a resolution of the city of winnsboro to declare the area known as gary street Village as a priority redevelopment area. gary street village is located in a qualified census tract. the redevelopment area will include the 29.45-ACRE PARCEL to the west of gary street and mike street AND the southern section of lone cedar road west of stanley STREET AND EAST OF RAY SCOTT ROAD. PUBLIC NOTICE
The City of Winnsboro proposes to rehabilitate its current collection system and also upgrade its
WWTP. The project will include rehabilitating gravity sewer mains, force mains, and manholes,
as well as the City ’s existing lift stations . Specifically, the project will involve work being
performed on the Tensas Lift Station, Delta Queen Lift Station, and Bosworth Lift Station, as
well rehabilitation work of the force main along Steele Street and the gravity sewer on along
Pine Street. All work will be conducted within the existing right-of-way and existing sites. No
new right-of-way or land acquisition will be required for this project. There will be no change in
the Louisiana Pollutant Discharge Elimination System (LPDES) permit. There are no known
environmentally sensitive areas and no Environmental Justice concerns associated with this
project.
This project will be funded in part through the Clean Water State Revolving Fund (CWSRF)
program administered by the Louisiana Department of Environmental Quality (LDEQ).
Eligibility of this project has been determined in accordance with the 1987 Amendments to the
Clean Water Act and corresponding Federal Regulations.
In accordance with LDEQ ’s rules and regulations for the CWSRF program as au thorized by
Public Law 100-4 and administered according to Act 349 of the 1986 Regular Session of the
Louisiana Legislature, LDEQ has determined that there will be no adverse environmental
impacts from the proposed action and has issued a Categorical Exclusion. A copy of the
Categorical Exclusion may be viewed at the Winnsboro City Hall, and may also be accessed on
LDEQ ’s Electronic D ata Management System (EDMS) at
http://www.deq.louisiana.gov/portal/tabid/2604/Default.aspx. The Agency Interest (AI) number
for this project is 43390.

NOTICE
NOTICE is hereby given, pursuant to article IV, section 21 (D) (1) of the Louisiana Constitution, that on September 14, 2010, Entergy Louisiana, LLC ('ELL'), an electric public utility providing retail electric service to customers in forty-three (43) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission ('LPSC' or the 'Commission'), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, an adjustment to the Financed Storm Cost Rider I ('Rider FSCI') in LPSC Docket No. U-29203, and an adjustment to the Financed Storm Cost Rider II ('Rider FSCII') in LPSC Docket No. U-30981, which will go into effect with the first billing cycle of October 2010 (September 29).
In conjunction with Act 55 of the Louisiana Legislature's Regular Session of 2007, LPSC Order U-29203-F authorized the following as it relates to Hurricanes Katrina and Rita: (1) approval and authorization for the LURC to finance, through the issuance of 'system restoration bonds' by the Louisiana Public Facilities Authority (the 'LPFA'), a contribution to ELL's capital; (2) approval to create system restoration property in favor solely of the corporation, including the right to impose and collect system restoration charges sufficient to pay system restoration bonds and associated financing costs; and (3) approval of a tariff to implement the system restoration charges on behalf of the Corporation. Further, the Corporation and ELL received Commission authorization for the issuance of system restoration bonds in one or more series in an aggregate principal amount equal to the sum of (a) $545,000,000 of system restoration costs, plus (b) the costs of funding storm damage reserves in the amount of $152,000,000 in a restricted escrow account, plus (c) issuance costs of $9,300,000. When rounded, these components resulted in a total issuance of $687,700,000.
LPSC Order U-30981-A relates to Hurricanes Gustav and Ike and provides for the same financing structure as LPSC Order U-29203-F discussed above. LPSC Order U-30981-A gives Commission authorization for the Corporation and ELL to issue system restoration bonds in one or more series in an aggregate principal amount equal to the sum of (a) $260,729,711 of system restoration costs, plus (b) the costs of funding storm damage reserves in the amount of $200,000,000 in a restricted escrow account, plus (c) issuance costs of $8,170,289. When rounded, these components result in a total issuance of $468,900,000.
To finance these costs, the Co-Applicants implemented Rider FSCI rates the first billing cycle of August 2008 and Rider FSCII rates the first billing cycle of August 2010. The FSCI and FSCII rates are adjusted at least semi-annually and will continue in effect until all system restoration bonds have been paid in full and all financing costs of the system restoration bonds have been recovered in full. Consistent with the LPSC's determination in Order Nos. U-29203-B, U-29203-G, U-30981, and U-30981-A, the calculation of the FSCI and FSCII rates will apply to all rate classes, including the Special Contracted Rate customers and will be non-bypassable, which means that, with limited exception, all existing and future LPSC-jurisdictional ELL customers will be responsible for these charges.
Using the method of allocation and rate design approved by the LPSC, the system restoration charge, billed on behalf of the LURC, on the monthly electric bill through Rider FSCI for one of ELL's LPSC-jurisdictional residential customers using 1,000 kWh will decrease $0.63. The system restoration charge, billed on behalf of the LURC, on the monthly electric bill through Rider FSCI for one of ELL's LPSC-jurisdictional Small General Service customers using 12,500 kWh will decrease $8.93. The system restoration charge, billed on behalf of the LURC, on the monthly electric bill through Rider FSCI for one of ELL's LPSC-jurisdictional Large General Service customers using 1000 kW and 500,000 kWh decrease $202.92.
Using the method of allocation and rate design approved by the LPSC, the system restoration charge, billed on behalf of the LURC, on the monthly electric bill through Rider FSCII for one of ELL's LPSC-jurisdictional residential customers using 1,000 kWh will decrease $0.24. The system restoration charge, billed on behalf of the LURC, on the monthly electric bill through Rider FSCII for one of ELL's LPSC-jurisdictional Small General Service customers using 12,500 kWh will decrease $3.37. The system restoration charge, billed on behalf of the LURC, on the monthly electric bill through Rider FSCII for one of ELL's LPSC-jurisdictional Large General Service customers using 1000 kW and 500,000 kWh decrease $76.38.
In sum, beginning with the first billing cycle of October (September 29) the total net effect of Riders FSCI and FSCII to an ELL LPSC-jurisdictional residential customer using 1,000 kWh will be a decrease of $0.87 from $98.99 to 98.12. The total net effect of Riders FSCI and FSCII to an ELL LPSC-jurisdictional Small General Service customer using 12,500 kWh will be a decrease of $12.30 from $1,346.02 to $1,333.72. The total net effect of Riders FSCI and FSCII to an ELL LPSC-jurisdictional General Service customer using 1000 kW and 500,000 kWh will be a decrease of $279.30 from $38,917.25 to $38,637.95.
A copy of these rider schedules may be viewed in the Office of the Louisiana Public Service Commission in Baton Rouge, Louisiana. The next semi-annual adjustment for Riders FSCI and FSCII will be effective beginning with the first billing cycle in April 2011.

