COUNCIL MEETING
SEPTEMBER 20, 2010


6:00 PM - CALL TO ORDER

The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Monday, September 20, 2010, at 6:00 PM at the Winnsboro City Court, 1308 Cornell Street, Winnsboro, Louisiana, with Mayor Jackie R. Johnson presiding.

Pledge led by Mayor Jackie R. Johnson

Aldermen present: Richard Mahoney, John Dumas, Betty Johnson, Craig Gill, Rex McCarthy
Absent: None

Motion by Gill, second by Johnson to approve the minutes of the regular session held on August 16, 2010 and special called meeting held on August 30, 2010. Unanimously approved.

APPOINTMENT OF CITY ATTORNEY:

Mayor Jackie R. Johnson made the recommendation to appoint Samuel T. Singer as city attorney. Motion by Johnson, second by Gill and unanimously approved.

ADOPT MILLAGE RATE FOR 2010 PROPERTY TAXES:

Motion by Dumas, second by Mahoney and unanimously approved to adopt the following resolution to set the millage rate for 2010 property taxes:

BE IT RESOLVED, that the following millage is hereby levied on the 2010 tax roll on all property subject to taxation by the City of Winnsboro:

MILLAGE
CITY OF WINNSBORO 7.68 MILLS

BE IT FURTHER RESOLVED that this proper administrative officials of the Parish of FRANKLIN, State of LOUISIANA, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2010, and to make the collections of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in a manner provided by law.

The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

MR. W. O. GWIN/KENNETH & BETTY GILMORE PARK:

Mr. W. O. Gwin donated 21 acres of land located off Riser Road during Mayor Jack Hammons administration. Mr. Gwin asked that the land only be used as a park and a portion could be used for a fire station if needed. Mr. Gwin sent a letter to Mayor Johnson on July 29th to let him know of the donation and his wishes for the park. He has also asked that the park be named and a sign placed in the area indicating “Future Home of W. O. Gwin and Kenneth & Betty Gilmore Park”. Motion by Mahoney, second by McCarthy and unanimously approved to have a sign made and put in that area and seek possible funding for a park.

RESOLUTION NO. 10-0901:

Motion by McCarthy, second by Johnson and unanimously approved to adopt Resolution No. 10-0901. This resolution awards the bid on DEQ Sewer Rehabilitation Phase II to Horseshoe Construction, Inc. in the amount of $756,995.00.

RESOLUTION NO. 10-0902:

Motion by Gill, second by Johnson and unanimously approved to adopt Resolution No. 10-0902. This resolution awards the bid on 2010 Street Improvement Project to Diamond B Construction, Inc. in the amount of $716,451.25.

PROJECT UPDATE:

Heath McGuffee with Meyer, Meyer, LaCroix & Hixson gave an update on the projects they have with the City of Winnsboro.

RESOLUTION NO. 10-0903:

WHEREAS, the City of Winnsboro, Louisiana, has submitted to the Federal Aviation Administration a Project Application for the Winnsboro Municipal Airport; and

WHEREAS, the Federal Aviation Administration (FAA) has approved the following project for the City of Winnsboro: Rehabilitate Runway, Rehabilitate Apron, Expand Apron, and Install Perimeter Fencing; and

WHEREAS, FAA has sent the City of Winnsboro an Airport Improvement Program Project No. 3-22-0053-004-2010 Grant Offer to be accepted and executed for further processing.

NOW THEREFORE BE IT RESOLVED, that the Board of Aldermen of the City of Winnsboro, Louisiana, convened in regular session on September 20, 2010, does hereby accept this grant offer and authorize Mayor Jackie R. Johnson and City Attorney Tab Singer to execute all necessary documents for the Grant Agreement.

Motion by McCarthy, second by Dumas to adopt this resolution by the following vote:

RECOGNITION OF VISITORS:

Mr. Albert Browning informed the Board of several types of inventions he has patented. Mr. David Creed with North Delta Regional Authority also appeared with information of USDA grant assistance to governmental entities.
Mr. Browning also asked to Board to consider letting him use the LaSavilla Plant. Betty Johnson and Rex McCarthy volunteered to serve on committee to assist Mr. Browning.

Mr. Charles Anderson appeared before the Board with a complaint against Officer Johnny Howard for excessive violence against him during a recent arrest.

MAYOR’S AWARD OF EXCELLENCE:

Travis Welch with the City of Winnsboro Water Department, was selected as the September 2010 recipient of the Mayor’s Award of Excellence. Mr. Washington was recognized by the Mayor and Board of Aldermen for his outstanding service to the City. He received a gift card that was donated by Walmart.

HUMANE OFFICER REPORT:

Russell Grant gave a monthly activity report for the Animal Control Department. Motion by Dumas, second by Johnson and unanimously approved to accept the report as given.

