All bids must be accompanied by bid security equal to five percent (5%) of the base bid and all additive alternates, and must be in the form of a certified check, cashier's check or bid bond written by a company licensed to do business in Louisiana, countersigned by a person who is under contract with the surety company or bond issuer as a licensed agent in this State and who is residing in this state. No Bid Bond indicating an obligation of less than five percent (5%) by any method is acceptable.
The successful Bidder will be required to furnish a performance and payment bond written by a company licensed to do business in Louisiana, and shall be countersigned by a person who is contracted with the surety company or bond issuer as agent of the company or issuer, and who is licensed as an insurance agent in this State, and who is residing in this State, in an amount equal to the 100% of the contract amount.

Notice
Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on August 26, 2010, Entergy Louisiana, LLC ("ELL") an electric public utility providing retail electric service to customers in forty-three (43) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission ("LPSC"), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, a modified Formula Rate Plan ("FRP") rider schedule that is intended to implement, pursuant to the Formula Rate Plan approved by the LPSC on November 17, 2009 and effective the first billing cycle of September 2010 (August 30), an approximately $5.7 million increase in FRP revenues related to the FRP proceedings currently before the LPSC in Docket No. U-31369 (TY 2009).
ELL's FRP has a target return on equity ("ROE") of 10.25% with a plus or minus 80 basis points deadband in which there is no change in rates based upon earned ROE ("EROE") for the test year. ELL's Revised FRP filing for the 2009 test year reflects an EROE of 10.82%; therefore, there is no rate change due to ELL's cost of service sharing mechanism. ELL has, however, reflected the following adjustments to Rider FRP revenues outside of the FRP sharing mechanism: (1) an increase of $3.504 million to reflect an extraordinary cost change associated with a required increase in decommissioning accruals related to ELL's Waterford 3 Steam Electric Station; and (2) an increase of approximately $2.168 million to reflect changes in the Additional Capacity Revenue Requirement pursuant to the Formula Rate Plan.
It is estimated that the increase in FRP revenue will have the following effects upon ELL customers' bills based upon September 2010 Fuel Adjustment Charges. A bill for Residential Service for 1,000 kWh would increase $0.29 from $98.70 to $98.99. A bill for Small General Service for 12,500 kWh would increase $4.11 from $1,341.91 to $1,346.02. A bill for Large General Service for 1000 kW and 500,000 kWh would increase $93.31 from $38,823.94 to $38,917.25.

NOTICE TO THE PUBLIC
Franklin Parish held a public meeting on Wednesday, March 31, 2010 with representatives from the Parish to discuss a grant that was recently awarded to the Parish. Ms. Monica Martin, project manager from Providence initiated the meeting by introducing Providence, the Parish's mitigation consultant.
Ms. Martin explained that the grant was to be used to update the Parish's Hazard Mitigation Plan (HMP) and to identify mitigation projects that would be beneficial to the Parish. She explained that this grant will allow the Parish to be prepared at the next funding opportunity to submit Hazard Mitigation Grant Program (HMGP) applications to receive funds for these mitigation projects. Funding for the grant is being provided by the Federal Emergency Management Agency (FEMA) and administered by the Governor's Office of Homeland Security and Emergency Preparedness (GOHSEP) and FEMA.
The meeting was well attended as pointed out by Ms. Martin, who explained the importance of both parish and community representation. She encouraged meeting attendees to provide input and recommended that they share the message from this meeting with their respective departments, and then gather "lessons learned" from recent hurricanes and other post storm data to be incorporated into the planning process for this project.

This meeting included reviewing hazard risks and hazard histories. The Steering Committee also discussed the extent, previous occurrences and probability of future events. The potential impacts from floods, severe storms (thunderstorms and high winds, lightning, and winter storms), tornadoes, hailstorms, hurricanes, drought, and extreme heat were examined.
The meeting was well attended as pointed out by Ms. Martin, who explained the importance of both parish and community representation. She encouraged meeting attendees to provide input to be incorporated into the planning process for this project.

Franklin Parish held a public meeting on Tuesday, June 22, 2010, with representatives from the Parish to discuss a grant that was recently awarded to the Parish. Ms. Monica Martin from Providence, the Parish's mitigation consultant, led the meeting.
The Parish had been awarded a grant funded by the Federal Emergency Management Agency (FEMA) and administered by the State which consists of updating the Parish's Hazard Mitigation Plan (HMP). Ms. Martin explained that the purpose of this meeting was to review and make revisions to the maps that will be included in the updated HMP, to review and update the goals listed in the original HMP, and to review the Action Plan of the original HMP.
Ms. Jamie Schexnayder from Providence reviewed the maps of the Parish as well as additional maps of the incorporated areas that illustrated the locations of all critical facilities. All steering committee members were given an opportunity to review the maps and make any changes to the locations of the critical facilities. Next, Ms. Martin discussed the purpose of goal setting and reviewed the existing goals of the HMP. She also facilitated a discussion with the steering committee on the Action Plan for the HMP. The Action Plan identifies the mitigation projects that the Parish wants to pursue to protect lives, critical facilities, and infrastructure in the parish. Some of the projects discussed included retrofitting critical facilities to protect them from high winds and improving drainage areas in the parish to help decrease flooding during major rain events. She suggested that members come to the next meeting with any revisions and/or additions that they would like to see incorporated into the listed goals and the Action Plan.

The Parish has been awarded a grant funded by the Federal Emergency Management Agency (FEMA) and administered by the State which consists of updating the Parish's Hazard Mitigation Plan (HMP). Ms. Schexnayder explained that the purpose of this meeting was to identify, discuss, and review current goals and specific actions to achieve identified goals. In addition, the meeting addressed ways to implement those actions through various tasks in the action plan.
Issues of concern gathered from the steering committee included flooding and drainage issues. These concerns, among many others discussed, were considered in identifying specific actions needed in the Parish to build a more disaster resilient Parish.
Some of the action items that were included in the action plan that would reduce future damages from hazards were wind retrofitting, improving drainage ways, and adding generators at critical facilities.

NOTICE TO THE PUBLIC
Franklin Parish held a public meeting on Tuesday, August 24, 2010, with representatives from the Parish to discuss a grant that was recently awarded to the Parish. Ms. Jamie Schexnayder from Providence, the Parish's mitigation consultant, led the meeting.
The Parish has been awarded a grant funded by the Federal Emergency Management Agency (FEMA) and administered by the State which consists of updating the Parish's Hazard Mitigation Plan (HMP). Ms. Schexnayder explained that the purpose of this meeting, the Review of the Draft Plan, was to give the steering committee and general public an opportunity to submit any edits/revisions to the draft plan and ask any questions about the plan before the parish submits the plan to the Governor's Office of Homeland Security and Emergency Preparedness (GOHSEP) and FEMA.
This meeting was the final meeting concerning the update of the Parish's hazard mitigation plan. Preliminary drafts were reviewed by the Steering Committee. Recommendations and comments were received and will be incorporated into the plan. Some comments included removing discussions about one of the fish processing facilities, the soft drink bottling plant, and an apparel manufacturer. Other comments included revising the maps to shows a few of the critical facilities in different locations and adding a secondary representative for the municipalities.
Currently, the draft plan is being reviewed by the GOHSEP followed by a review from FEMA. Once the HMP is approved by GOHSEP and FEMA, it will be presented to the Parish governing body for adoption.