REQUEST FOR RELEASE OF FUNDS
On or about October 8, 2010 the Franklin Parish Police Jury will submit a request to the Louisiana Division of Administration for the release of Louisiana Community Development Block Grant Funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to undertake a project known as FY 2009 LCDBG Public Facilities, for the purpose of Potable Water Improvements to the North Franklin Water Works.
FINDING OF NO SIGNIFICANT IMPACT
The Franklin Parish Police Jury has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Franklin Parish Courthouse, Winnsboro, Louisiana and may be examined or copied weekdays (8:30) A.M. to (4:00) P.M.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the President of the Franklin Parish Police Jury. All comments received by October 7, 2010 will be considered by the Franklin Parish Police Jury prior to authorizing submission of a request for release of funds. Commentors should specify which part of this Notice they†are addressing.
RELEASE OF FUNDS
The Franklin Parish Police Jury certifies to Division of Administration that Ricky Campbell in his capacity as President consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Division of Administration approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Franklin Parish Police Jury to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The Division of Administration will consider objections to its release of funds and the Franklin Parish Police Juryís certification received by October 25, 2010 or a period of fifteen days from its receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer or other officer of the Franklin Parish Police Jury approved by the Division of Administration; (b) the Franklin Parish Police Jury has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the Division of Administration; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the Division of Administration at P.O. Box 94095, Baton Rouge, La. 70804-9094. Potential objectors should contact the Division of Administration to verify the actual last day of the objection period.

VILLAGE OF GILBERT
Regular Session
Sept. 9, 2010
The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, Sept. 9, 2010 at 6:30 p.m. at the Gilbert City Hall.
Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway, Leo Miller and Louis Ezell. Also present were Joann Evans, Bill McLemore, Ty Britt and citizens. Absent was Bruce Lofton.
CALL TO ORDER:
Mayor Mike Stephens called the meeting to order. Leo Miller led in opening prayer. Diane Parker led in the pledge of allegiance.

ADOPT THE MILLAGE RATE FOR THE TAX YEAR 2010:
Motion made by Louis Ezell, seconded by Leo Miller to amend the agenda to allow the adoption of the millage rate for the year 2010. Motion carried. Clerk read the resolution. Roll call votes were taken and resolution was adopted at millage rate of 6.60 mills.

Discussion was held. Motion made by Leo Miller, seconded by Kay Dunaway to adopt Ord. #317 setting the mayor salary at $400.00 per month, the board of alderman's salary at $100.00, and the mayor pro-temp salary at $125.00 per month. This salary includes one regular meeting held in the month and any special meetings throughout the month. Motion carried.
ORD #318 SETTING SALARY FOR ELECTED/APPOINTED CHIEF OF POLICE:
Motion made by Louis Ezell, seconded by Leo Miller to open public hearing. Motion carried. Discussion was held. Motion made by Louis Ezell, seconded by Kay Dunaway to adopt Ord. #318 setting the salary of the newly elected/appointed Chief of Police shall be $1500.00 per month effective January 2011, not including benefits. Motion carried.
DISCUSS THE LGAP GRANT & ADOPT LGAP RESOLUTION:
Mayor Stephens stated with the economic status the state is in, we need to reconsider our LGAP grant purchases. I propose we buy a John Deere tractor along with a John Deere lawnmower to fill our LGAP grant. Discussion was held. Motion made by Louis Ezell, seconded by Leo Miller, to adopt resolution to use the LGAP grant on the purchase of a John Deere tractor and John Deere lawnmower. Motion carried.
