The Mayor and the Council of the Village of Baskin met in regular session on Tuesday, October 12, 2010 at 5 p.m., at the Village of Baskin Town Hall.
Present: Mayor Billy Joe Cupp and Council member Wanda Carroll and Larry LaBorde.
Also present: Town Clerk, Chief of Police and guests.
There being a quorum, the meeting was called to order.
The Pledge of Allegiance and prayer was led by Mayor Billy Joe Cupp.
The minutes of the previous meeting were read by the Clerk.
Wanda Carroll made a motion to accept the minutes as read. Larry LaBorde seconded. Yeas 2. Nays 0. Absent 1.
NEW BUSINESS:
Permission to pay all bills was granted.

POLICE DEPARTMENT:
Chief Danny Barber reported that all is going well with the department.
FIRE DEPARTMENT:
The group in the Fire Fighter I training classes continue and should be completed in November. Several grass fires have been attended. The pumper is being repaired and is expected back in service very soon.

Pursuant to provisions of the laws of the State of Louisiana and particularly Title 30 of the Louisiana Revised Statutes of 1950 as amended, and provisions of Statewide Order 29-N-1 (LAC 43:XVII, Subpart 1), notice is hereby given that the Commissioner of Conservation will conduct a public hearing at 1:00 P.M., December 1, 2010.  The hearing will be held in the Franklin Parish Police Jury Meeting Room located in the Courthouse Building at 6558 Main Street, Winnsboro, Louisiana.
 
At such hearing, the Commissioner or his designated representative will give any interested person the opportunity to present testimony, facts, or oral or written comments relative to a draft permit (Order) concerning application from Perryville Gas Storage, LLC of Three Riverway, Suite 1350 Houston, TX, 77056  to convert, complete, and operate one Class III Brine Extraction (Solution Mining) Well in the Crowville Salt Dome at its Perryville Gas Storage Facility in Section 11, Township 15 North, Range 08 East, approximately four miles northwest of the town of Crowville, LA, Franklin Parish.
 
The proposed well is identified as PGS Cavern  Well No. 001,  Serial Number 238833.  Solution Mining is proposed to occur initially at an approximate depth of 4,100 to 5,300 feet below ground level.  The base of the lowermost underground source of drinking water at the well location occurs at an approximate depth of 878 feet below ground level.
 
A copy of the draft permit (Order), a fact sheet, or information concerning the application may be obtained by writing Ms. Luzma Mata de Leder at the address below, by calling (225) 342-8639, or by e-mailing to Injection-Mining@La.gov.  Written comments concerning the application must be received by the Office of Conservation no later than 4:30 P.M., December 3, 2010.  Submit all comments to: Joseph S. Ball, Jr., LA Office of Conservation, Injection & Mining Division, PO Box 94275, Baton Rouge, LA 70804-9275.  Comments may also be faxed to (225) 342-3094, or e-mailed to Injection-Mining@La.gov.  Please reference: Perryville Gas Storage, LLC Class III Permit Application Number 31389, Docket No. IMD 2010-04.
 
The application is available for inspection between 8:00 A.M. and 4:30 P.M., Monday through Friday in the Injection & Mining Division Office, Rm. 817, of the LaSalle Building, 617 North 3rd Street, Baton Rouge, LA.  A copy of the application is also available at the Franklin Parish Library located at 705 Prairie Street, Winnsboro, Louisiana.

September 3, 2010

The Franklin Parish Police Jury met in Special Session on this the 3rd day of September, 2010 in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following Jurors present:  Honorable Ricky Campbell, President, Buddy Parks, Leroy Scott, Joe Lewis, and Troy Hendry.
Jurors James Harris and Harvey Guimbellot were absent.
Motion by Parks and seconded by Hendry to approve the agenda.  Unanimously approved
Motion by Parks and seconded by Scott to amend the Subdivision Ordinance No. 3309 as set up by Ken McManus, Engineer as follows:

SECTION VI. DESIGN STANDARDS

a. The maximum allowable length shall be extended from 500 feet to 1,300 feet.
SECTION VII. REQUIRED IMPROVEMENTS
B.         Street Improvements
1. Grading: Travel ways shall have a minimum cross-slope of 0.025ft1ft and shoulder slope of 0.05fl/ft.
2. Pavement Base: The pavement base shall conform to the Louisiana Standard Specifications for Roads and Bridges, latest editions, i.e.:
301     Class I Base Course
303    In-Place Cement Stabilized Base Course (minimum 8-1/2")
304             Lime Treatment (minimum 12")

Omit listed minimum of 6 (six) inches soil cement and refer to above.
The developer MUST engage a Soils Testing Laboratory, satisfactory to the parish superintendent or parish engineer, to run prescribed proctors, density tests, etc., and make recommendations as to percent of cement, lime, etc. He shall present a detailed report of testing, results and recommendations, in accordance with DOTD Standard Specifications.
3. Pavement:
1.      Comply with Section 501 Asphaltic Concrete (minimum 2" thickness)
2.  Comply with Section 507 Asphaltic Surface Treatment (3- Applications).
3.   Comply with Section 601 Portland Cement Concrete Pavement       (minimum 6" thick).
4. Curbs and Gutters:
The exception to installing concrete curbs and gutters must meet the following criteria:
a.         The entrance to the proposed subdivision is more than 5,280 LF from any corporate limit of any municipality, measured along public thoroughfares.
b.        The Public Works Committee affirms the use of 507 Asphaltic Surface Treatment pavement.
NOTE: If curb and gutters are not required, then open ditches shall be allowed, having a minimum 6:1 foreslope and 3:1 backslope.
SECTION VII. REQUIRED IMPROVEMENTS
A.       General Regulations
2.   The Performance Bond shall be in an amount equal to or exceeding the construction cost of clearing, drainage, road construction, water supplies, sewer systems and any and all improvement costs, excepting the cost of housing (single-family or multi-family). It shall remain in full force and effect for a minimum of 45 calendar days after all construction is completed.
Motion by Hendry and seconded by Scott to accept the lease agreement of Dean White, Governmental Sales Consultant with Louisiana Machinery on the following:  The cost for a 12 month, 2500 hour extended Powertrain Warranty will be $2,770 and the cost for a 12 month, 2500 hour Powertrain and Hydraulic Warranty is $6,270.  Unanimously approved
Due to the dry weather a burn ban has been issued.  Motion by Parks and seconded by Hendry as of September 3, 2010 a burn ban is in effect for Franklin Parish until further notice.  Unanimously approved
There being no further business to discuss on a motion by Scott and seconded by Parks the meeting was unanimously approved adjourned.

