6:00 PM - CALL TO ORDER
The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Monday, December 20, 2010, at 6:00 PM at the Winnsboro City Court, 1308 Cornell Street, Winnsboro, Louisiana, with Mayor Jackie R. Johnson presiding.
Prayer led by John Dumas Pledge led by Jackie R. Johnson
Aldermen present: Richard Mahoney, John Dumas, Betty Johnson, Craig Gill Absent: Rex McCarthy
Motion by Gill, second by Johnson to approve the minutes of the regular session held on November 15, 2010 and the special called meeting. Unanimously approved.
MEYER, MEYER, LACROIX & HIXSON:
Health McGuffee with Meyer, Meyer, LaCroix & Hixson gave a progress report on the DEQ Sewer Rehabilitation Project Phase I and II; Jack Hammons Community Center; Winnsboro Airport Improvements and 2010 Street Improvements.
APPROVE ALCOHOL LICENSE FOR 2011:
Motion by Gill, second by Dumas and unanimously approved to approve the following alcohol license applications for 2011 as recommended by the police chief:

LEROY SCOTT:
Mr. Leroy Scott did not appear.
PAUL STUBBS:
Mr. Paul Stubbs appeared before the Board with questions about the difference in the starting salary of firemen and the starting salary of police officers. Also speaking on the salary of police officers was Mr. Charles Brass. After a discussion on the matter a motion was made by Dumas, second by Johnson and unanimously approved to take an average of the starting salaries of both departments and effective immediately base the starting salaries of police officers and starting salaries of firemen on these figures.
DAVID RIGGINS:
Mr. David Riggins with Government Consultants of Louisiana, Inc. appeared before the Board with a resolution to employ his firm as a financial advisor to the City of Winnsboro.
Motion by Johnson, seconded by Gill and unanimously approved to add this resolution to the agenda.
RESOLUTION:
After a discussion and review of this resolution a motion was made by Gill, second by Dumas and unanimously approved to table until the Board has received additional information.
RECOGNITION OF VISITORS:
No visitors had anything to bring before the Board. MAYOR’S AWARD OF EXCELLENCE:
The Mayors Award of Excellence for the month of November was presented to Phillip Hutto for his outstanding work ethics and dedication to his department.
The Mayor’s Executive Secretary read a letter from an individual commending Police Officer Jonathan Doyle and Police Officer Justin Carlin. Both officers received the Mayor’s Award of Excellence for the month of December.
HUMANE OFFICE REPORT:
Russell Grant gave a monthly activity report on the Winnsboro Animal Control Department.
POLICE CHIEF MONTHLY REPORT:
Chief Lester Thomas gave a monthly activity report for the City of Winnsboro Police Department.
Motion by Gill, second by Johnson and unanimously approved to add the hiring of a police officer to the agenda.
HIRING OF POLICE OFFICER:
Upon the recommendation of Chief Lester Thomas a motion was made by Mahoney, second by Dumas and unanimously approved to hire Josh Martin as a post certified police officer.
FIRE CHIEF MONTHLY REPORT:
Chief Truman Welch gave a monthly activity report for the City of Winnsboro Fire Department.
MONTHLY FINANCIAL REPORTS:
City Clerk Roxy Fletcher gave a monthly financial report on City of Winnsboro funds.
Motion by Gill, second by Dumas and unanimously approved to accept all reports presented.
ADJOURNMENT:
There being no more business to come before the board at this time, a motion was made by Mahoney, second by Dumas and unanimously approved that the meeting be adjourned.

The City of Winnsboro, Louisiana is seeking statements of qualifications from experienced airport planning and engineering consultants to perform services for the next five years at the Winnsboro Airport. Possible work will include preparation of pre-applications and applications for federal and state funding, airport layout plan, capital improvement plan, Disadvantaged Business Enterprise (DBE) program, runway extension justification, environmental studies, benefit cost analysis, airport compliance issues and analysis, engineering design and planning for runways and taxiways, runway/taxiway overlays, pavement maintenance, aircraft parking aprons, airport lighting, NAVAIDS, weather reporting system, land acquisition, fencing, roads, fueling facilities, and terminal/hangar area improvements.
All professional consulting firms who consider themselves qualified for this work are invited to submit _____ (_5_) copies of the statements of qualifications on Form SOQ-1 to:

Statements of qualifications should be unlimited and received no later than 14 days after the date of advertisement. The date of advertisement is January 5th2011, until January 19th2011, at 4p.m. The Mayor Selection committee will make its selection based upon materials received, or may elect to interview top ranked firms. The following criteria will be used to evaluate and rank the submitted qualifications:
Capability to perform services as described in this notice (20 points). Recent experience in airport projects comparable to the proposed projects (20 points). Knowledge of FAA and LADOTD Aeronautics Bureau regulations, policies and procedures (20 points). Knowledge of the airport and the general geographic area (10 points). Key personnel's professional background and availability for the proposed projects (15 points). Firm's reputation and references (15 points).
The Mayor's selection committee reserves the right to negotiate with any engineering firm, after statements of qualifications are opened, if such is deemed necessary. The Mayor's selection committee reserves the right to reject any or all proposals.
