OF LOUISIANA VS. DELINQUENT TAX DEBTOR, PARISH OF FRANKLIN, CITY OF WINNSBORO
By virtue of the authority vested in me by the Constitution and the Laws of the State of Louisiana, I will sell, at the principal front door of the Winnsboro City Hall 3814 Front St. within the legal hours for judicial sales beginning at 10:00 A. M. on Tuesday the 24th day of May A.D., 2011, and continuing on each succeeding day, until said sales are completed, all immovable property on taxes are now due to the State of Louisiana and the City of Winnsboro, to enforce collection of taxes assessed in the year 2010, together with interest thereon from the 31st day of December, 2010, at the rate of 12 percent (12%) per annum until paid and all costs, the names of said delinquent taxpayers, the amount of taxes due by each on the assessment of said year, and the immovable property assessed to each are to be offered for sale.
On the day of the sale, I will sell such portions of the property as each debtor will point out and, in case the debtor will not point our sufficient property, will at once and without further delay sell the least quantity of said property of any debtor which any bidder will buy for the amount of taxes, interest, and costs due by said debtors: the sale will be without appraisement, for cash in legal tender money of the United States. The property sold will be redeemable at any time for the space of three (3) years by paying the price given, including cost and five percent (5%) penalty thereon, with interest at the rate of one percent (1%) per month.

In conformity with the law, notice is hereby given to all parties holding mortgages on real estate located in the City of Winnsboro on which taxes for 2010 have not been paid, that I will begin the sales at the principal front door of the Winnsboro City Hall 3814 Front St. on the 24th day of May A. D., 2011 and that a number of pieces of property were advertised in this newspaper on April 27, 2011; and May 11, 2011, in conformity with the law preparatory to such sales. The attention of mortgage creditors as respectfully called to the advertisements of tax sales and they are warned to take such steps prior to the sales as may be necessary to protect their rights.

Regular Meeting
March 10, 2011 
The Franklin Parish Police Jury met in Regular Session following at Public Hearing on Thursday, March 10, 2011 at 6:00 P.M. in the Police Jury Meeting Room, Courthouse Building, with the following Jurors present. Honorable Ricky Campbell, President, K.W. “Buddy” Parks, James Harris, W.H “Rawhide” Robinson, and Troy Hendry.
Absent were Juror Lewis and Juror Scott
Juror Harris led the group in Prayer and Pledge
Juror Scott entered the meeting at 6:02 p.m.
Motion by Juror Parks and seconded by Juror Hendry to approve the agenda. Unanimously approved

Motion by Juror Harris and seconded by Juror Robinson to approve the minutes of February 10th, February 24th, and March 2nd, 2011 meetings. Unanimously approved
Village of Gilbert requested assistance for erosion of the canal behind 194 Gaither Street. Motion  made by Juror Scott seconded by Juror Parks for the parish to place riprap and dirt at the erosion site to build up the area and prevent further erosion. Unanimously approved 
Blake Kramer shared the hospital update; FMC now offers wound care.  ,FMC has hired Hospitalist for patient care at the hospital.  By doing this patients will receive better one on one care and will relieve the general physicians work load. Begin in May MRI service will be available Monday through Friday. Mr. Kramer ended with briefly describing the changes in Medicaid and will update the jury as changes arise.
LSU AG Center updates prices increasing on commodities; there will be a Cattle Production meeting Monday, March 14, 2011, Mrs. Boutwell, is offering a course to assist inmates in preparing to be released back into society.  The course cost is $100.00.  Ms. Boutwell’s program the “Little book shelf” is going really well.  
Visitors- Richie Poland 417 Hawsey Rd requested that the drainage canal behind his home be dug out and the beaver dams removed.
Jimmy Evans 854 Oakley Rd. Problem with water not flowing in the main canal behind his home.  People are throwing trash over the Oakley Bridge and in the cemetery.  There is also a culvert stopped up at the cemetery.
Juror Scott discussed the possibility of early spraying for mosquitoes. The Jury appointed a committee for mosquitoes spraying.  The committee includes: Rawhide Robinson, Leroy Scott, and Greg Humphries
Motion by Juror Scott and seconded by Juror Harris to change the name of Canal Street to reduce the level of confusion between Canal Street and Canal Road.  The motion was unanimously approved

