The Franklin Parish Police Jury met in Regular Session on this the 14th day of October, 2010 in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Ricky Campbell, President, Buddy Parks, James Harris, Leroy Scott, Joe Lewis, and Troy Hendry. Harvey Guimbellot was absent from the meeting. Leroy Scott led the group in Prayer and the Pledge. Motion by Parks and seconded by Hendry to approve the agenda. Unanimously approved Motion by Scott and seconded by Harris to approve the minutes of September 3rd, and September 9th, meetings. Unanimously approved Yakima Black with the Department of Health and Hospitals talked to Jurors about the Northeast Delta Human Services Authority. Ms. Black stated the Board was created as a special authority and through its board will direct the operation and management of Community based programs related to mental health, developmental disabilities, and addictive disorder services. The responsibility of the Board of Directors will shift responsibility from Baton Rouge to the local authority. The Jury recommended Mrs. Terri Spence as NDHSA Board member to represent Franklin Parish. Motion by Hendry and seconded by Parks to select Mrs. Terri Spence as Northeast Delta Human Services Authority Board member representing Franklin Parish. Unanimously approved Leroy Scott introduced Scott Turner, Manager of Wal-Mart to everyone. Scott stated he would like to see us get involved in networking with people who maintain businesses in Franklin Parish and the City of Winnsboro. Scott Turner, Manager of Wal-Mart introduced himself to everyone. Turner stated he, his wife, and two (2) children moved here about 95 days ago from Las Vegas. He also said that the hoped to have an impact on the Community and attend more Jury meetings in the future. Motion by Parks and seconded by Scott to change November’s meeting date from Thursday November 11, 2010 to Wednesday, November 10, 2010 at 6:00 P.M. Unanimously approved (Thursday, November 11th, is Veterans Day) Motion by Scott and seconded by Hendry to adopt a resolution for Capital Outlay request: Courthouse renovations, Looney Canal Bank Restoration, Parish Complex/Public Works, Union Church Road Improvements, and Turkey Creek Lake Improvements through the assistance of Frye/Magee & Associates and McManus Consulting Engineers. Unanimously approved Sam wanted Jurors to be aware that Frye Magee is charging $500.00 per application and these request have been submitted before. Ken suggested getting together with Kendall to see if it’s necessary to apply for request that have already been submitted. Motion by Parks and seconded by Harris to adopt a resolution for Annual Certification of Compliance with the State of Louisiana Off-System Bridge Replacement Program. Unanimously approved Motion by Hendry and seconded by Lewis to adopt the established load limit for Parish bridges to comply with Federal Bridge Program. Unanimously approved Motion by Scott and seconded by Parks to adopt a resolution for the late Sergeant Carl E. Brown of the Franklin Parish Sheriff’s Office. Unanimously approved Ginger Boutwell of LSU Ag Center talked to Jurors about the different program going on at the Center such as: Noon Nibbles; Partnering with Franklin Community Christian School in a School garden project; and the Franklin Parish Detention Center. Joe Stroud: Kenneth Barton Road taken care discussed in Committee meeting. Regarding Bid for cooking appliances at Franklin Parish Detention Center: Motion by Parks and seconded by Scott to reject the bid and re-advertise for equipment only. Unanimously approved John Scott addressed Jurors concerning a ditch on the backside of Preacher Simon’s Road. Scott wanted to know how long will it take to get someone to come and check this out. Greg explained that the Jury couldn’t work on the other property owner’s property without permission. He informed Mr. Scott that right-of-ways were gotten and they could proceed with the work. Motion by Parks and seconded by Harris to amend Ordinance Number 3421 to reduce the fine to $500.00 and add caught in possession of. Unanimously approved Motion by Hendry and seconded by Scott to adopt a resolution authorizing submittal of application for funding for Franklin Parish, Bayou Macon Cut-Off No. 2 (Crockett Point) Drainage Project. Unanimously approved Motion by Parks and seconded by Harris to adopt a resolution authorizing submittal of application for funding for Franklin Parish, Turkey Creek Drainage. Unanimously approved Leroy Scott – Ester Credit Park: Scott stated that the meter box at Ester Credit Park needed lowering and he had talked with Rusty LaBorde about it. Scott also stated there are no lights at the Parks. Sam stated that Ester Credit and Rollins Park are out of money. Scott stated that labor and lights should be between $250.00 and $300.00. Ricky stated if it is alright with the other Jurors the money could be taken out of Turkey Creek Park fund. (An amount of no more than $300.00). Motion by Parks and seconded by Hendry to take $300.00 from Turkey Creek Park fund for labor and supplies needed to drop meter base and install light at Ester Credit Park. Unanimously approved Scott suggested putting in next years budget a lighted sign for Ester Credit Park. Motion