The Franklin Parish Police Jury met in Special Session on this the 3rd day of August, 2010 in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Ricky Campbell, President, Buddy Parks, James Harris, Leroy Scott, Harvey Guimbellot, and Troy Hendry. Leroy Scott led the group in Prayer and the Pledge. Joe Lewis entered the meeting at 1:05 P.M. Motion by Hendry and seconded by Scott to approve the agenda. Unanimously approved Motion by Hendry and seconded by Parks to hire Ivery Smith as Truck Driver at $10.00 per hour with six (6) months probationary period and benefits. Unanimously approved Motion by Hendry and seconded by Scott to hire Shane Lachney as Truck Driver at $10.00 per hour with six (6) months probationary period and benefits. Unanimously approved Motion by Hendry and seconded by Scott to hire Robert Little as Shop Foreman at $12.00 per hour with six (6) months probationary period and benefits. Unanimously approved There being no further business to discuss, on a motion by Parks and seconded by Scott the meeting was unanimously approved adjourned. /s/Johnnie Wesley, Secretary /s/Ricky Campbell, President Franklin Parish Police Jury Franklin Parish Police Jury 9/22 1tb mmm Franklin Parish Police Jury Regular Meeting August 12, 2010 The Franklin Parish Police Jury met in regular session on this the 12th day of August, 2010 at 6:00 P.M. in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Ricky Campbell, President, K.W. “Buddy” Parks, James Harris, Joe Lewis, Harvey Guimbellot, and Troy Hendry. James Harris led the group in Prayer and the Pledge. Leroy Scott entered at 6:50 P.M. Motion by Hendry and seconded by Parks approving the agenda. Unanimously approved Motion by Harris and seconded by Lewis approving the minutes of July 8th, July 22nd, and July 28th, 2010 minutes. Unanimously approved Motion by Parks and seconded by Guimbellot to adopt a resolution supporting severance tax amendment #2. Unanimously approved Yakima Black, Department of Health and Hospitals was absent. Sunset Capital, LLC absent. A representative from Nature Chem talked to Jurors in regards to doing a 3rd application for spraying Parish roads. He said that with this application the mix would be stronger, the drivers will be going at a slower rate, and they might bring in a second truck. Greg said he would like to assign an employee to ride with them. He stated there is another option he would like to talk to the Jury about spraying ditches and canals at a later date. Motion by Guimbellot and seconded by Hendry approving the third (3) application for road side spraying by Nature Chem. Unanimously approved James Hendrix of the LSU Ag Center provided updates of recent and future activities going on with the LSU Ag Center. Lance Vancena, Facility Manager with Perryville Gas Storage introduced himself to Jurors and thanked them for letting his Company come to Franklin Parish. Charles Brass spoke to Jurors concerning the Section 8 Program. He informed Jurors our neighboring parishes of Tensas and Catahoula with populations smaller than Franklin average of 100 or more vouchers which is more that Franklin Parish with a larger population. Brass stated Franklin Parish has 13 vouchers with 65 on a waiting list. Brass asked the Jury to request from HUD officials 100 vouchers to support the 65 applicants that are now on a waiting list in order to help our constituents in Franklin Parish. This request if approved will accommodate 65 applicants on waiting list and have 35 vouchers left over. Brass also suggested having an official from HUD to come into the office and talk to them and see why Franklin Parish can’t have more vouchers. Motion by Guimbellot and seconded by Lewis requesting 100 vouchers from Section 8 officials (HUD). Unanimously approved Discussion on Culverts: Buddy wanted to know if a resident/landowner had the right size pipe and made of good material if they would be able to use it. Jurors said resident/landowner would have to get approval from Greg to see if pipe is suitable for use before placing it in a ditch. Guimbellot wanted to know if the Parish will install culverts for drainage and road improvements. Greg said landowner’s always need access especially on roads that you are ditching getting ready to chip seal and improve. Every landowner has to sign right of ways when you are doing drainage and road improvements. Greg presented to the Jury Franklin Parish Culvert Installation Policy listed below: Franklin Parish Culvert Installation Policy The Franklin Parish Police Jury has adopted the following clarification to the Parish Culvert Policy to insure conformance to Act 719, RS 33:4883 as inacted during the 2010 Regular Session of the Louisiana Legislature. 