Present for the meeting were Mrs. Louise Johnson, Mr. Tim Eubanks, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton and Mr. Jesse Young. Mr. Richard Kelly were absent from the meeting. President Eddie Ray Bryan called the meeting to order, Mrs. Dorothy Brown led in prayer and President Bryan led in the Pledge of Allegiance. AGRICULTURE EXTENSION OFFICE SPEAKER Mrs. Ginger Boutwell gave an update on the projects and activities of the Agriculture Extension Office. Mrs. Boutwell introduced Mr. James Hendrix, the new parish chair for the Agriculture Extension Office. Mr. Hendrix addressed the Board. MOTION TO CONSIDER CONTRACTS FOR APPROPRIATE PERSONNEL ORDINANCE # 2010-07-0003 BE IT ORDAINED, ETC., that the Franklin Parish School Board accept the Superintendentís recommendation for 2 year contracts for the appropriate personnel as listed. Supervisors receiving 2 year contracts are: Wiley McClary, LaTanga Blackson, Jimmy Henderson, Orene Sharp, Dorothy Watson, Delayne Donnell, Shelia Nolan and Chris Roberts. Contract dates are July 1, 2010 until June 30, 2012. Principal Pat Sartin received a 2 year contract from July 1, 2010 until June 30, 2012. Assistant principals receiving a 2 year contract are: Madge Wilson, Cynthia Swayzer, Daphanie Dailey, Nettie Brown, Kathy Robertson and Esther Watson. MOTION TO CONSIDER POLICY FOR MAINTAINING STUDENT ATTENDANCE INFORMATION ORDINANCE # 2010-07-0004 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the policy for maintaining student attendance information. Franklin Parish Guidelines For Maintaining Student Attendance Information The purpose of maintaining student attendance data is to provide evidence of a student’s enrollment and attendance at a school. La. R. S. 232(1) states: The attendance of all school pupils shall be checked each school day and at the beginning of each class period and shall be verified by the teacher keeping such record, which shall be open to inspection by the Supervisor of Child Welfare and Attendance or designee at all reasonable times. All teachers are required to check attendance each and every class period of the day and record accordingly. This is done using J-Gradebook now. In the event J-Gradebook is temporarily unavailable; each homeroom/first period teacher shall maintain a class roster to record absences and report any absences to the office for recording later in J-Pams. For subsequent class periods, the teacher shall have a class roster and record absences on this hard copy, this roster shall be maintained for future reference. After first period each day, teachers shall check attendance at or near the beginning of class using J-Gradebook and report the names of students to the office not in class, but showing to be at school earlier. Students showing as being absent during homeroom/1st period , but are present in subsequent class periods, should have an admit slip to class from the office. This will ensure they have checked in properly and will receive credit for the hours of school attendance that day. These admits should be kept on file by the teacher. Teachers are not to stop recording absences on a student unless directed by the office. There shall be some type of written documentation to the teacher explaining why the student is not marked absence and this should be kept by the teacher for future reference. Every teacher at the end of each grading period shall print out the attendance log for their classes and file in their classroom until the end of the school year. At the close of school these should be filed in a central location for a period of three years. Daily substitutes should never have access to student information on J-Pams/J-Gradebook. Therefore each classroom shall maintain a class roster for the substitute to record absences and/or check roll. Homeroom/first period classes shall also have an absentee form for submitting student absences to the office. These records shall be maintained on file for the school year. Any temporary class/roll used at the beginning of the year or used at any time during the year shall be maintained and kept for permanent record along with teacher printouts of attendance. As a safeguard for attendance data, all J-Pams gradebook data is backed up daily to Edgear’s database, located in Shreveport, LA MOTION: Mr. Tim Eubanks SECOND: Mr. Jesse Young All members present approved. PRESIDENT’S REPORT President Eddie Ray Bryan reported on the Cooperative Endeavor with the Sheriff’s Department. This item has been brought up before. The Sheriff’s office is interested in purchasing 2 acres at the Wisner Early Childhood School site. The baseball field will host the state tournament.
