LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY (LDEQ)
FRANKLIN PARISH POLICE JURY
ABE LINCOLN SUBDIVISION WASTEWATER TREATMENT
FACILITY
DRAFT WATER DISCHARGE PERMIT
The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Franklin Parish Police Jury, Abe Lincoln Subdivision Wastewater Treatment Facility, 6558 Main Street, Winnsboro, LA 71295. The facility is located on Louisiana Street, one half mile south of La Hwy 4, Winnsboro, Franklin Parish. Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit.
The principal discharge from this existing source is made into an unnamed ditch, thence into Boggy Bayou, thence into Little Turkey Creek, thence into Turkey Creek Lake, waters of the state classified for primary contact recreation, secondary contact recreation and propagation of fish and wildlife. Under the SIC 4952, the applicant proposes to discharge treated sanitary wastewater from a publicly owned treatment works serving the Abe Lincoln Subdivision.
During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur.
Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this permit action may be submitted to LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313. Written comments and/or written requests must be received by 12:30 p.m., Wednesday, May 11, 2011. Written comments will be considered prior to a final permit decision.

If LDEQ finds a significant degree of public interest, a public hearing will be held. LDEQ will send notification of the final permit decision to the applicant and to each person who has submitted written comments or a written request for notification of the final decision.

Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday (except holidays). Applications are being taken to fill one position for District Supervisor for the Northeast Soil and Water Conservation District.
To qualify as a candidate to run for District Supervisor, the candidate must be a landowner or farm operator within the boundaries of the Northeast SWCD; be a qualified voter within the state and the boundaries of the Northeast SWCD; provide the State Commission a petition containing the names of at least twenty-five (25) qualified voters. The petition shall be signed by the Registrar of Voters attesting that the names on the petition are qualified voters in the named Soil and Water Conservation District.
Petitions must be completed and postmarked by April 30, 2011 to send to the State Commission.
The Soil and Water Conservation Commission practices non-discriminatory policies and any person, regardless of race, creed, color, religion or national origin may be eligible as a candidate.

Board members present: Kelly Clark, Dewayne Hendry, Don McDuffie, Don Middleton, Colby Peppers. All Board members present.
Guests Present: Daniel Fuller, Central Community Fireman.
Subject under consideration: A preliminary Resolution to incur debt for additional fire apparatus.
All Board members were presented a written resolution to read and comment upon. After some discussion, Dewayne Hendry made the motion to accept the resolution as written, seconded by Colby Peppers. The Board was in full agreement with no descent.
The original Resolution text with the signatures of all Board members is on file with these minutes. Three (3) originals were returned to Attorney Wes Shafto to the attention of Ms. Karen Patterson, legal assistant, containing the required signatures of Kelly Clark, President and Don Middleton, Secretary Treasurer.