Motion by Juror Hendry and seconded by Juror Robinson to approve Resolution # 400 adopting the Parish Wide Hazard Multination Plan. Unanimously approved
Motion by Juror Parks and seconded by Juror Harris to accept the lower bid from Louisiana Reality Services, for the appraisals of the homes involved in the HMGP 160 3 N-041-0002 Franklin Parish Acquisition/Elevation program. Unanimously approved
Motion by Juror Harris and seconded by Juror Robinson to re-advertise for demolition services for the HMGP-160N-041-0002 Franklin Parish Acquisition/Elevation program due to the fact that the only bid received was ineligible.   Unanimously approved
Juror Scott discussed the possibility of purchasing FEMA trailers to be used as camps at Turkey Creek Park.  Juror Scott will look into the details and report back to the jury.
Juror Robinson spoke with the Mayor of Baskin regarding their request for assistance made at the meeting last month.  Juror Robinson stated that Village of Baskin does not have the funds to purchase materials, therefore no vote was rendered.
Jurors were informed about Legislative Day on May 10th.
Juror Scott left meeting at 6:51p.m.
The Superintendent gave the Superintendent’s Report motion by Juror Hendry and seconded by Juror Robinson followed by a unanimously vote to approve for the month of March 2011.
Juror Campbell stated that in order to avoid a delay in the chip sealing of roads scheduled for this year; If   Loflin Road is prepared to be sealed before Carroll Road then the work should begin on Loflin. Loflin road has previously been ditched and prepared.  In a motion by Juror Parks the Superintendent is instruction to begin chip sealing Loflin Road before Carroll Rd. if the ditching of Carroll Road had not been completed at that time. Motion by Juror Parks and Juror Robinson seconded the motion, followed by a unanimously to approve.
Public Work Committee:  The motion was made by Juror Hendry, seconded by Juror Robinson to acknowledge R.E. King Road as a parish road in the system.  The road meets all of the parish guide lines and has been maintained by the parish for over 10 years. The public works committee would like for the jury to officially record the length and value you of this road in the inventory of roads for the parish. Unanimously approved
The Parish Superintendent informed the Jury of the lease for equipment No. 54 Caterpillar Dozer will expire in April 2011.  Juror Parks made the motion and to refinance the remaining balance of $123,900.00. Juror Hendry seconded the motion followed by a unanimous vote to approve. The Superintendant was instructed to gather interest rate quotes.
 The recommendation of the purchasing committee regarding equipment No. 63 Caterpillar Excavator with lease ending in June, 2011 is to choose the buyback option and authorize the superintendant to advertise for bids. The motion was made by James Harris and seconded by Troy Hendry to authorize the before mentioned recommendation. Unanimously approved
The recommendation of the purchasing committee regarding equipment No. 53 an 850 John Deere to authorize the Superintendant to either auction or bid out the sale of equipment No. 53. The revenue generated from this sale will be used towards a lease/purchase of a new dozer.   The motion was made by Juror Hendry, seconded by Juror Robinson, followed by a unanimous vote to approve the recommendation.
The purchasing committee asks that the jury also authorize the Superintendant to accept quotes for a MAC Dump Truck and to allow him to trade in equipment No. 111 Dump truck. The trade in along with approximately $18,000.00 generated from recent sales of the scrap metal should cover the cost of this purchase. Motion was made by Juror Hendry and seconded by Juror Robinson.  Unanimously approved
Treasurer Report- The Parish Treasurer informed the jury that over $89,000.00 had been spent on culverts since January 1, 2011.  The Treasurer requested that the purchasing and finance committees meet to review the list of culverts to be ordered and discuss funding.  A budget amendment will be proposed at the next meeting.