1. Culverts for the general benefits of Parish drainage may be installed at the expense of the Franklin Parish Police Jury; 2. Culverts for the primary benefit of a private property owner must be paid for by the private property owner; 3. The Franklin Parish Police Jury may regulate culverts that impact the overall drainage system; 4. The Franklin Parish Police Jury may require that private culverts be purchased from, or even installed by the Public entity, but the private property owner must pay 100% of the costs. Motion by Guimbellot and seconded by Hendry to approve the above Franklin Parish Culvert Installation Policy as presented by Greg Humphries, Superintendent. Unanimously approved Superintendent’s Report: Motion by Guimbellot and seconded by Hendry to approve August Work Schedule as presented by Greg Humphries, Superintendent. Unanimously approved Greg also gave Jurors an update on FEMA projects and roads. Under Chip seal list – Gravel to Chip seal: WPA and Warsaw Loop are complete. Franklin Loftin Road and Jackson Lane are in progress. Under Capital Improvement – Asphalt Roads: L.D. Knox Road and Rabbit Lane are complete and Batey Road is in progress. Greg also stated that Ivan Thames with Wildlife and Fisheries had put ribbons around trees at Turkey Creek that can be removed. Greg stated the equipment has been at the Lake for about 3 weeks removing stumps and he was getting a lot of heat about drainage ditches. Motion by Scott and seconded by Parks for Greg to proceed with removing the Cypress trees at the edge of the bank at Turkey Creek marked by Ivan Thames. All voting yes except Guimbellot who abstained. Greg also stated that DOTD is requesting a meeting with Neil Riser and want him along with Ricky present to talk about Turkey Creek Dam Repair. Greg suggested asking DOTD Engineers, Ken Free and Ken Mason to come to our next meeting and give a full report. Charles Brass asked about funds that were left over from Turkey Creek. Sam said there is about $132,000 and a plan has to be made up and the funds re-appropriated. Harvey still has concerns about fisherman having to get out their boats and wade in water to get to the fish weigh in station during Bass Tournaments. Greg stated he needed some guidance from the Jury on how to proceed. Motion by Scott and seconded by Parks while the equipment was still at the Lake to dig out a section of about 18-20 feet wide so when tournaments are going on fisherman won’t have to wade in water to get fish to the weigh in station. Unanimously approved Ricky stated that the drain pipe is rusted and that there is something it could be coated with to make it last. Scott stated that a drawdown of the Lake will be every 4 or 5 years and they will draw down at least 4 feet. He said this is not draining the lake. There is a big difference. Scott said there are nails sticking up on the ramp that need taking up. He suggested getting the inmates to take up the nails and replace them with screws. He also talked about the handicapped ramp at the restroom. Scott stated one bag of sakrete which would cost about $20.00 or $30.00 would fix it. Strickland Road Dispute: David Doughty, Attorney for the Parish mailed a letter to Ms. Cockerham on August 10, 2010. Subdivision Ordinance: Ken McManus, Engineer provided the Committee with suggested amendments to the Subdivision Ordinance. The committee will review the information and make the necessary changes to the ordinance before the September meeting. Culvert Procedures: Regulations for the installation of culverts was presented by the Superintendent. These regulations were discussed earlier in the meeting and were approved and adopted by unanimous vote. Doris Netherland Request: Motion by Parks and seconded by Guimbellot to spray 100 yards in front of the Netherlands home to control the dust. Unanimously approved (Mrs. Netherland had a letter from her physician) Hardship Certification: Motion by Parks and seconded by Guimbellot approving the request of Mrs. Rosa Slade for a hardship driveway with the exclusion of black topping to be graded when schedule permits. Unanimously approved Ordinance No. 3242: Regarding cutting grass was tabled. The committee will meet Thursday, August 19, 2010 @ 7:30 a.m. Grader Lease: Keith Gray from Scott’s told Jurors he had the opportunity to roll in on a lease that we already have on 3 graders at the same price we’re paying now. Motion by Parks and seconded by Hendry to lease three (3) graders from Scott’s at the same price we’re paying now ($2,550.00 per month each) for 7200 hour usage over 4 years with 8000 hour warranty. Unanimously approved Drainage List: Steve Ezell and John Parker presented a drainage list to the committee and answered any question pertaining to the list. Treasurer’s/Finance Report: Motion by Parks and seconded by Scott to amend Asphalt budget as presented by Sam Wiggins, Treasurer. Unanimously