The Franklin Parish School Board met for its regular scheduled meeting on Tuesday, September 7, 2010 at 5:30 p.m. in the Franklin Parish School Board Complex board room. The regular monthly meeting was held on Tuesday due to the Labor Day Holiday
Present for the meeting were Mr. Tim Eubanks, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, Mr. Jesse Young and Mr. Richard Kelly.
Mrs. Louise Johnson was absent from the meeting.
President Eddie Ray Bryan called the meeting to order, Chaplain Richard Kelly led in prayer and President Bryan led in the Pledge of Allegiance.
There were no changed in the agenda as listed.

AGRICULTURE EXTENSION OFFICE SPEAKER
Mrs. Ginger Boutwell gave an update on the projects and activities of the Agriculture Extension Office.

MOTION TO ADOPT 2010 MILLAGE RATES
ORDINANCE # 2010-09-0003
BE IT ORDAINED, ETC., that the Franklin Parish School Board adopt 2010 Millage rates.
RESOLUTION
BE IT RESOLVED, that the following millage is here by levied on the 2010 tax roll on all Property subject to taxation by the FRANKLIN PARISH SCHOOL BOARD.
AID TO EDUCATION 4.45
CONSTITUTIONAL 4.53
RENOVATION & OPERATIONAL 15.40
TOTAL MILLAGE 24.38
BE IT FURTHER RESOLVED, that this proper administrative officials of the Parish of FRANKLIN, State of LOUISIANA, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2010, and to make the collections of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in a manner provided by law.
The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

MOTION TO CONSIDER BID ON SALE OF OGDEN SCHOOL PROPERTY
No bids were received for the sale of Ogden School Property. The Franklin Parish School Board will hold a public auction for this property.
SUPERINTENDENTíS REPORT
Dr. Lanny Johnson reported to the Board that a new parking lot for the buses will need to be found. The re-claim on this parking lot will be re-located to the new parking lot next to the baseball field off of McDuff Drive. Dr. Johnson wanted to thank Ricky Campbell and the Police Jury for all the help they have given to the School Board. The second item Dr. Johnson reported on was student enrollment. At the present time the Franklin Parish Schools enrollment is up 5 students from this time last year. This is the first time in many years that Franklin Parish has not had a drop in enrollment. Superintendent Johnson gave the Board a rundown of enrollment for each school. Dr. Johnson did tell the Board that these figures were unofficial until the October 1 count is sent to the State Dept. of Education. Superintendent Johnson also reported that there is a move in the State of Louisiana for ìSite based managementî. This means that the money will follow the student at that school.
PRESIDENTíS REPORT
President Eddie Ray Bryan reported on pay for assistant basketball coach at FPHS. Mr. Bryan also reported that he had some complaints concerning the way some people are greeted at the front office. He said that people need to feel welcome when they come into the front office. He also reported that Mrs. Louise Johnsonís mother is very ill and she wishes for us to keep them in our prayers. Mrs. Dorothy Brown asked about custodial help at WES. Dr. Johnson reported that Frank Thomas from Head Start is helping one half of the day. Mr. Eubanks asked about the school bus policy. This policy will be ready to discuss at the next agenda meeting. Mr. Kelly asked about lighting for the FPHS football field. The present lighting is a fire hazard. Dr. Johnson said that he would look into this and get an estimated cost for new lighting.

A Public Hearing will be held at the Franklin Parish Library, 705 Prairie Street, Winnsboro, LA 71295, on Tuesday, November 9, 2010 at 10:30 a.m.
This Public Hearing will be held in accordance with LA R.S. 48:231 and conducted by the Joint Highway Priority Construction Committee.
The purpose of this Public Hearing is to review highway construction priorities for the fiscal year 2011-2012 for the parishes of Caldwell, Catahoula, Concordia, Franklin, Lasalle, and Tensas, which comprise Highway District 58.
A copy of the Preliminary Program for Fiscal Year 2011-2012 is available for review by interested persons at the Department of Transportation and Development District 58 Administratorís office, 6217 Hwy 15 South, Chase, LA, 71324; at the Departmentís Headquarters Building, 1201 Capitol Access Road, Room 200U, Baton Rouge, LA 70802; or through the website at www.dotd.la.gov under public information, then public meetings.
All interested persons are invited to be present at the above time and place for the purpose of becoming fully acquainted with the proposed program and will be afforded an opportunity to express their views.