The public was given the opportunity to comment on animal control issues.

FIRE CHIEF MONTHLY REPORT:

Chief Truman Welch gave a monthly activity report for the City of Winnsboro Fire Department. Motion by Dumas, second by Johnson and unanimously approved to accept the report as given

HIRING OF POLICE OFFICER:

Chief Lester Thomas made the recommendation to rehire Adam Baker as police officer. Motion by Mahoney, second by McCarthy and unanimously approved.

POLICE CHIEF MONTHLY REPORT:

Chief Lester Thomas gave a monthly activity report for the City of Winnsboro Police Department. Motion by Gill, second by Johnson and unanimously approved to accept the report as given.

MONTHLY FINANCIAL REPORTS:

Motion by Dumas, second by Gill to accept the monthly financial.

TOMMY AND KIM KIMBROUGH:

Tommy and Kim Kimbrough appeared before the Board with information concerning their pet that had been taken to the Ouachita Parish Animal Shelter by the Humane Officer. They invited the audience to attend their meeting after the Board adjourns.

ADJOURNMENT:

There being no more business to come before the board at this time, a motion was made by Gill, second by Dumas and unanimously approved that the meeting be adjourned.

Members Present: Paul Price Jr.; Chairman, Michael Wright; Vice Chairman, Nick Poulos, Jan Hicks and Danny Warner. 
Others Present: Blake Kramer, Terri Spence, Mark Spence, Tom Bonnette, April Winborne and Charlotte Boone.
Absent: Dr. Tom Colvin.
1. Call to Order and Invocation:
* Mr. Price called the meeting to order and Mr. Wright gave the invocation.
2. Approval of Minutes:
* A motion to approve the minutes from the July 26, 2010 regular scheduled meeting, August 4, 2010-special meeting and August 12, 2010-special meeting was made by Dr. Hicks and seconded by Mr. Warner. Motion passed unanimously.
3. Operations Report:           Mark Spence, Operations Officer
* Julie Collins gave a brief update on the Mammography project. Installation and Accreditation process are a very tedious process. We are well under way with the preparations and paperwork. We expect installation to begin the week of the 20th.  Accreditation will come after initial inspection. We will receive a provisional 6 month certificate. After the initial 6 months we will apply for a 3 year certificate.
4. Director of Nursing Report:  April Winborne, Director of Nursing
* The hospital is preparing to become an Accredited Chest pain Center. The number one cause of death in Franklin Parish is Heart Disease. The accreditation process involves educating the community on the signs of Heart Disease.
5. Medical Staff:           Dr. Tom Colvin, Chief of Staff
* A motion to approve the credentialing of , Dr. Frank Sanfiel, General Surgeon; Dr. John Fairbanks and Dr. Jorge Tapia was made by Mr. Poulos and seconded by Mr. Warner. Motion passed unanimously.
 Dr. Frank Sanfiel entered the meeting a brief meet and greet with the Board and others present took place at this time. The Board welcomed Dr. Sanfiel and expressed their enthusiasm on his recent acceptance to the Medical Staff.
6. Personnel Services: Terri Spence, Personnel Services Officer
* A presentation of the results of a recent poll of Directors requested by the Board on the matters re: lunch break procedures was given at this time. 
7. Financials: Blake Kramer, Administrator
* A motion to approve the financials as presented was made by Mr. Warner and seconded by Dr. Hicks.
8. Administrative Report:            Blake Kramer, Administrator
* A motion was made by Dr. Hicks and seconded by Mr. Warner to approve wound care services agreement as presented. Motion passed unanimously.
* A motion was made by Mr. Poulos and seconded by Mr. Warner to approve the Anesthesia Services agreement. Motion passed unanimously.
* A motion was made by Dr. Hicks and seconded by Mr. Warner to approve the laparoscopic equiptment lease. Motion passed unanimously.
Mr. Warner entered the meeting at 4 pm.
* A motion was made by Mr. Poulos and seconded by Mr. Warner to redact all bylaws and provisions relating to surgery requirements and recruitment. Motion passed unanimously.
8. Executive Session:
* A motion was made by Mr. Warner and seconded by Dr. Hicks to enter into Executive session. Motion passed unanimously.
8. Open Session:

·         A motion was made by Mr. Warner and seconded by Dr. Hicks to address formal demand from DSM as discussed in Executive Session. Motion passed unanimously

·         A motion was made by Dr. Hicks and seconded by Mr. Warner to approve the revision of medical director agreements as discussed in Executive Session. Motion passed unanimously

·         A motion was made by Mr. Wright and seconded by Mr. Warner to approve strategic planning regarding surgery start up practices as discussed in Executive Session. Motion passed unanimously.

·         A motion was made by Mr. Wright and seconded by Mr. Warner to approve strategic planning transient provider accommodations discussed in Executive Session. Motion passed unanimously.
