NOTICE OF PUBLIC HEARING

A Public Hearing will be held at the Franklin Parish Library, 705 Prairie Street, Winnsboro, LA 71295, on Tuesday, November 9, 2010 at 10:30 a.m.
This Public Hearing will be held in accordance with LA R.S. 48:231 and conducted by the Joint Highway Priority Construction Committee.
The purpose of this Public Hearing is to review highway construction priorities for the fiscal year 2011-2012 for the parishes of Caldwell, Catahoula, Concordia, Franklin, Lasalle, and Tensas, which comprise Highway District 58.
A copy of the Preliminary Program for Fiscal Year 2011-2012 is available for review by interested persons at the Department of Transportation and Development District 58 Administratorís office, 6217 Hwy 15 South, Chase, LA, 71324; at the Departmentís Headquarters Building, 1201 Capitol Access Road, Room 200U, Baton Rouge, LA 70802; or through the website at www.dotd.la.gov under public information, then public meetings.
All interested persons are invited to be present at the above time and place for the purpose of becoming fully acquainted with the proposed program and will be afforded an opportunity to express their views.
Oral testimony will be received. However, in order that all persons desiring to make a statement have an equal opportunity to do so, it is requested that every effort be made to complete individual testimony in as short a period of time as possible. Oral testimony may be supplemented by presenting important facts and documentation in writing. Your cooperation and assistance will be appreciated.
Written statements and comments should be handed to the committee conducting the Hearing, or mailed to the following address, postmarked within 30 calendar days following the Hearing:

The Franklin Parish Police Jury has been afforded the opportunity to participate in the Renew Louisiana Energy Efficiency and Conservation Block Grant (EECBG) Program administered by the Louisiana Department of Natural Resources (LDNR) and funded through the American Recovery and Reinstatement Act (ARRA) of 2009.  The Franklin Parish Police Jury is accepting bids for the replacement of kitchen and cooking appliances for the:

Bids will be opened and read aloud at 1:00 PM on the 22nd day of November, 2010 in the Franklin Parish Police Jury Meeting Room located at 6558 Main Street, Winnsboro, Louisiana.  Copies of complete Bid Documents may be secured by prospective bidders from the office of the Franklin Parish Police Jury, 6558 Main Street, Winnsboro, Louisiana   71295, and phone: (318) 435-9429.
Bidders must meet requirements of the State of Louisiana Contractor’s Licensing Law R.S. 37: 2151-2163.
Bidders must comply with Davis-Bacon Act and ensure that applicable wage determinations are included in solicitation.
Bidders must comply with the “Buy American” provision which requires that all iron, steel, and manufactured goods for projects are produced in the United States.
All bids must be accompanied by a bid security equal to five percent (5%) of the base bid and any additive alternates and must be in the form of a certified check or bid bond.
The bidder to whom the Contract is awarded will be required to furnish a payment bond and a performance bond for one hundred (100%) of the Contract Sum. 
No bid may be withdrawn for a period of thirty (30) days after the date for receipt of bids.

The Franklin Parish Police Jury reserves the right to reject any or all bids and to waive an informalities incidental thereto.

VILLAGE OF GILBERT
REGULAR MEETING
Oct. 14, 2010

The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, Oct. 14, 2010 at 6:30 p.m., at the Gilbert City Hall.
Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway, Leo Miller and Louis Ezell. Also present were Joann Evans, Bill McLemore and citizens.
Absent was Bruce Lofton and Ty Britt.
CALL TO ORDER:
Mayor Mike Stephens called the meeting to order. Louis Ezell led in opening prayer. Diane Parker led in the pledge of allegiance.
MINUTES:
Motion made by Louis Ezell, seconded by Kay Dunaway to accept the minutes as presented. Motion carried.
FINANCIAL DOCUMENTS:
Motion made by Kay Dunaway, seconded by Louis Ezell to accept the financial documents as presented. Motion carried.

A public hearing will be held at next month meeting to adopt said ordinance. Motion carried.

MINUTES-LIBRARY BOARD
OCTOBER 27, 2010

The Franklin Parish Library Board met in a regular noon meeting on October 27, 2010. Luella Snyder, Library Board President, opened the meeting with board members Addie Bolton, Bill Marionneaux and John Guice present. Ms. Jeannette Thompson was absent.
Mrs. Bolton led in prayer. Mr. Guice moved that the minutes of the last board meeting be approved as published. Dr. Marionneaux seconded the motion and all were in favor.
Library Director, Carolyn Flint, gave the statistical reports for the third quarter of 2010. Circulation was down for the quarter. The financial report was given and the financial status of the library is good. However, it is necessary to amend the 2010 budget to cover building repairs. Mr. Guice moved that sufficient funds to cover the needed repairs be moved from the personnel section of the budget to maintenance in the operating section of the budget. Dr. Marionneaux seconded the motion and all were in favor. Ms. Flint also reported on the good attendance by adults, young adults and children to library programs.
Under new business the Board discussed the 2011 proposed budget. Because of uncertainty about state aid for 2011, the proposed budget is a little smaller than the 2010 budget. The projected income for 2011 is $495,300. In lieu of raises for 2011, Mr. Guice moved that the staff members be given their birthday as a holiday. Dr. Marionneaux seconded the motion and all were in favor. The budget hearing was set for noon on December 3, 2010.
There being no further business to discuss, the meeting was adjourned.
