CITY OF WINNSBORO
COUNCIL MEETING
NOVEMBER 15, 2010

6:00 PM - CALL TO ORDER
The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Monday, November 16, 2010, at 6:00 PM at the Winnsboro City Court, 1308 Cornell Street, Winnsboro, Louisiana, with Mayor Jackie R. Johnson presiding.
Prayer led by John Dumas
Pledge led by Mayor Jackie R. Johnson
Aldermen present: Richard Mahoney, John Dumas, Betty Johnson, Craig Gill, Rex McCarthy
Absent: None
Motion by Gill, second by Johnson to approve the minutes of the regular session held on October 18, 2010. Unanimously approved.
RESOLUTION NO. 10-1101:
BE IT RESOLVED by the Board of Aldermen of the City of Winnsboro, Louisiana, convened in regular session this 15th day of November, 2010, that the city does hereby grant the right-of-way (passage) from Highway 15 to the property of Delta Fuel. Mayor Johnson is authorized to act on behalf of the City of Winnsboro, and he is to use his own discretion as to the terms and conditions contained therein.

MEYER, MEYER, LACROIX & HIXSON:
Heath McGuffee with Meyer, Meyer, LaCroix & Hixson gave a status report on the following projects:
Street Project
Sewer Rehabilitation Project Phase I and Phase II
Airport
Community Center
INSTITUTE FOR BUILDING TECHNOLOGY & SAFETY:
There was no discussion on this agenda item.
TURKEY CREEK LAKE DEVELOPMENT:
Eric Porter and Comnet, LLC, a team of architects and engineers, gave a presentation on the possibility to pursue funding for a lake development project south of Winnsboro. They informed the Board that this was a planning stage and the first step would be to seek grant funding to complete a study on this development and find money that would be available for the project. Motion by McCarthy, second by Johnson to allow them to move forward with the study. Motion failed.

RECOGNITION OF VISITORS:
Scott Turner, Wal-Mart Manager, presented a $250 grant to Chief Thomas for the Winnsboro Police Department.
Kim Kimbrough commended the Board for the positive changes towards making a way to save the animals.
Paul Stubbs asked the Board to work together.
HUMANE OFFICER MONTHLY REPORT:
Russell Grant gave a monthly activity report on the Animal Control Department. Motion by McCarthy, second by Johnson to accept the report. Unanimously approved.
POLICE CHIEF MONTHLY REPORT:
Chief Lester Thomas gave a monthly activity report for the City of Winnsboro Police Department. Motion by McCarthy, second by Johnson to accept the report. Unanimously approved.
HIRING OF POLICE OFFICER:
Motion by Gill, second by McCarthy and unanimously approved to hire Jeffery Hesser as a certified police officer for the Winnsboro Police Department.
FIRE CHIEF MONTHLY REPORT:
Chief Truman Welch gave a monthly activity report for the City of Winnsboro Fire Department. Motion by McCarthy, second by Johnson to accept the report. Unanimously approved.
MONTHLY FINANCIAL REPORTS:
Monthly financial reports were not discussed at this time.
Richard Mahoney recognized Dan McDaniel, a student at Franklin Parish High School, and thanked him for attending the meeting.
John Dumas asked for job descriptions on recently hired employees.
ADJOURNMENT:
There being no more business to come before the board at this time, a motion was made by Johnson, second by McCarthy and unanimously approved that the meeting be adjourned.

SPECIAL CALLED MEETING

PLEDGE
The Board of Aldermen of the City of Winnsboro, Louisiana, met in a special called meeting on Monday, December 6, 2010, at 8:00 AM at Winnsboro City Hall, 3814 Front Street, Winnsboro, Louisiana, with Mayor Jackie R. Johnson presiding.
Aldermen present: Richard Mahoney, John Dumas, Betty Johnson, Craig Gill, Rex McCarthy
Absent: None
HIRING OF POLICE OFFICER:
Upon the recommendation of Chief of Police Lester Thomas, a motion was made by Dumas, second by McCarthy and unanimously approved to hire Terrance Pleasant and Brandon Box as police officers for the Winnsboro Police Department. Both officers are POST certified.
ADJOURNMENT:
Motion by Gill, second by Johnson and unanimously approved to adjourn.
