The Village of Gilbert met in special called meeting on Friday, January 28, 2011 at 6:30 p.m. at the Gilbert City Hall.
Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway, Randy Lloyd, Louis Ezell and citizens.
CALL TO ORDER:
Mayor Mike Stephens called the special meeting to order.
PRAYER: Louis Ezell led in opening prayer.
PLEDGE OF ALLEGIANCE: Diane Parker led in the pledge of allegiance.
ACCEPT RESIGNATION OF BRUCE LOFTON:
Motion made by Louis Ezell, seconded by Randy Lloyd to accept the resignation of Bruce Lofton. Motion carried.
SET SALARY FOR PART-TIME EMPLOYEE:
Discussion was held. Motion made by Kay Dunaway, seconded by Randy Lloyd to set salary at $8.50 per hour for part-time employee until applications are complete and full time employee hired. Motion carried.

RESOLUTION NO. 11-0104:
RESOLUTION DECLARING AN EMERGENCY ON THE RECONSTRUCTION OF A WAREHOUSE AT WINNSBORO RUBBER RECYCLING, LLC LOCATED IN THE CITY OF WINNSBORO INDUSTRIAL PARK.
WHEREAS, Winnsboro Rubber Recycling, LLC leases buildings located in the City of Winnsboro Industrial Park; and
WHEREAS, a 12,000 square ft. building being used as a warehouse to store finished recycled product was completely destroyed by a fire; and
WHEREAS, Winnsboro Rubber Recycling, LLC lost 4 million pounds of inventory which currently needs to be replenished to fulfill current contracts; and
WHEREAS, Winnsboro Rubber Recycling, LLC’s insurance company has paid an amount that would enable them to reconstruct the warehouse that was damaged and to construct a loading dock; and
WHEREAS, their Workman’s Compensation Insurer has also deemed the area including the dock as unsafe working conditions and given them 45 days to correct these conditions or their coverage will be terminated; and
WHEREAS, this does not allow the City the needed time to advertise for bids as required by Public Bid Laws.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Aldermen of the City of Winnsboro, convened in a special called meeting on January 24, 2011, that the reconstruction of the warehouse and the construction of a loading dock is declared an emergency for the safety and well being of the employees and Winnsboro Rubber Recycling, LLC and the continued operation of this facility. They are authorized to begin immediate construction to comply with the requirements of their insurance company and seek any additional funding available for the construction of the loading dock area.

MINUTES - LIBRARY BOARD
February 2, 2011
The Franklin Parish Library Board met in a regular noon meeting on February 2, 2011. John Guice, Board Vice-President, opened the meeting with board members, Addie Bolton, Jeannette Thompson, and Bill Marionneaux present. Ms. Snyder was absent. Mr. Guice led in prayer. Dr. Marionneaux moved that the minutes of the last board meeting be approved and Ms. Bolton seconded the motion and all were in favor.
Library Director, Carolyn Flint, gave the statistical reports for the fourth quarter of 2010. The financial report was given and the financial status of the library is good. Circulation was down for the quarter compared to the same quarter for 2009. Program attendance was good and the use of public access computers remains high.
Ms. Flint showed the board members a book that the staff has placed in the library in honor of The Franklin Parish Library Board of Control. The staff also prepared lunch for the board members to thank them for their service to the library and for their support of the library staff. Ms. Flint read a letter from the Franklin Parish Police Jury stating that Dr. Marionneaux and Mrs. Addie Bolton have been reappointed to the Library Board of Control from another five (5) year term. The board members were given a copy of the 2009 statistical report for Louisiana libraries.
There being no other business, the meeting was adjourned.
