By virtue of a writ of SEIZURE AND SALE, to me directed by the honorable Fifth District Court of Louisiana, in and for the Parish of Franklin, I will offer for sale at public auction, at the front door of the Courthouse, in the City of Winnsboro, Franklin Parish, La., on Wednesday the 23rd day of FEBRUARY A.D., 2011, within legal hours beginning at 10:00 a.m., the following described property, to-wit:
The following described tract of land located in Section 22, Township 15 North, Range 7 East, Franklin Parish, Louisiana, together with all buildings and improvements located thereon:
A certain lot or parcel of land in the Northwest Quarter of the Southeast Quarter (NW/4 of SE/4) of Section 22, Township 15 North, Range 7 East, described as follows: Being at the southwest corner of the Northwest Quarter of the Southeast Quarter (NW/4 of SE/4) of Section 22, Township 15 North, Range 7 East, and run thence in an easterly direction along the south boundary of said Northwest Quarter of the Southeast Quarter (NW/4 of SE/4) of Section 22, a distance of 210 feet, more or less, to the Southeast corner of that certain lot acquired by Bilbo Martin by deed from Allen J. Stewart as recorded in Conveyance Book 166, Page 203, of the records of Franklin Parish, Louisiana, for a POINT OF BEGINNING; thence from said POINT OF BEGINNING, continue running in an easterly direction along the last described course a distance of 95 feet, more or less; thence run in a Northerly direction along a line parallel to the East boundary of said Martin lot a distance of 390 feet, more or less, to a point of intersection with the centerline of a private road; thence run in a Northwesterly direction a distance of 88 feet, more or less, to the Northeast corner of that certain lot acquired by Cecil R. Clingan by deed from Allen J. Stewart as recorded in Conveyance Book 166, Page 648, of the records of Franklin Parish, Louisiana; thence run in a Southerly direction along the East boundary of said Clingan lot a distance of 150 feet, more or less, to the Northeast corner of said Martin lot; thence continue in a Southerly direction along the East boundary of said Martin lot a distance of 300 feet, more or less, back to the POINT OF BEGINNING; subject to restrictions, servitudes, rights-of-way and outstanding mineral rights of record affecting the property.

VILLAGE OF BASKIN
REGULAR COUNCIL MEETING
Feb. 8, 2011
The Mayor and the Council of the Village of Baskin met in regular session on Tuesday, Feb. 8, 2011, at 5:00 p.m., at the Village of Baskin Town Hall.
Present: Mayor Jean Clark, Chief of Police, Fire Chief and guests.
There being a quorum present, the meeting was called to order.
The Pledge of Allegiance was led by Mayor Jean Clark. Mr. Bill Mulkey of Risk Management Inc. opened the meeting with prayer.
The minutes of the previous council meeting were presented.
Marie Barber made a motion to accept the minutes as read. Joseph Chase seconded.
Yeas 3. Nays 0. Absent 0.
OLD BUSINESS:
Ordinance No. 01/11/(1), An Ordinance to Ban the Sale of Synthetic and/or Controlled Drugs (Used in Manufacturing "Bath Salts," having been presented at a public meeting was adopted, effective Feb. 8, 2011.
A motion was given by Marie Barber; second made by Larry LaBorde. Motion carried. Yeas 3. Nays 0. Absent 0.
NEW BUSINESS:
Permission to pay all bills was granted.
Larry LaBorde made a motion; Marie Barber seconded. Yeas 3. Nays 0. Absent 0.
POLICE REPORT:
Chief Danny Barber announced that Patrolman Billy Beach successfully completed his six-month probationary period.
Upon recommendation of Chief of Chief Barber, Chester Coleman was hired to the position of part-time patrolman.
Marie Barber made a motion and Larry LaBorde seconded to hire Mr. Coleman. Motion was approved.

FIRE REPORT:
Chief Bobby Fife told that First Responder classes have begun. Also the LSU training classes are continuing. Several volunteers are now classified Fire Fighter I. No fire calls have been received this month to date.
Having no further business, Mayor Clark called for a motion and second to adjourn.
Marie Barber made a motion. Larry LaBorde seconded.

The meeting was adjourned at 5:16 p.m.

VILLAGE OF BASKIN
ORDINANCE NO. 01/11(1)
AN ORDINANCE TO BAN THE SALE OF SYNTHETIC AND/OR CONTROLLED DRUGS
BE IT ORDAINED THAT The Board of Aldermen of the Village of Baskin, Parish of Franklin, State of Louisiana, in regular session, duly convened as the governing authority that:
This proposed ordinance be introduced at a public meeting on January 11th, 2011, and published in the local journal, be brought forth for adoption at the Regular Council Meeting, February 8th, 2011, at 5:00 p.m. at the Baskin Town Hall.
WHEREAS, The State of Louisiana has declared an Emergency Ban on chemicals used in manufacturing "Bath Salts."
WHEREAS, According to the Secretary of State, these chemicals have no medical value, are hazardous to the health of our citizens and have a high potential for abuse.
WHEREAS, The Village of Baskin now sets forth this Ordinance to ban the sale of these Chemicals or any combination of these chemicals within the legal jurisdiction of the Village of Baskin.
1. 3,4-Methylenedioxymethcathinine (Methylone)
2. 3,4-Methylenedioxypyrovalerone (MDPV)
3. 4-Methylmethcathinone (Mephedrone)
4. 4-Methoxymethcathinone
5. 3-Fluoromethcathinone
6. 4-Fluoromethcathinone
THEREFORE BE IT ORDAINED THAT, By authority of the Village of Baskin, Board of Aldermen That, this Ordinance be adopted on the 8th day of February, 2011, and become effective immediately.
This done and the votes are as follows:
