The Franklin Parish School Board met for its regular scheduled meeting on Monday, August 2, 2010 at 5:30 p.m. in the Franklin Parish School Board Complex board room.
Present for the meeting were Mrs. Louise Johnson, Mr. Tim Eubanks, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, Mr. Jesse Young and Mr. Richard Kelly.
No board member was absent from the meeting.
President Eddie Ray Bryan called the meeting to order, Chaplain Richard Kelly led in prayer and President Bryan led in the Pledge of Allegiance.

MOTION TO CONSIDER BID ON PASTURE LAND LEASE
ORDINANCE # 2010-08-0008
BE IT ORDAINED, ETC., that the Franklin Parish School Board accept the bid from Bo Johnson, 399 Rabbit Lane, Gilbert, LA 71336 in the amount of $901.01. This lease is for one year beginning on September 8, 2010 and ending on September 7, 2011. This land is located at Section 21, Township 11, Range 7 East, on Turkey Creek with approximately 43.2 acres more or less.

MOTION TO CONSIDER UPDATE IN DRESS CODE POLICY AND ELECTRONIC TELECOMMUNICATION DEVICES POLICY
ORDINANCE # 2010-08-0009
BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the update in the Franklin Parish Dress Code Policy as listed. The Electronic Telecommunication Devices Policy (cell phone policy) remains the same as last year. No update was needed for this policy.
School Uniforms - (new) Navy blue, red, or white three (3) button polo shirt for all schools. Shirts must be tucked in.
New Addition - long or short sleeve undershirts in parish colors; must be a solid color, with no lettering or numbers.

PRESIDENT’S REPORT
President Eddie Ray Bryan reported on the cell phone policy and looking into cell phone jammers. There is the concern about the cost of these jammers and the legal issue about cell phone jammers. The cell phone policy in Virginia schools is a 3 day suspension on the first offense. The policy on graduation commencement will be discussed for the September meeting.

ADVERTISEMENT TO BID
The Franklin Parish Police Jury has been afforded the opportunity to participate in the Renew Louisiana Energy Efficiency and Conservation Block Grant (EECBG) Program administered by the Louisiana Department of Natural Resources (LDNR) and funded through the American Recovery and Reinstatement Act (ARRA) of 2009.  The Franklin Parish Police Jury is accepting bids for the replacement of kitchen and cooking appliances along with any energy upgrades and modifications to the:

Sealed bids will be received at the office of the Franklin Parish Police Jury, 6558 Main Street, Winnsboro, Louisiana 71295, phone (318) 435-9429, until 10:00 AM, October 13, 2010.  Bids received after that time will not be accepted.
Bids will be opened and read aloud at 10:00 AM on the 13th day of October, 2010 in the Franklin Parish Police Jury Meeting Room located at 6558 Main Street, Winnsboro, Louisiana.  Copies of complete Bid Documents may be secured by prospective bidders from the office of the Franklin Parish Police Jury, 6558 Main Street, Winnsboro, Louisiana   71295, and phone: (318) 435-9429.
Bidders must meet requirements of the State of Louisiana Contractor’s Licensing Law R.S. 37: 2151-2163.
Bidders must comply with Davis-Bacon Act and ensure that applicable wage determinations are included in solicitation.
Bidders must comply with the “Buy American” provision which requires that all iron, steel, and manufactured goods for projects are produced in the United States.
All bids must be accompanied by a bid security equal to five percent (5%) of the base bid and any additive alternates and must be in the form of a certified check or bid bond.
The bidder to whom the Contract is awarded will be required to furnish a payment bond and a performance bond for one hundred (100%) of the Contract Sum. 
No bid may be withdrawn for a period of thirty (30) days after the date for receipt of bids.
The Franklin Parish Police Jury reserves the right to reject any or all bids and to waive an informalities incidental thereto.
