REQUEST FOR WRITTEN PROPOSALS
FOR ENGINEERING DESIGN SERVICES
CITY OF WINNSBORO
WINNSBORO AIRPORT
The City of Winnsboro (hereinafter referred to as "Owner"), will accept qualification proposals from engineers/consultants to provide professional services as required by the Owner from time to time in accordance with U.S. Department of Transportation, Federal Aviation Administration Advisory Circular No. 150/5100-14D dated September 30, 2005 (hereinafter referred to as "AC 150/5100-14D") for professional engineering/architectural services for airport development projects at the Winnsboro Airport - Winnsboro, Louisiana (hereinafter referred at as "Airport"). The projects are anticipated for planning/design during the next three (3) to five (5) years.
A copy of the Request for Qualifications is available from the City of Winnsboro, P.O. Box 250, Winnsboro, Louisiana 71295, (318) 435-9087.
Respondents are advised that it is the intent of the Owner to submit requests for Federal and State (Louisiana DOTD/Aviation Division) funding grants for all eligible work associated with the planning, design, including but not limited to; administration; environmental assessments, where applicable; development; and construction of the projects, and therefore, proposals must be responsive to the eligibility criteria for the airport aid programs.
Possible work will include preparation of pre-applications and applications for federal and state funding, airport layout plan, capital improvement plan, Disadvantaged Business Enterprise (DBE) Plan & Goal, runway extension justification, environmental studies, feasibility studies, benefit cost analysis, airport compliance issues and analysis, engineering design and planning for runways and taxiways, runway/taxiway overlays, pavement maintenance, aircraft parking aprons, airport lighting, NAVAIDS, weather reporting system, land acquisition, fencing, roads, fueling facilities, and terminal/hangar area improvements.
The selected "Engineer/Consultant" will coordinate the services to be provided through the Mayor and the Airport Manager and other agencies as may be directed.
The selected "Engineer/Consultant" must have AutoCAD & Micro Station capability.
Proposals shall be in the form of the LaDOTD (Aviation) Standard Form SOQ-1 and must be received by 2:00 p.m. local time on February 11, 2011 by:

Three (3) copies of the proposal must be furnished.
Respondents will be evaluated on the basis of recent experience in airport work similar to that proposed and with the FAA and Louisiana DOTD/Aviation Division requirements and procedures.
The Owner's selection committee will meet and evaluate proposals within 30 days of the above stated deadline or may elect to interview top ranked firms. The Owner reserves the right to reject any and all proposals received.
Attached to the Request for Qualifications is a copy of the Owner's "Master Engineering Services Agreement". The selected Engineer(s)/Consultant(s) will be required to execute the Master Engineering Services Agreement and will be required to execute an individual contract for each project the selected Consultant(s) is assigned to undertake for the Owner.

VILLAGE OF BASKIN
REGULAR COUNCIL MEETING
January 11, 2001
The Mayor and the Council of the Village of Baskin met in regular session on Tuesday, January 11, 2011, at 5:00 p.m., at the Village of Baskin Town Hall.
Present: Mayor Jean Clark and Council Members Marie Barber, Joseph Chase, and Larry LaBorde.
Also present: Town Clerk, Chief of Police, Fire Chief and guests.
Mayor Clark welcomed the new council members and all attendees. This marked the first council meeting of the January 2011 - December 2014 administration.
There being a quorum present, the meeting was called to order.
The Pledge of Allegiance and prayer was led by Mayor Clark.
The minutes of the previous meeting were read by the Clerk.
Marie Barber made a motion to accept the minutes as read. Larry LaBorde seconded. Yeas 3. Nays 0. Absent 0.
OLD BUSINESS: None
NEW BUSINESS:
Permission was granted to pay all bills.

Protocol for Special Meetings
Twenty-four hour public announcement will be posted on the door of Town Hall and a phone call made to each Alderman, twenty-four hours in advance unless the Special Meeting is deemed an Emergency.

Set All Salaries.
Recommendation was made to set all salaries for this administration and that they remain "as is." Motion to this order was made by Larry LaBorde. Joseph Chase seconded. Yeas 3. Nays 0. Absent 0.
The next order of business was the appointment of the Clerk, Attorney and Tax Collector. The following were appointed to these positions: Merlyn Ritchie, Town Clerk; Caroline Hemphill, Town Attorney; Joe Walters, Tax Collector.

Ordinance No. 01/11/(1) An Ordinance to Ban the Sale of Synthetic and/or Controlled Drugs (used in manufacturing "Bath Salts" was introduced. This ordinance will be presented for adoption on February 8, 2011, 5:00 p.m., at the regular council meeting held at Baskin Town Hall.
Resolution #2011-01
A Resolution on Policy to Speak at a Public Meeting was introduced and adopted. Marie Barber made a motion. Larry LaBorde seconded. Yeas 3. Nays 0. Absent 0.
Fire Report:
Chief Bobby Fife reported that the Pumper has been repaired and is back in operation. The volunteer firefighters continue with numerous training classes. They attend two classed each month.
Police Report:
Chief Danny Barber told that Patrolman Matt Chapman has completed the six-month probationary time successfully. He also requested that permission be granted to advertise for a part-time patrolman. Approval was given for this request. An ad will be place in the local journal. Larry LaBorde made a motion. Joseph Chase seconded. Yeas 3. Nays 0. Absent 0.
Bank Account Signatures:
Village of Baskin designated back account signers will be Mayor Jean Clark, and Marie M. Barber, Alderwoman. Larry LaBorde, Alderman will remain on the list of signers. Two of the current signers will be deleted: Billy Joe Cupp and Michael Ballard. Marie Barber made a motion. Larry LaBorde seconded. Yeas 3. Nays 0. Absent 0. The motion carried.
Appointment of Mayor Pro Tempore'
A recommendation was made to appoint Alderman Marie Barber to serve as Mayor Pro Tempore. Larry LaBorde made a motion. Joseph Chase seconded the motion. Yeas 3. Nays 0. Absent 0.
Reset Court Time and Regular Council Meeting Time Village of Baskin Mayor's Court will convene at 10:00 a.m., the first Wednesday of each month.
Village of Baskin Regular Council Meeting will be held at 5:00 p.m., the second Tuesday of each month.

Reset Legal Holidays

TOWN OF WISNER
REGULAR COUNCIL MEETING
December 9, 2010
The Town Council of Wisner met in regular session on Thursday, Dec. 9, 2010 at 6:30 p.m. at the Wisner Town Hall.
Present: Mayor Luckett, Thomas Moore, and Nettie B. Brown, Thomas Lemle, Marc McCarty and Mike Caldwell.
Absent: None.
Also present: Town Clerk
There being a quorum Mayor Luckett called the meeting proceeding to order.
The invocation was led by Mike Caldwell.
The Pledge of Allegiance was led by Thomas Lemle.
Motion by Thomas Lemle to approve the minutes from previous meeting. Seconded by Thomas Moore. Motion carried.
The financial reports and expenditures were provided for the month. Motion by Thomas Lemle to approve the financial reports and pay bills. Seconded by Marc McCarty. Motion carried.
NEW BUSINESS:
Council was informed that the town would be applying for a LGAP grant to paint the water tower.
A resolution for a Community Water Enrichment Grant was introduced for cleaning and recoating the water tower.
Mayor Luckett announced that an award letter for the generators was received.
Council was informed that water lines were installed at the gazebo.
Mayor Luckett thanked everyone for their help with the Christmas Parade.
Mayor Luckett informed council that some trees located near the fire department are in need of cutting.
Mike Caldwell was thanked for his services to the town as councilman.
