REQUEST FOR WRITTEN PROPOSALS
FOR ENGINEERING DESIGN SERVICES
CITY OF WINNSBORO
WINNSBORO AIRPORT
The City of Winnsboro (hereinafter referred to as "Owner"), will accept qualification proposals from engineers/consultants to provide professional services as required by the Owner from time to time in accordance with U.S. Department of Transportation, Federal Aviation Administration Advisory Circular No. 150/5100-14D dated September 30, 2005 (hereinafter referred to as "AC 150/5100-14D") for professional engineering/architectural services for airport development projects at the Winnsboro Airport - Winnsboro, Louisiana (hereinafter referred at as "Airport"). The projects are anticipated for planning/design during the next three (3) to five (5) years.
A copy of the Request for Qualifications is available from the City of Winnsboro, P.O. Box 250, Winnsboro, Louisiana 71295, (318) 435-9087.
Respondents are advised that it is the intent of the Owner to submit requests for Federal and State (Louisiana DOTD/Aviation Division) funding grants for all eligible work associated with the planning, design, including but not limited to; administration; environmental assessments, where applicable; development; and construction of the projects, and therefore, proposals must be responsive to the eligibility criteria for the airport aid programs.
Possible work will include preparation of pre-applications and applications for federal and state funding, airport layout plan, capital improvement plan, Disadvantaged Business Enterprise (DBE) Plan & Goal, runway extension justification, environmental studies, feasibility studies, benefit cost analysis, airport compliance issues and analysis, engineering design and planning for runways and taxiways, runway/taxiway overlays, pavement maintenance, aircraft parking aprons, airport lighting, NAVAIDS, weather reporting system, land acquisition, fencing, roads, fueling facilities, and terminal/hangar area improvements.
The selected "Engineer/Consultant" will coordinate the services to be provided through the Mayor and the Airport Manager and other agencies as may be directed.
The selected "Engineer/Consultant" must have AutoCAD & Micro Station capability.
Proposals shall be in the form of the LaDOTD (Aviation) Standard Form SOQ-1 and must be received by 2:00 p.m. local time on February 11, 2011 by:

Respondents will be evaluated on the basis of recent experience in airport work similar to that proposed and with the FAA and Louisiana DOTD/Aviation Division requirements and procedures.
The Owner's selection committee will meet and evaluate proposals within 30 days of the above stated deadline or may elect to interview top ranked firms. The Owner reserves the right to reject any and all proposals received.
Attached to the Request for Qualifications is a copy of the Owner's "Master Engineering Services Agreement". The selected Engineer(s)/Consultant(s) will be required to execute the Master Engineering Services Agreement and will be required to execute an individual contract for each project the selected Consultant(s) is assigned to undertake for the Owner.

Minutes of Board Meeting dated Thursday, January 6, 2011 at 7:30 a.m., Crowville Fire Station.
Board members Present: Kelly Clark, Don Middleton, Colby Peppers.
Guest present: Daniel Fuller, Central Community Fireman; Roy McDuffie, Advisor to the Board.
Business discussed and/or acted on by the Board:
1. Don Middleton reviewed the financial statement. After some discussion, the Board approved the statement without change or descent.
2. Included in the financial statement was a partial payment of #1060.47 insurance rebate for 2011. This deposit was made on 12-15-2010.
3. The Board continues to seek a suitable late model fire truck for the Central Community. Several sources are being considered and contacted.
4. The Board voted to pay off the remaining debt of approximately $14,000 on the fire truck acquired new in 2003. This debt is owed to Franklin State Bank.
5. Some discussion centered around the upcoming new charter to be voted on in the Fall of 2011. The new charter, if passed, would take effect in 2012. Mr. Roy McDuffie volunteered to contact an attorney that he knows to help with this process.
6. Don Middleton as Secretary-Treasurer stated that a modified budget is to be prepared to justify and explain the actual expenses which exceeded the projected amounts in the Budget adopted for 2010. This reconciliation budget should be ready for Board review by the February, 2011 Board meting.

Surety must be listed currently on the U.S. Department of Treasury Financial Management Service List (Treasury List) as approved for an amount equal to or greater than the contract amount, or must be an insurance company domiciled in Louisiana or owned by Louisiana residents. If surety is qualified other than by listing on the Treasury list, the contract amount may not exceed fifteen percent of policyholders' surplus as shown by surety's most recent financial statements filed with the Louisiana Department of Insurance and may not exceed the amount of $500,000. However, a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. The Owner reserves the right to reject any and all bids for just cause. In accordance with La. When this project is financed either partially or entirely with State Bonds, the award of this Contract is contingent upon the granting of lines of credit, or the sale of bonds by the State Bond Commission. The State shall incur no obligation to the Contractor until the Contract Between Owner and Contractor is fully executed.

The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, January 13, 2011 at 6:30 p.m., at the Gilbert City Hall.
Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway, Randy Lloyd and Louis Ezell.
Also present were JoAnn Evans, Bill McLemore, Bruce Lofton and Jimmy Evans and citizens.
CALL TO ORDER:
Mayor Mike Stephens called the meeting to order. Louis Ezell led in opening prayer. Diane Parker led in the pledge of allegiance.
MINUTES:
Motion made by Louis Ezell, seconded by Kay Dunaway to accept the December minutes as presented. Motion carried.
FINANCIAL DOCUMENTS:
Motion made by Kay Dunaway, seconded by Louis Ezell to accept the financial documents as presented. Motion carried.
PAY MONTHLY BILLS:

On a recommendation by the Mayor, a motion was made by Louis Ezell, seconded by Randy Lloyd to appoint McManus Consulting Engineers. Motion carried.

Mayor Stephens stated that the fair would be coming 10th thru the 13th of February. Stephens also stated the Community Water Enrichment Fund grant in the amount of twenty-five thousand dollars ($25,000.00) has been completed and is being applied for water south of Gilbert.
