PUBLIC HEARING NOTICE
VILLAGE OF GILBERT
The Village of Gilbert will hold a Public Hearing on Tuesday, April 19, 2011 at 8:00 a.m. at the Village Hall, 7564 Gilbert Street, Gilbert, Louisiana for the purpose of obtaining views on housing and community development needs. The Town will discuss the submission of an application for possible funding under the State of Louisiana FY 2012 - FY 2013 Louisiana Community Development Block Grant (LCDBG) Program. The following information will be discussed at said hearing:
A.
The amount of funds available for proposed community
development and housing activities;
B.
The range of activities that may be undertaken, including
the estimated amount proposed to be used for activities
that will benefit persons of low and moderate income;
C.
The plans of the Village for minimizing displacement as a
result of activities assisted with such funds and the
benefits to be provided to persons actually displaced as a
result of such activities;
D.
The Village’s prior performance of LCDBG Programs
funded by the State of Louisiana.
Accommodations will be made for handicapped and non-English speaking individuals provided that a three (3) day notice is received by the Village.
All residents, particularly persons of low-to-moderate income and residents of blighted areas, are encouraged to attend this hearing. Those residents unable to attend this public hearing may submit their views and proposals to the Village at the following address, within fifteen days after the hearing.

The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Monday, February 28, 2011 at 6:00 PM at the Winnsboro City Court, 1308 Cornell Street, Winnsboro, Louisiana, with Mayor Jackie R. Johnson presiding.
Aldermen present: Betty Johnson, Rex McCarthy
Absent: Richard Mahoney, John Dumas, Craig Gill
There was not a quorum and the Mayor adjourned meeting until 6:00 on Monday, March 7, 2011.

CALL TO ORDER
The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Monday, March 7, 2011 at 6:00 PM at the Winnsboro City Court, 1308 Cornell Street, Winnsboro, Louisiana, with Mayor Jackie R. Johnson presiding.
Aldermen present: Richard Mahoney, John Dumas, Rex McCarthy
Absent: Betty Johnson, Craig Gill
Motion by Dumas, second by Mahoney and unanimously approved to accept the minutes from the January and special called meetings.
HEATH MCGUFFEE:
Heath McGuffee with Meyer, Meyer, LaCroix & Hixson gave a progress report on all of their projects with the City of Winnsboro.
HIGHWAY 15 TRAFFIC SURVEY:
The City of Winnsboro has not received the results of the traffic survey and will address this at the next meeting.
RESOLUTION NO. 11-0201:
Resolution on Turkey Creek Lake project was not discussed at this time.
RESOLUTION NO. 11-0202:
Resolved that the City of Winnsboro informs Louisiana Department of Environmental Quality that the following actions were taken by the Board of Aldermen of the City of Winnsboro, Louisiana.
1. Reviewed the Municipal Water Pollution Prevention Environmental
Audit Report which is attached to this resolution
2. Set forth the following actions necessary to maintain permit
requirements contained in the Louisiana Water Discharge

