The Franklin Parish Police Jury will hold a Public Hearing during their Regular Meeting scheduled for Wednesday, November 10, 2010 at 6:00 P.M. in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana for the following purpose:
1. Take 1584 feet of Catfish Lane of the Parish Road Maintenance System.

ADVERTISEMENT TO BID

The Franklin Parish Police Jury has been afforded the opportunity to participate in the Renew Louisiana Energy Efficiency and Conservation Block Grant (EECBG) Program administered by the Louisiana Department of Natural Resources (LDNR) and funded through the American Recovery and Reinstatement Act (ARRA) of 2009.  The Franklin Parish Police Jury is accepting bids for the replacement of kitchen and cooking appliances for the:

Sealed bids will be received at the office of the Franklin Parish Police Jury, 6558 Main Street,

Winnsboro, Louisiana   71295, phone (318) 435-9429, until 1:00 PM, November 22, 2010.  Bids received after that time will not be accepted.
Bids will be opened and read aloud at 1:00 PM on the 22nd day of November, 2010 in the Franklin Parish Police Jury Meeting Room located at 6558 Main Street, Winnsboro, Louisiana.  Copies of complete Bid Documents may be secured by prospective bidders from the office of the Franklin Parish Police Jury, 6558 Main Street, Winnsboro, Louisiana   71295, and phone: (318) 435-9429.
Bidders must meet requirements of the State of Louisiana Contractor’s Licensing Law R.S. 37: 2151-2163.
Bidders must comply with Davis-Bacon Act and ensure that applicable wage determinations are included in solicitation.
Bidders must comply with the “Buy American” provision which requires that all iron, steel, and manufactured goods for projects are produced in the United States.
All bids must be accompanied by a bid security equal to five percent (5%) of the base bid and any additive alternates and must be in the form of a certified check or bid bond.
The bidder to whom the Contract is awarded will be required to furnish a payment bond and a performance bond for one hundred (100%) of the Contract Sum. 
No bid may be withdrawn for a period of thirty (30) days after the date for receipt of bids.

The Franklin Parish Police Jury reserves the right to reject any or all bids and to waive an informalities incidental thereto.

NOTICE IS FURTHER GIVEN THAT The Village of Gilbert has been presented with a proposed ordinance, the title of which is as follows:
AN ORDINANCE ENLARGING THE BOUNDARIES OF VILLAGE OF GILBERT, DEFINING WITH CERTAINTY AND PRECISION THE TERRITORY WHICH IS PROPOSED TO INCLUDE IN, AND ADD TO, THE CORPORATE LIMITS.
Anyone desiring to be heard with reference to the proposed annexation and the proposed ordinance shall notify the Clerk of the Village of Gilbert, Louisiana, in writing no later than 10 days after the publication of this notice. A hearing on the annexation and on the ordinance annexing the described property will be held at the Gilbert Village Hall at 6:30 p.m. on November 9, 2010 and after said hearing, the ordinance may be adopted by the governing body of the Village of Gilbert, Louisiana. This ordinance referred to herein may be adopted after ten (10) days have lapsed after the publication of this notice.

TOWN OF WISNER
REGULAR COUNCIL MEETING
Sept. 9, 2010

The Town Council of Wisner met in regular session on Thursday, Sept. 9, 2010 at 6:30 p.m. at the Wisner Town Hall.
Present: Mayor Luckett, Thomas Moore, and Nettie B. Brown, Thomas Lemle and Mike Caldwell.
Absent: Marc McCarty
Also present: Town Clerk and guests.
There being a quorum Mayor Luckett called the meeting proceedings to order.
The invocation was led by Mike Caldwell.
The Pledge of Allegiance was led by Nettie B. Brown.
Motion by Thomas Lemle to approve minutes from previous meeting. Seconded by Nettie B. Brown. Motion carried.
The financial reports and expenditures were provided for the month. Nettie B. Brown made a motion to approve the financial reports. Seconded by Thomas Lemle. Motion carried.
DEPARTMENT REPORTS:
FIRE DEPARTMENT:
Fire Chief Lloyd Delaughter gave a report on recent fires in the area. He also reported that a few more volunteers have signed on, brining the total of volunteers to ten.
POLICE DEPARTMENT:
Police Chief Billy Cureington reported that everything was going good in the police department.
WATER DEPARTMENT:
Thomas Moore reported that there have been some water discoloration due to the water system having problems and eventually the water will clear up.
A resident voiced concerns about water condition and was assured that the water is safe.
The Garden Club announced that they will be planting low maintenance trees at the Gazebo with the money from the Beautification Grant.
OLD BUSINESS: None.
NEW BUSINESS:
Nettie B. Brown read a resolution to levy the millage rate at 6.54 for the 2010 tax roll on all property. Motion by Thomas Lemle to adopt the resolution.
The resolution was read in full, the roll was called on the adoption thereof, and the millage resolution was adopted by the following votes:
Yeas: Nettie B. Brown, Thomas Moore, Mike Caldwell, and Thomas Lemle.
Nays: None
Abstained: None
Absent: Marc McCarty.
FURTHER BUSINESS: None
With no further business Nettie B. Brown made a motion to adjourn. Seconded by Mike Caldwell.