approved Personnel Committee: Motion by Harris and seconded by Scott to hire Michael Parks as Mechanic’s Helper at $9.50 an hour plus benefits on a six (6) months probationary basis. Unanimously approved Motion by Scott and seconded by Hendry to hire Terrance Webb as a Laborer at $8.50 an hour plus benefits on a six (6) months probationary basis. Unanimously approved The Personnel Committee would like to recommend that the Jury wave the personnel policy of advertising for two weeks and choose from one of the 64 applications received. There were many qualified applicants and we would like to choose four or five of them for a day or two as contract labor and hire the most qualified person. (This was done with the grader operators several months back prior to hiring). Motion by Guimbellot and seconded by Hendry to choose four or five applicants for a day or two as contract labor with Greg choosing the most qualified applicant pending approval of the Personnel Committee. Unanimously approved Recreation Committee Report: Leodis Norman spoke to Jurors concerning getting a night light at Nolan Norman Park, also a security camera and TV monitor and finish painting the booth. Norman was asked to hold off on the security camera and TV monitor. Scott said they might be able to take another route by putting expanded metal over the windows and bars. Sam told Leodis all purchases require Purchase Order and only he was authorized to get one. Motion by Scott and seconded by Parks to take $500.00 out of Recreation fund to cover expenses of material and supplies and check on price for night light for Nolan Norman Park. Unanimously approved Scott mentioned needing to put up signs advertising Turkey Creek Park. Letters of Interest: Letter from Larry Brooks asking the Jury to retrieve grave markers from Turkey Creek Lake and place them at the grave yard. Ricky is going to check with Johnny Ferrington regarding this matter. Ricky read letter from Baskin Baptist Church thanking the Jury for a job well done in assisting them in cleaning up Gin property in Baskin acquired by the Church. Old Business: Scott asked the Secretary to send to a Resolution to Mayor Allyn J. Luckett from the Jury expressing our sympathy to the family on the death of her brother. New Businees: Motion by Harris and seconded by Parks to write an official letter from the Jury stating that the Jury does not have a zoning law prohibiting cemeteries. The Town Council of Wisner met in regular session on Thursday, August 12, 2010 at 6:30 p.m. at the Wisner Town Hall. Present: Mayor Pro Tem Marc McCarty, Thomas Moore, Nettie B. Brown, Thomas Lemle and Mike Caldwell. Absent: Mayor Luckett. Also present: Town Clerk, Police Chief and Guests. There being a quorum Mayor Pro Tem called the meeting proceedings to order. The invocation was led by Thomas Lemle. The Pledge of allegiance was led by Mike Caldwell. Motion by Nettie B. Brown to approve minutes from previous meeting. Seconded by Thomas Lemle. The financial reports and expenditures were provided for the month. Thomas Lemle made a motion to approve the financial reports. Nettie B. Brown seconded. Permission granted to pay all bills. Thomas Moore made a motion to adopt the resolution to participate in the Disaster Recovery Community Development Block Grant (DR CDBG) Municipalities Infrastructure Program (MIP). Seconded by Thomas Lemle. Resolution adopted. Ken McManus spoke briefly on funds being denied from Gustav & Ike Hurricanes disaster recovery grant. A guest asked council to help with a situation concerning his pet. Thomas Moore informed council of the need to have the water pumps at the sewer pond replaced and gave a quote of total repairs. Motion made by Thomas Moore to purchase panels for pumps. Seconded by Mike Caldwell. Motion granted. One of the guests present had concerns about grass growing up around the school and how unsightly it looks. He also voiced his concerns about fires and volunteers for the fire department. DEPARTMENT REPORTS: POLICE DEPARTMENT: Chief Cureington reported that burglaries in the area h ad increased and asked to put John Mathews on full time. Motion by Nettie B. Brown to table hiring John Mathews. Seconded by Marc McCarty. Motion carried. MAINTENANCE DEPARTMENT: Bobby Rushing reported that the lawnmower was in the shop and needed to be replaced soon. Thomas Moore made a motion to close regular meeting and go into executive session. Nettie B. Brown seconded. Regular council meeting adjourned. Mike Caldwell made a motion to close executive session and resume regular meeting. Nettie B. Brown seconded. Regular meeting opened. Mayor Pro Tem announced that the position of dog catcher would be terminated. With no further business Nettie B. Brown made a motion to adjourn. Thomas Lemle seconded. Meeting adjourned.