APRIL 14, 2011
The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, April 14, 2011 at 6:30 p.m. at the Gilbert City Hall. Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway, Randy Lloyd and Louis Ezell. Also present were Joann Evans, Bill McLemore, Brian Goodman, Ty Britt, Mike Meyers and citizens.
CALL TO ORDER:
Mayor Mike Stephens called the meeting to order. Louis Ezell led in opening prayer. Diane Parker led in the pledge of allegiance.

DISCUSS CLEAN CITY CONTEST:
Stephens stated that although the contest is over and we came so close to winning this, we are no way giving up. As always there are some people that just will not cooperate but I'm very proud of the one's that did cooperate. We will be sending letters to one that will not clean up their property. If you live close to ones that will not clean up ask them to please cleanup. I will be addressing issues immediately. We only missed winning by one point with all effort from all we plan to win hands down next year. Thanks to all employees, inmates and the citizens participation.

INTRODUCE ORD #323 FLOOD DAMAGE PREVENTION:
Motion made by Randy Lloyd, seconded by Louis Ezell to introduce ordinance #323 an ordinance that the Legislature of the State of Louisiana has in statute LRS 38:84 delegated the responsibility of local governmental units to adopt regulations designed to minimize flood losses. Motion carried. All the information pertaining to this flood damage prevention is attached. A public hearing will be held at next month meeting to adopt said ordinance.
DISCUSS THE COMMUNITY WATER ENRICHMENT FUND:
Stephens stated we received the CWEF in the amount okf $25,000.00 and had been approved these funds will be used to make water improvements for south of town.

Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on April 13, 2011, Entergy Louisiana, LLC (“ELL” of the “Company”) an electric public utility providing retail electric service to customers in forty-three (43) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, a Supplemental and Amending Application for Approval to Securitize Investment Recovery Costs Related to the Little Gypsy Unit 3 Repower Project authorizing the Company to finance its investment recovery costs pursuant to Act 988. This filing relates to existing LPSC Docket No. U-30192 and was docketed by the LPSC in new LPSC Docket No. U-31894.
In conjunction with Act 988 of the Louisiana Legislature’s Regular Session of 2010, the parties have reached agreement on a Proposed Uncontested Stipulated Settlement in LPSC Docket No. U-30192 (Phase III) that, assuming Commission approval, will resolve all issues among the parties in Phase III, including: (1) the cancellation of the Little Gypsy 3 repowering project; (2) the establishment of a quantification of the prudently incurred and recoverable cancellation costs; (3) the level(s) at which carrying costs may be accrued on a going forward basis; (4) the appropriate allocation of the recoverable cancellation costs among the Companies’ customer classes and customers; and (5) subject to the issuance of an appropriate financing order, the framework for the securitization of the recovery costs.
The proposed Financing Order submitted with the April 13 filing in LPSC Docket No. U-31984 addresses the request of ELL, under Act No. 988 to: (1) finance, through the issuance of investment recovery bonds, ELL’s investment recovery costs in the amount of $200,000,000.00, as determined in LPSC Docket No. U-30192 (Phase III), plus carrying costs on such investment recovery costs and up-front financing costs associated with the issuance of investment recovery bonds; (2) approve the proposed financing structure and issuance of investment recovery bonds; (3) approve the creation of investment recovery property, including the right to impose and collect investment recovery charges sufficient to pay the investment recovery bonds and associated financing costs; (4) approve a tariff to implement the investment recovery charges; and (5) approve another tariff to implement ancillary cost offsets and cost recovery relating to the investment recovery costs process.
Because the actual revenue requirement will not be known until after the pricing of the investment recovery bonds, it is only possible to estimate typical bills at this time. The estimated monthly bill of a typical residential customer using 1,000 kWh will increase by $0.45 per month, representing a 0.48% increase.

