The Franklin Parish Police Jury has been afforded the opportunity to participate in the Renew Louisiana Energy Efficiency and Conservation Block Grant (EECBG) Program administered by the Louisiana Department of Natural Resources (LDNR) and funded through the American Recovery and Reinstatement Act (ARRA) of 2009. The Franklin Parish Police Jury is accepting bids for the replacement of kitchen and cooking appliances along with any energy upgrades and modifications to the:

Sealed bids will be received at the office of the Franklin Parish Police Jury, 6558 Main Street,
Winnsboro, Louisiana 71295, phone (318) 435-9429, until 10:00 AM, October 13, 2010. Bids received after that time will not be accepted.
Bids will be opened and read aloud at 10:00 AM on the 13th day of October, 2010 in the Franklin Parish Police Jury Meeting Room located at 6558 Main Street, Winnsboro, Louisiana. Regular Council Meeting
September 14, 2010
The Mayor and the Council of the Village of Baskin met in regular session on Tuesday, September 14, 2010, at 5:00 p.m., at the Village of Baskin Town Hall.
Present: Mayor Billy Joe Cupp and Council Members Michael Ballard, Wanda Carroll and Larry LaBoarde.
Also Present: Town Clerk, Chief of Police and guests.
There being a quorum, the meeting was called to order.
The Pledge of Allegiance and prayer was led by Mayor Billy Joe Cupp.
The minutes of the previous meeting were read by the Clerk. Larry LaBorde made a motion to accept the minutes as read. Wanda Carroll seconded. Yeas 3. Nays 0. Absent 0.
NEW BUSINESS
Permission was granted to pay all bills. Michael Ballard made a motion. Wanda Carroll seconded.

The Resolution of Authority to Execute Cooperative Endeavor Agreement (Act 41 Line Item Appropriations) for 2010-2011 was presented. Motion was made by Larry LaBoarde. Wanda Carroll seconded.

The Resolution of Support for Community Development Grant (LGAP 2010-2011) was introduced. Michael Ballard made a motion. Wanda Carroll seconded.

Chief Barber reported that everything was going well.
FIRE DEPARTMENT:
Fire Chief Bobby Fife reported that the Fire Fighter I classes continue and the group continues with this study and testing process. The sign announcing current burn conditions and other public information will be placed on town property at the Town Hall with approval of the council. Motion made by Larry LaBorde. Wanda Carroll seconded.

1. The financial statement was reviewed, discussed and approved. A copy is on file with the minutes at the Board Office.
2. Daniel Fuller discussed some possible grant sources for new equipment for this District. The Board encouraged him to continue the pursuit of these sources.
3. The Board discussed routine matters concerning future equipment needs and the District finances.