Public Hearing/Regular Meeting
September 9, 2010 @ 6:00 P.M.

The Franklin Parish Police Jury met in Regular Session following a Public Hearing on September 9, 2010 at 6:00 P.M. in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following members present:  Honorable Ricky Campbell, President, Buddy Parks, James Harris, Leroy Scott, Joe Lewis, Harvey Guimbellot, and Troy Hendry.
Prayer and Pledge led by Leroy Scott.
The meeting convened into Regular session.
Motion by Parks and seconded by Lewis to approve the agenda.  Unanimously approved
Motion by Hendry and seconded by Scott to approve the minutes of August 3rd, and August 12th, 2010 minutes.  Unanimously approved
The Public Hearing was opened for Board of Review of 2010 assessments.  Rod Elrod, Assessor stated there were no protests filed with the Assessor’s or the Police Jury offices.
Motion by Guimbellot and seconded by Lewis to take action of the Public Hearing for Board of Review.  Unanimously approved
Motion by Guimbellot and seconded by Hendry to adopt 2010 millage rates as presented by Rod Elrod, Assessor.  Unanimously approved
Blake Kramer, CEO of Franklin Medical Center gave Jurors an update on the Medical Center.  He told Jurors that expenses were cut by $210,000.00 over what they were last year.  Kramer also stated there are a couple of new services coming to the medical center namely:  digital mammography and a wound care center.  Kramer also told Jurors Dr. Frank Sanfiel from New Orleans has been hired by the Medical Center as General Surgeon.  Crowville Clinic is still is still a go.  Right now the paperwork is at Facility Planning.
Visitors:  Jack Rongery of 1495 Loflin Road, Winnsboro, LA stated he has a canal that runs through his place.  The canal was dug out last year but spoil was not spread nor fence fixed.  Steve is go out and check the situation out.
Harvey wanted to know if there is an ordinance on noise.  He was told that a dirt track is fixing to be built off of Lone Cedar Road.  He also stated that Don Adams of Winnsboro Office Supply talked to him about the Parish buying locally.  Harvey told Adams he would bring it before the Jury.  Ricky stated Sam had talked to him about this and it had to do with prices.
Discussion ensued     Harvey said he would like to see us buy some of our office supplies from Adams.
Danny Magee with Frye Magee, LLC told Jurors the Parish received $136,000.00 from the Department of Natural Resources as a result of the stimulus bill.  The Police Jury adopted use of funds to allow the Franklin Parish Sheriff’s Office to upgrade appliances at the Detention Center.  Danny stated he worked with the Sheriff’s office developing a list of appliances to be advertised for bids.
Motion by Parks and seconded by Scott to adopt a resolution request to advertise for bids for replacement of kitchen and cooking appliances for Franklin Parish Detention Center through the Louisiana Department of Natural Resources (LDNR).  Unanimously approved
Charles Brass was absent but wants the Jury to give him authority to talk homeowners into putting their rental houses up for Section 8.
Van Thomas Subdivision:  Waiting on deed in Derrick and Bobbie Brass name.  Sam talked with Ki Ki Hummel owner of property, this situation should be handled very soon.
Superintendent’s Report:  Motion by Hendry and seconded by Guimbellot approving September work schedule which includes Capital Improvement and Chipseal lists.  Unanimously approved
Public Works Committee Report:  Motion by Scott and seconded by Lewis to request funding through L-GAP in the replacement of at least four (4) four-wheel drive trucks.  Unanimously approved
Treasurer’s Report:  Sam was absent due to her son being in an accident.
Letters of Interest:  Ricky read letter from Benton Moore requesting the assistance of the Police Jury in moving Bus parking lot from Prairie Road to  McDuff Drive and the removal and replacement of the reclaimed asphalt to the new parking area.
Motion by Guimbellot and seconded by Harris to assist in moving the Bus parking lot on Prairie Road to McDuff Drive and assist in the removal and the placement of the reclaimed asphalt from the old parking lot to the new parking lot.  Unanimously approved
Scott asked about request for Horace G. White Learning Center.  Ricky stated that Mr. Moore wanted to get the parking lot moved first.
Old Business:  None
New Business:  Buddy stated Senator Riser and Representative Ellington strongly suggest that the Police Jury request the Fire Marshall to investigate the burning of Raspberry Bridge.
Motion by Parks and seconded by Hendry to request the Fire Marshall to investigate the burning of the Raspberry Bridge.  Unanimously approved
Velma Thomas of Pine Prairie Community asked Jurors if anything could be done about drainage in her community.   She stated during the last two (2) floods drainage was very poor. 
Supplemental Agenda:  Motion by Guimbellot and seconded by Parks to approve Beer Permit for Braker’s Mini-Mart Brandon Haring owner.  Unanimously approved
Motion by Hendry and seconded by Guimbellot to close the gates at Turkey Creek Lake in order to restore the Lake to normal water level.  Unanimously approved