by Scott and seconded by Lewis to replace nails with coated screws at Turkey Creek ramp and make restroom handicap accessible. Unanimously approved Motion by Harris and seconded by Scott to acknowledge Leonard Road in Van Thomas subdivision as a private road. Unanimously approved Hardship Certification for Mrs. Mary Lilly: Mrs. Lilly passed away Wednesday, October 13, 2010. It was unanimously decided to send a letter of condolence to Mrs. Lilly’s family. Burn Ban: Ricky said the Burn Ban is still in effect. The office has been receiving calls wanting to know if the Ban had been lifted. Motion by Scott and seconded by Parks to terminate lease between J.A. Kimball and Franklin Parish Police Jury. Unanimously approved (The building is no longer there) Ricky stated he talked with Riley Williams of the Abe Lincoln subdivision concerning the clean- up project. They are to get together with David Doughty, Parish Attorney concerning the matter. Superintendent’s Report: Greg told Jurors there is a little overage from chip sealing gravel and asphalt roads. There is not enough to do the next road on the list, which is Canal Road at 6936 feet #24 on the list. Greg stated they could do Pin Oak Lane @ 850 feet #26 on the list; Lois Street @ 810 feet #29 on the list; and Pine Prairie Loop @ 1056 feet #38 on the list. These roads can be completed. Greg also stated he’d talked to Ken McManus and Ken said you could justify doing these road s to the legislative Auditor because you are completing three (3) roads. Hendry stated these three (3) roads serve 56 houses. Motion by Parks and seconded by Hendry to fix Pin Oak Lane @ 850 feet #26 on the list; Lois Street @ 810 feet #29 on the list; and Pine Prairie Loop @ 1056 feet #38 on the list for a total of 2716 feet. Unanimously approved Motion by Scott and seconded by Hendry to approve October Work Schedule which includes Capital Improvement and Chip seal list as present by Greg Humphries, Superintendent. Unanimously approved FEMA updates and Federal Bridge Program information was also discussed by Greg. Greg stated the following roads have been completed (Chip seal): WPA, Warsaw Loop, Franklin Loftin and Jackson Lane. State grant roads: Ponderosa Road, and A.J. Stephens Roads are completed. Capital Improvement (Asphalt Roads) completed are: L.D. Knox Road, Rabbit Lane, Batey Road, and McCaleb Road. Troy commended the work crew on the completion of the roads. Public Works Committee Report: Motion by Parks and seconded by Hendry to admit approximately 400 feet off Hwy 130 to be named Faith Valley Lane into the Parish Road System. Unanimously approved Motion by Hendry and seconded by Lewis to advertise for a Public Hearing to take 1584 feet of Catfish Lane out of the Parish Road Maintenance System. Unanimously approved It is the recommendation of the Public Works Committee to take under advisement until the November meeting the possibility of taking Wimberly Place into the Parish Road System. Motion by Scott and seconded by Parks to vote on accepting or removing roads from the system quarterly in the following months: January, April, July, and October. Unanimously approved Ordinance Number 3242 providing for the removal of Noxious grass, Weeds, Junk, etc: It is the recommendation of the committee to change some of the areas of the Ordinance to be uniform with the City’s Ordinance namely: Section 9-21 - Notification of property owner; Section 9-23 – Rates 60 x 100 feet or smaller $100.00; Lots over 60 x 100 feet will be at a rate of $100.00 plus $1.00 per foot over 6000 feet. If removal of vehicles, junk, and dilapidated homes are involved in the clean up, the charge will be cost plus 25 percent. These amendments will be discussed at November meeting. Personnel Committee Report: The Personnel Committee recommends that the base pay for a grader operator that has completed his probationary period, proven himself to be experienced and reliable to be set at $12.75 per hour. (1) There were a few guidelines discussed such as, an experienced new hire grader operator’s beginning rate will be set at $12.00 per hour. (2) A current employee that has been moved to a grader operator position will continue to receive their current rate of pay. The employee will be put on a probationary period. At the end of the probationary period, the supervisor will evaluate the employee’s performance and make a recommendation to the personnel committee. Ester Credit, Nolan Norman do not have lights and Rollins Park has several lights but only one is working. Unanimously approved Regarding Turkey Creek: Scott discussed the ramp and said the nails should be replaced with a coated screw. Scott also stated the restrooms still need to be handicap accessible and he would check with Kevin Cobb about inmates to do the labor. Old Business: None New Business: Bob Mears informed Jurors that the airports in Franklin and Caldwell parishes are going to be shut down. Mears stated the Feds are going to meet the officials in Franklin and Caldwell Parish to select a location between the two (2) Parishes to build the new airport. He also stated this is a great opportunity for the Parishes and the airport would serve the whole region much better. About $12,000,000.00 will be spent on the facility.