RESOLUTION NO. 11-0204:
A RESOLUTION ADOPTING THE
PARISH - WIDE HAZARD MITIGATION PLAN
WHEREAS, the Franklin Parish Police Jury has received grant funds from the Federal Emergency Management Agency, through the Governor’s Office of Homeland Security and Emergency Preparedness, for the update of a hazard mitigation plan and;
WHEREAS our community has participated in the process to update a DMA compliant Hazard Mitigation Plan based on the FEMA guidance available in the How to Guides;
WHEREAS our community wishes to participate in the Hazard Mitigation Plan Update prepared by the Franklin Parish government under the oversight of a Steering Committee comprised of Parish- wide representatives;
WHEREAS, Franklin Parish and local representatives and governments have participated in the mitigation planning process;
WHEREAS appropriate opportunity for input by public and community officials has been provided through press releases, open meetings and availability of draft documents;
WHEREAS the updated Plan has been recommended for adoption by the Steering Committee;
WHEREAS adoption of the updated Plan is required prior to further consideration
for FEMA funding under the following programs:
· Pre-Disaster Mitigation
· Hazard Mitigation Grant Program
· Flood Mitigation Assistance Program
Therefore, City of Winnsboro hereby adopts the Franklin Parish Hazard Mitigation Plan Update on 7th day of March, 2011.
RESOLUTION NO. 11-0205:
A RESOLUTION AUTHORIZING THE CITY OF WINNSBORO THROUGH ITS MAYOR TO SUBMIT AN APPLICATION TO THE DELTA REGIONAL AUTHORITY PROGRAM FOR A GRANT IN ORDER TO MAKE IMPROVEMENTS TO WINNSBORO RUBBER RECYCLING, LLC LOCATED IN THE CITY OF WINNSBORO INDUSTRIAL PARK UNDER THE FY 2011 PROGRAM.
WHEREAS, the City of Winnsboro, Louisiana, has identified a need related to the community, improvements to the Winnsboro Rubber Recycling, LLC facility located in the industrial park; and
NOW, THEREFORE, BE IT RESOLVED that the City of Winnsboro, Louisiana, hereby submits an application for a Delta Regional Authority Program Grant under the terms and conditions of the DRA.
BE IT FURTHER RESOLVED that the City of Winnsboro, Louisiana, supports the proposed activities described hereinabove.
BE IT FURTHER RESOLVED that the Board of Aldermen hereby authorizes and designates Jackie R. Johnson, Mayor, as Chief Elected Officer and Authorized Representative, to act in all matters in connection with this application and the participation in the Delta Regional Authority Program.
THUS DONE AND ADOPTED on this 28th day of February, 2011, by the Board of Aldermen of the City of Winnsboro, Louisiana, in regular session by the following vote:
ANGELA MALONE:
Angela Malone appeared before the Board concerning an incident that happened in her neighborhood.
Alderwoman Betty Johnson arrived and counted as present at this time.
RESOLUTION NO. 11-0201:
Mayor Johnson told the Board and audience that he felt the Turkey Creek Lake Project would greatly benefit Winnsboro and the surrounding areas in our Parish. He also did not want to vote on this project since Mr. Gill was not in town and able to attend this meeting. Mayor Johnson felt it would only be fair to Mr. Gill’s constituents to wait until the regular scheduled meeting on March 21st to ask the Board to vote on this project.
RECOGNITION OF VISITORS:
Laurinder Fruller wanted to inform the Mayor and Board of Aldermen that she is trying to implement a Jr. High softball program. She had talked with the company that brings an annual fair to Gilbert and they will come to your community as a fundraiser. Mayor Johnson asked Ms. Fruller to attend a meeting he had scheduled concerning a fair in Winnsboro.
Monyea Malone spoke to the Board about need for increase in police and their pay.
Roosevelt Grant appeared commending the police department. He agreed that the police officers needed a raise if the money was available. He asked that everyone work together.
Kim Kimbrough asked could the animal facility be open to the public during a specific day and time so that people could see what dogs were available. Mayor Johnson agreed to make these arrangements.
HUMANE OFFICER REPORT:
Russell Grant gave a monthly report on the Animal Facility. Motion by McCarthy, second by Johnson to accept the report. Unanimously approved.
POLICE CHIEF MONTHLY REPORT:
Chief Lester Thomas gave a monthly report for the City of Winnsboro Police Department. Motion by Mahoney, second by McCarthy to accept the report. Unanimously approved.
HIRING OF POLICE OFFICERS:
Chief Thomas recommended the hiring of two new police officers, Jonathan McFarland and Jason Wright. Motion by McCarthy, second by Johnson and unanimously approved to hire both officers for the City of Winnsboro Police Department.
FIRE CHIEF MONTHLY REPORT:
Chief Truman Welch gave a monthly report for the City of Winnsboro Fire Department. Motion by McCarthy, second by Mahoney to accept the report. Unanimously approved.
MONTHLY FINANCIAL REPORTS:
Roxy Fletcher gave a monthly financial report for the City of Winnsboro. Motion by McCarthy, second by Johnson to accept the monthly financial reports. Unanimously approved.
ADJOURNMENT:
There being no more business to come before the board at this time the meeting was adjourned by Mayor Johnson.

Franklin Parish Police Jury
Request for Qualifications 
The Franklin Parish Police Jury has secured funding through FEMA for the Hazard Mitigation Grant Program (HMGP).  The Police Jury will be accepting Statements of Qualification (SOQs) for engineering services associated with the awarded grant for engineering services for wind retrofitting of six critical facilities in Franklin Parish. All proposals must be sent to the Franklin Parish Police Jury by 1:00 p.m. local time, on May 10, 2011, at which time they will be opened and read aloud.
Request for Qualifications (RFQ) are available from the Franklin Parish Police Jury, 6558 Main Street, Winnsboro, La. The specifications and criteria are written to provide competition among qualified entities. Any paragraph of the RFQ that tends to restrict competitive bidding unnecessarily should be brought to the attention of the Police Jury President.
All proposals must be complete and provide all information requested.