According to the Source Water Assessment Plan, our water system had a susceptibility rating of MEDIUM. If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. North Franklin Ww is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Maximum contaminant level (MCL) - the "Maximum Allowed" MCL is the highest level of a contaminant that is allowed in drinking water. MCL's are set as close to the MCLG's as feasible using the best available treatment technology.
Maximum contaminant level goal (MCLG) - the "Goal" is the level of a contaminant in drinking water below which there is no known or expected risk to human health. MCLG's allow for a margin of safety.
Maximum residual disinfectant level (MRDL) - The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.

On or about May 13, 2011 the Franklin Parish Police Jury will submit a request to the Louisiana Division of Administration for the release of Louisiana Community Development Block Grant Funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to undertake a project known as FY 2009 LCDBG Public Facilities, for the purpose of Potable Water Improvements along Wilderness Lane, Huggins Lane, Reeves Road, and a portion of LA Highway 15 northwest of Gilbert, Louisiana.
FINDING OF NO SIGNIFICANT IMPACT
The Franklin Parish Police Jury has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Franklin Parish Courthouse, Winnsboro, Louisiana and may be examined or copied weekdays (8:30) A.M. to (4:00) P.M.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the President of the Franklin Parish Police Jury. All comments received by May 12, 2011 will be considered by the Franklin Parish Police Jury prior to authorizing submission of a request for release of funds. Commentors should specify which part of this Notice they are addressing.
RELEASE OF FUNDS
The Franklin Parish Police Jury certifies to Division of Administration that Ricky Campbell in his capacity as President consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Division of Administration approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Franklin Parish Police Jury to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The Division of Administration will consider objections to its release of funds and the Franklin Parish Police Jury’s certification received by May 30, 2011 or a period of fifteen days from its receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer or other officer of the Franklin Parish Police Jury approved by the Division of Administration; (b) the Franklin Parish Police Jury has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the Division of Administration; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the Division of Administration at P.O. PUBLIC HEARING NOTICE
The Franklin Parish Police Jury will hold a public hearing at 6:00 p.m. on May 12, 2011 at the Police Jury Office. The purpose of the meeting is to obtain views on the housing and community development needs of the Franklin Parish Police Jury and to discuss the submission of an application for funding under the State of Louisiana FY 2012/2013 Community Development Block Grant (LCDBG) Program. The following items will be discussed at the hearing:
The amount of funds available for proposed community development and housing activities;
The range of activities available that may be undertaken, including the estimated amount of funds proposed to be used for activities that will benefit persons of low and moderate incomes;

NOTICE OF A FINDING OF NO SIGNIFICANT IMPACT
The USDA, Rural Utilities Service has received an application for financial assistance from the North Franklin Water Works. The system is located around the town of Baskin and the town of Crowville in the Northern portion of Franklin Parish and the Southwestern portion of Madison Parish, Louisiana. As required by the National Environmental Policy Act and agency regulations, the Rural Utilities Service has prepared an Environmental Assessment that evaluated the potential environmental effects and consequences of the proposed project.
The proposed project is referred to as Water System Improvements consisting of: Three new 215 gpm water wells at the existing Chapman site; a pumping plant consisting of one 250,000 gallon ground storage tank, four 315 gpm supply pumps, chlorine facility, chemical feed equipment, stationary generator and related work; 30,624lf of 16 inch diameter supply main from the Chapman site to the La. Hwy. 577 site which has an existing elevated tank located onsite. All distribution line work will take place within existing Parish and State Right-of-ways. The proposed system improvements will improve service to all existing customers on the system.
As required by the National Environmental Policy Act, Rural Development (Rural Utilities Service) has assessed the potential environmental effects of the proposed project and has determined that the proposal will not have a significant effect on the human environmental and, therefore, an Environmental Impact Statement will not be prepared. The basis for this determination is that implementation of this project should not have a significant effect on the human environmental and minimal adverse effect on or the conversion of important farmland, wetland or floodplains and should not have an adverse effect on threatened or endangered species or on a cultural resource.
